About additional measures for non-admission of distribution of COVID-2019

Due to the continuing global distribution, threat of delivery and spread of new koronavirusny infection (COVID-2019) in the territory of the Russian Federation, according to Item 6 of part 1 of article 51 of the Federal Law of 30.03.1999 No. 52-FZ "About sanitary and epidemiologic wellbeing of the population" (The Russian Federation Code, 1999, No. 14, Art. 1650; No. 30, the Art. 4134) I decide 2019,:

1. To management officials of subjects of the Russian Federation (heads of the supreme executive body of the government of subjects of the Russian Federation):

1.1. Ceased to be valid according to the Resolution of the Federal Service of the Russian Federation on supervision in the sphere of consumer protection and wellbeing of the person and Chief state health officer of the Russian Federation of 27.07.2020 No. 22

1.3. Provide:

readiness of observator;

control of compulsory use of individual protection equipment (further - SIZ) respiratory organs (masks, respirators) personnel of transport hubs, vehicles (the subway, trains, buses and other types of public transport) and other places with mass stay of people;

introduction of restrictive actions, including the self-isolation mode.

1.4. Organize laboratory diagnostics of COVID-2019 in subjects of the Russian Federation with involvement of all laboratories of the organizations regardless of their form of business having the sanitary and epidemiologic conclusion for work with III-IV activators of group of pathogenicity with use of the methods which are not assuming allocation of the activator, the corresponding working conditions and the trained personnel owning method of the polimerazno-chain reaction (PCR).

1.5. Provide obligatory carrying out laboratory inspection on COVID-2019 of the following categories of persons:

come back on the territory Russian Federation with signs of respiratory diseases;

contacting to sick COVID-2019;

with the diagnosis "extra hospital pneumonia";

65 years which asked for medical care with symptoms of respiratory disease are more senior;

the health workers having risks of infection of COVID-2019 on workplaces - once a week, and in case of the symptoms which are not excluding COVID-2019, - immediately;

being in organizations of permanent stay irrespective of form of business (special teaching and educational facilities of the closed type, cadet cases, houses boarding schools, FSIN of Russia organizations) and personnel of such organizations - in case of symptoms of respiratory disease.

2. Recommend to provide to federal executive bodies implementation of actions, the stipulated in Item 1 this Resolution.

3. In the sphere of health protection to provide to heads of executive bodies of subjects of the Russian Federation:

3.1. Observance of the anti-epidemic mode excluding risks of infection of COVID-19, in observator, the medical organizations for hospitalization of sick COVID-2019, personnel training to work in SIZ and control of their use;

3.2. Collection in the daily mode of information on availability of test systems, amounts and results of laboratory researches on COVID-2019, conducted by laboratories of the organizations regardless of their form of business, and its submission to federal budgetary institutions of health care - the centers of hygiene and epidemiology in subjects of the Russian Federation;

3.3. In case of receipt of positive result on COVID-19 without delay to inform territorial authorities of Rospotrebnadzor in subjects of the Russian Federation and to direct biological material to federal budgetary institutions of health care - the centers of hygiene and epidemiology in subjects of the Russian Federation.

4. To provide to heads of territorial authorities of Rospotrebnadzor in subjects of the Russian Federation control of realization of Items 1 - 3 presents of the Resolution.

5. To chief physicians of federal budgetary institutions of health care - the centers of hygiene and epidemiology in subjects of the Russian Federation, to directors of the scientific organizations of Rospotrebnadzor performing performing laboratory diagnostics of COVID-2019, to provide readiness for carrying out confirmatory tests for COVID-2019, of the organizations arriving from the laboratories specified in subitem 1.4 of Item 1 of this Resolution, and also accounting of amount of laboratory researches COVID-2019, conducted in the specified organizations.

6. To citizens of the Russian Federation, foreign citizens and stateless persons:

6.1. To the foreign citizens and stateless persons arriving for the purpose of implementation of labor activity to fulfill requirements for isolation for a period of 14 calendar days from the date of arrival on the territory of the Russian Federation;

6.2. Observe distance to other persons at least 1 meter, including in public places and public transport, except as specified rendering services in transportation of passengers and baggage to automobile taxi.

7. Ceased to be valid according to the Resolution of the Federal Service of the Russian Federation on supervision in the sphere of consumer protection and wellbeing of the person and Chief state health officer of the Russian Federation of 15.07.2020 No. 21

8. This Resolution becomes effective from the date of its official publication.
