About introduction of temporary ban on export (export) of separate types of goods from the Kyrgyz Republic out of limits of customs area of the Eurasian Economic Union

According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, articles 10 and 17   of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Establish temporary ban, for a period of six months, on export (export) from the Kyrgyz Republic out of limits of customs area of the Eurasian Economic Union (except for re-export, transit, and also the humanitarian aid provided by the Government of the Kyrgyz Republic) separate types of goods according to the enclosed list.

2. To the Ministry of Economics of the Kyrgyz Republic:

- no later than three days from the effective date of this resolution, in accordance with the established procedure to notify the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution;

- in accordance with the established procedure to notify Committee on protective measures of the World Trade Organization on the measures for regulation of foreign trade activity taken by the Government of the Kyrgyz Republic, according to this resolution.

3. To the Ministry of Foreign Affairs of the Kyrgyz Republic, no later than three days from the effective date of this resolution, in accordance with the established procedure to notify Executive committee of the Commonwealth of Independent States on introduction of the temporary ban specified in Item 1 of this resolution.

4. To the State Customs Service under the Government of the Kyrgyz Republic, the State Border Service of the Kyrgyz Republic, Public service on fight against economic crimes under the Government of the Kyrgyz Republic:

- take the necessary measures directed to suppression of illegal export (export) of the goods specified in Item 1 of this resolution;

- be guided both by codes of the CN FEA EEU, and the name of goods according to the list specified in Item 1 of this resolution.

5. To impose control of execution of this resolution on the relevant departments of Government office of the Kyrgyz Republic.

6. This resolution is subject to official publication and becomes effective from the date of signing.

Appendix

The list of separate types of goods on which the temporary ban on export (export) from the Kyrgyz Republic out of limits of customs area of the Eurasian Economic Union is established

Note:

(*) export (export) from the Kyrgyz Republic of the noodles of bystry production / preparation classified by code from 1902 CN FEA EEU, and the other fodder concentrates classified by code from 2309 CN FEA EEU out of limits of customs area of the Eurasian Economic Union is performed on the basis:

- the conclusions of the Ministry of Agriculture, the food industry and melioration of the Kyrgyz Republic about feasibility of export (export) issued on each batch of exported goods;

- the certificate of origin in the Kyrgyz Republic;

(**) export (export) from the Kyrgyz Republic of the antibacterial means classified by code 3401 20 900 0 of the CN FEA EEU out of limits of customs area of the Eurasian Economic Union is performed on the basis:

- the conclusions of the Ministry of Health of the Kyrgyz Republic about feasibility of export (export) issued on each batch of exported goods;

- the certificate of origin in the Kyrgyz Republic.
