About approval of the Regulations on procedure for expenditure of the means arriving on holding actions for the prevention and fight against epidemics

For the purpose of ensuring operational organization of events according to the prevention and fight against epidemics, anti-epidemic and preventive actions in cases of complication of epidemic situation for infectious and parasitic diseases, emergence of emergency situations and natural disasters, carrying out epidemiological surveillance behind quarantine and especially dangerous diseases, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for expenditure of the means arriving on holding actions for the prevention and fight against epidemics (further - the Provision), according to appendix.

2. To provide to the Ministry of Finance of the Kyrgyz Republic timely assignment for holding actions for the prevention and fight against epidemics for the Ministry of Health of the Kyrgyz Republic and Fund of compulsory medical insurance under the Government of the Kyrgyz Republic.

3. Under the Government of the Kyrgyz Republic to provide to the Ministry of Health of the Kyrgyz Republic and Fund of compulsory medical insurance target use of the means arriving on holding actions for the prevention and fight against epidemics according to the Provision.

4. Determine that:

- the payments performed to health care providers and the involved persons of other services and departments involved in work on fight against koronavirusny infection of COVID-19, from 1 till March 22, 2020 at the rate of 500 (five hundred) som in one day are non-paid payments in the form of compensation;

- non-paid payment in the form of compensation to health care providers and the involved persons of other services and departments, and also persons which are specially involved according to the prevention and fight against epidemics based on the agreement is the amount received gratuitously in connection with force majeure circumstances;

- action of the Regulations on additional guarantees and compensations by the serviceman who is carrying out tasks in the conditions of emergency state and in case of armed conflicts in the territory of the Kyrgyz Republic and beyond its limits on the basis of the international contractual commitments, No. approved by the order of the Government of the Kyrgyz Republic of October 26, 2000 639, is not applied to the military personnel of health service who is specially involved to works on the prevention and fight against epidemics.

5. Recognize invalid:

- the order of the Government of the Kyrgyz Republic "About approval of the Instruction about procedure for expenditure of budgetary appropriations on actions for fight against epidemics and payments of business trips of the health and other workers directed to fight against epidemics" of January 30, 2006 to No. 47;

Chapter 1. Procedure for expenditure of the means arriving on holding actions for the prevention and fight against epidemics

1. This Provision determines procedure for expenditure of the means arriving on holding actions for the prevention and fight against epidemics.

2. The funds allocated for holding actions for the prevention and fight against epidemics are considered on the separate account opened in system of Treasury of the Ministry of Finance of the Kyrgyz Republic (further - system of Treasury).

For organization of events according to the prevention and fight against epidemics by the Ministry of Health of the Kyrgyz Republic (further - the Ministry of Health), the Fund of compulsory medical insurance under the Government of the Kyrgyz Republic (further - Federal Compulsory Health Insurance Fund), Department of prevention of diseases and state sanitary and epidemiological surveillance of the Ministry of Health of the Kyrgyz Republic (further - Department of prevention of diseases and state sanitary and epidemiological surveillance) and the Republican center of quarantine and especially dangerous infections of the Ministry of Health of the Kyrgyz Republic (further - the Republican center of quarantine and especially dangerous infections) opens accounts for expenditure of the means arriving on carrying out: actions for the prevention and fight against epidemics; the emergency anti-epidemic actions in case of observation of growth of incidence or threat of spread of infectious and parasitic diseases, food poisonings; planned epidemiological and epizootic actions in the territories, enzootichny on quarantine and especially dangerous infections.

3. Sources of financing of actions for the prevention and fight against epidemics:

1) assignments from the republican budget;

2) the means arriving on holding actions for fight against epidemics from other sources which are not contradicting the budget legislation of the Kyrgyz Republic.

4. Treat the means arriving on holding actions for fight against epidemics:

1) the means arriving from legal entities and physical persons in the form of the sponsor's help and voluntary contributions;

2) receipts from the international organizations in the form of the charitable or grant help;

3) receipts from sales of goods and services based on the decision of the Government of the Kyrgyz Republic;

4) other receipts which are not contradicting the legislation of the Kyrgyz Republic.

5. The funds arriving for holding actions for the prevention and fight against epidemics go for liquidation of the epidemic centers of the infections specified in the List according to appendix to this Provision.
