Some questions of increase in retirement benefits and rendering social support to separate categories of the population in 2020

Cabinet of Ministers of Ukraine decides:

1. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 24.02.2023 No. 168

2. Determine that:

1) in 2020 recalculation of pensions according to Procedure for carrying out recalculation of pensions according to part two of article 42 of the Law of Ukraine "About obligatory national pension insurance", the approved resolution of the Cabinet of Ministers of Ukraine of February 20, 2019 No. 124 "Questions of carrying out indexation of pensions in 2019" (The Official Bulletin of Ukraine, 2019, No. 19, the Art. 663), is made using coefficient of increase in indicator of the average salary (income) in Ukraine with which insurance premiums are paid, considered for calculation of pension, in the amount of 1,11;

2) in case the amount of increase as a result of the recalculation of pension specified in this Item does not reach 100 hryvnias, pension supplement in the amount lacking to the specified size which is considered in case of the subsequent recalculations of pension is established;

3) the recalculation of pensions provided by this Item is carried out since May 1, 2020.

3. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 22.02.2021 No. 127

4. Financing of the payments provided by paragraphs first and third Item 1, the paragraph third Item 2 and Item 3 of this resolution is performed at the expense of the means of the government budget provided according to the program 2506080 "Financial provision of pension payment, allowances and increases to the pensions granted according to pension plans and deficit of means of the Pension fund".

5. To the ministry of social policy and the Pension fund of Ukraine to provide carrying out in April, 2020 after introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2020" payments of the one-time monetary assistance in connection with negative consequences of distribution in the territory of Ukraine to sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in the amount of 1 000 hryvnias to separate categories of the population from number:

receivers of pension, the size of retirement benefits at whom taking into account allowances, increases, additional pensions, the target monetary assistance, the amounts of indexation of pension, monthly compensation in case of loss of the supporter owing to the Chernobyl catastrophic crash, other surcharges to pensions established by the legislation does not exceed 5 000 hryvnias as of April 1, 2020;

receivers of the government public assistance to persons with disability since the childhood and to children with disability (except persons from their number which along with such help receive pension in connection with loss of the supporter or the government public assistance to the child of the died supporter provided by the Law of Ukraine "About the government public assistance to persons who do not have pension entitlements and to persons with disability");

receivers of the government public assistance to persons who do not have pension entitlements and to persons with disability;

receivers of the temporary government public assistance to unemployed person who reached general retirement age, but did not acquire the right to retirement benefit.

Determine that the extent of the one-time monetary assistance in connection with negative consequences of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus specified in paragraph one of this Item, does not join in calculation of the income of persons in case of purpose of housing subsidy, implementation of assignments (deduction, collection) from pension or social benefits, other income.

6. Approve the Payment procedure of the one-time monetary assistance in connection with negative consequences of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in the amount of 1000 hryvnias to separate categories of the population which is applied.

7. To the Ministry of Finance during preparation of offers concerning introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2020" to provide allocation to the Ministry of social policy of means for implementation of payment of the one-time monetary assistance, stipulated in Item 5 these resolutions, fees on its delivery and to covering of expenses of "Government Savings Bank of Ukraine" joint-stock company to reinforcement of cash desks of bank for providing Ukrpochta joint-stock company with cash of payable objects.

8. Recognize voided since May 1, 2020:

Item 3-1 of the resolution of the Cabinet of Ministers of Ukraine of February 20, 2019 No. 124 "Questions of carrying out indexation of pensions in 2019" (The Official Bulletin of Ukraine, 2019, No. 19, the Art. 663);

Item of 3 changes which are made to resolutions of the Cabinet of Ministers of Ukraine, approved by the resolution of the Cabinet of Ministers of Ukraine of June 26, 2019 No. 543 (The Official Bulletin of Ukraine, 2019, No. 54, the Art. 1880).

9. To provide to the pension fund of Ukraine the recalculation of pensions provided by Items 1 - 3 presents of the resolution, on materials of pension cases.
