Some questions of compensation of health and other workers which are directly engaged at works on liquidation of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

According to the paragraph to the second the subitem 2 of Item 5 of the Section II "Final provisions" of the Law of Ukraine of March 17, 2020 No. 530-IX "About modification of some legal acts of Ukraine, directed to prevention of origin and spread of koronavirusny disease (" the Cabinet of Ministers of Ukraine decides COVID-19):

1. Determine that for implementation of the actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus (further - koronavirusny disease (COVID-19) determined in the resolution of the Cabinet of Ministers of Ukraine of March 11, 2020 No. 211 "About prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" (The Official Bulletin of Ukraine, 2020, No. 23, of the Art. 896), - with the changes made by resolutions of the Cabinet of Ministers of Ukraine of March 16, 2020 No. 215 and of March 25, 2020 No. 239, before completion of implementation of the specified actions are established additional surcharges at the rate to 200 percent of official pay rate (with increases) taking into account obligatory surcharges, allowances it is pro rata to worked time:

in the healthcare institutions providing medical care by the patient with koronavirusny disease (COVID-19) also signed the agreement on medical attendance of the population according to the program of the state guarantees of medical attendance of the population for the corresponding lists and amounts of medical services with National service of health, to health and other workers who are directly engaged at works on rendering medical services by the patient with koronavirusny disease (COVID-19);

to health and other workers of specialized crews for response to cases of koronavirusny disease (COVID-19) of the centers of the emergency medical care which signed the agreement on medical attendance of the population according to the program of the state guarantees of medical attendance of the population for the corresponding lists and amounts of medical services with National service of health;

in State Healthcare Institutions which are determined in decisions of the relevant central executive bodies for rendering stationary medical care by the patient with koronavirusny disease (COVID-19), to health and other workers who are directly engaged at works on delivery of health care by the patient with koronavirusny disease (COVID-19).

The specific list of positions of workers which establishes surcharge affirms the head of the relevant healthcare institution.

2. The surcharges determined by paragraphs second and third Item 1 of this resolution are performed at the expense of the means received by healthcare institutions according to the agreements on medical attendance of the population for the program of the state guarantees of medical attendance of the population for the corresponding lists and amounts of medical services signed with National service of health and from local budgets.

3. The surcharges determined by the paragraph the fourth Item 1 of this resolution are performed for the account and in the expense limits of the government budget provided according to the appropriate budget programs of the main managers of budgetary funds.

4. To the Ministry of Health together with National service of health to prepare and submit to three-day time to the Cabinet of Ministers of Ukraine the draft of the resolution on modification of the Procedure for program implementation of the state guarantees of medical attendance of the population in 2020 approved by the resolution of the Cabinet of Ministers of Ukraine of February 5, 2020 No. 65 "Some questions of program implementation of the state guarantees of medical attendance of the population in 2020" (The Official Bulletin of Ukraine, 2020, No. 18, the Art. 688), and other regulatory legal acts necessary for accomplishment of this resolution.

5. To the Ministry of Health in three-day time to adopt the regulatory legal acts necessary for accomplishment of this resolution.

6. This resolution becomes effective along with the law on introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2020" which will establish expenses on implementation of the surcharges determined by this resolution.
