According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan "About the state services" PRIKAZYVAYU:

1. Approve the enclosed Rules of rendering the state service "Issue of Permissions to Use of the Technologies Applied on Hazardous Production Facilities, Dangerous Technical Devices".

2. To provide to committee of industrial development and industrial safety of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Rules of rendering the state service "Issue of Permissions to Use of the Technologies Applied on Hazardous Production Facilities, Dangerous Technical Devices"

Chapter 1. General provisions

1. These rules of rendering the state service "Issue of Permissions to Use of the Technologies Applied on Hazardous Production Facilities, Dangerous Technical Devices" (further - Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law) and determine procedure for issue of permissions to use of the technologies applied on hazardous production facilities, dangerous technical devices.

2. Issue of permissions to use of the technologies applied on hazardous production facilities of dangerous technical devices is carried out for the purpose of official recognition by authorized body in the field of industrial safety of competences of legal entities to apply the technologies applied on hazardous production facilities, dangerous technical devices.

3. "Issue of permissions to use of the technologies applied on hazardous production facilities of dangerous technical devices" is the state service (further - the state service) and it appears Committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan (further - the service provider) according to these rules.

Chapter 2. Procedure for rendering the state service

4. The state service appears the service provider by means of the appeal of physical persons and legal entities, or the authorized representative (further – uslugopoluchatel) through the web portal of "the electronic government" www.egov.kz (further – the portal).

The list of the main requirements to rendering the state service including the characteristic of process, form, content and result of rendering, and also other data taking into account features of rendering the state service are stated in the standard of the state service (further – the Standard) according to appendix 1 to these rules.

6. For receipt of the state service the uslugopoluchatel sends to the service provider:

1) the statement in electronic form, certified by the electronic and digital signature (further – the EDS) uslugopoluchatel, in form according to appendix 2 to Rules;

2) electronic copy of the expert opinion.

The expert opinion shall contain the requirements provided in appendix to the Standard. Each page of the provided copies of documents shall be certified by sign and seal (in the presence) uslugopoluchatel, or copies of documents shall be stitched and their last sheets are certified by sign and seal (in the presence) uslugopoluchatel.

When giving the uslugopoluchatel of all necessary documents by means of the portal - in "personal account" of uslugopoluchatel displays the status about acceptance of request for rendering the state service with indication of the date of receipt of result of the state service.

Aggregate term of consideration of documents and issue of result of the state service constitutes 7 (seven) working days.

At the same time day of reception of applications and documents does not enter rendering the state service in time.

The employee of office of the service provider performs document registration and the data in day of their receipt and sends to the head of the service provider which appoints the executive in charge.

In case of the address of the applicant after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of an application and issue of result of rendering the state service is performed the next working afternoon.

7. The executive in charge within two working days checks completeness of the submitted documents, and in case of factual determination of incompleteness of the submitted documents prepares motivated refusal in form, according to appendix 4 to these rules, certified by the EDS of the head of the service provider or replacement his face, and sends it to uslugopoluchatel through the portal in electronic form.

The service provider receives data on state registration (re-registration) of the legal entity from the corresponding state information systems through lock of "the electronic government".
