About recognition of bedded movement and features of the state support of bedded, scout movement

This Law recognizes historical contribution of bedded movement in civic education of children and youth, finding and formation of the Ukrainian statehood and creates bases of state policy on assistance to development of bedded, scout movement;

honors hundreds of plastun, plastunok and scouts who lay down in fight for achievement and protection of independence of Ukraine;

supports more than century continuous tradition of the bedded movement which brought up tens of thousands of active citizens - teachers and scientists, entrepreneurs, doctors, journalists, church figures, military who worked and work for the benefit of interests of Ukraine.

The mission of bedded, scout movement consists in education of children and youth on the basis of value system which is reflected in the bedded oath, the scout promise, the bedded and scout laws directed to making the world it is better in which people implement themselves as persons and play constructive role in society.

Purpose of bedded, scout movement - assistance to development of children and youth for complete disclosure of their physical, intellectual, emotional, social and spiritual potential as full-fledged citizens and members of the territorial communities, local, national and international communities.

Article 1. Determination of terms

1. In this Law the stated below terms are used in such value:

1) institutional development - sustainable complex development of bedded, scout movement for the purpose of creation, distributions and uses of material and financial resources for implementation of bedded, scout programs, and also for development of personnel potential of bedded, scout movement;

2) infrastructure of bedded, scout movement - the building, construction, rooms, the parcels of land on which they are placed which are used by bedded, scout public associations for implementation of authorized activities according to the law;

3) the bedded, scout educational (educational) program - the set of the interconnected components (techniques, tools, actions, etc.) of informal and informalny education directed to receipt of competences by children and youth which is implemented by means of bedded and scout methods and is created for achievement of purpose of bedded, scout movement;

4) bedded, scout public association - children's or youth public association which is effective according to the charter approved in the procedure established by the law which assumes belonging to bedded, scout movement, and realizes the bedded, scout educational (educational) program for bedded or scout methods;

5) bedded method - the Ukrainian scout method developed by Layer throughout the more than centenary continuous tradition;

6) bedded movement (Layer) - the Ukrainian scout movement founded in 1911 in Lviv at the initiative of Ivan Chmola, Pyotr Franco and Alexander Tisovsky which continuously is effective from the moment of the basis and developed in international movement of the Ukrainian youth;

7) bedded, scout uniform - dress code and distinctions of participants of bedded, scout movement which is constituent elements of educational process by bedded or scout methods;

8) bedded tutors and leading scout - members of bedded, scout public associations who had training by bedded or scout methods in the relevant bedded, scout public associations also provide realization of educational process with children and youth according to bedded or scout method;

9) the programs, projects directed to achievement of the bedded, scout educational (educational) program - complex of actions of the bedded, scout public associations providing realization of information and educational, educational, methodical, improving activities for bedded or scout methods;

10) scout method - the unique educational method based on progressive system of self-education, consisting of the elements interconnected among themselves also promotes forming of vital values, takes root by implementation of the scout program in system of informal and informalny education, programs of civic education;

11) scout movement (skauting) - voluntary non-political educational movement for children and youth, irrespective of race and religion which is effective according to the appointment and scout method conceived by its founder Robert Baden Powell in 1907.

Article 2. Purpose and tasks of support of bedded, scout movement

1. The purpose of support of bedded, scout movement is assistance to its development by ensuring availability of such movement to the Ukrainian children and youth, implementation of bedded, scout educational (educational) programs.

2. The main objectives of support of bedded, scout movement is:

1) forming among children and youth of the European identity, assistance of integration of the Ukrainian bedded, scout movement into the European and Euro-Atlantic community;

2) assistance to institutional development of bedded, scout movement by the program implementation, projects directed to achievement of the bedded, scout educational (educational) program;

3) assistance to civic education of children and youth as responsible and active citizens who profess and are upheld by democratic values;

4) forming of pride for Ukraine and respect for the legislation;

5) support of children and youth which show civil activity achieve success in different spheres of public life;

6) assistance to informal and informalny education of children and youth, integration of youth into the European and world democratic space;

7) increase in level of conscientious attitude of youth to active and to healthy lifestyle;

8) assistance to creation and development of infrastructure of bedded, scout movement;

9) assistance to formation and development of bedded, scout movement in the world according to the procedure established by the legislation.

3. Language of events which are held according to programs, projects of the bedded, scout public associations directed to achievement of the bedded, scout educational (educational) program at the expense of budgetary funds, is the state language.

Article 3. Ensuring availability of bedded, scout movement to children and youth

1. Bedded, scout public associations create conditions for involvement of children and youth to participation in bedded, scout movement.

2. Executive bodies and local government bodies promote bedded, scout public associations in creation of conditions of availability of bedded, scout movement to children and youth.

3. Executive bodies and local government bodies develop the state and local programs concerning children and youth taking into account offers of bedded, scout public associations.

4. Executive bodies and local government bodies can involve bedded, scout public associations from their consent in the procedure established by the legislation in accomplishment of the state and local programs.

5. The central executive bodies according to the law promote development of bedded, scout movement outside Ukraine and to creation and functioning outside Ukraine of infrastructure of bedded, scout movement in which education and education are performed in Ukrainian or Ukrainian is learned.
