According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 №200, the Board of the Eurasian economic commission decided:

a) development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of the Eurasian Economic Union are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union;
b) the term of accomplishment of the procedure of accession to general process "Forming, maintaining and use of the database about cases of detection and distribution of quarantine objects on customs area of the Eurasian Economic Union, and also about the taken quarantine phytosanitary measures" does not exceed 9 months from the date of the introduction of this Decision in force.
3. This Decision becomes effective after 30 calendar days from the date of its official publication.

1. This Description is developed according to the following acts entering the right of the Eurasian Economic Union (further - the Union):
The agreement on the Eurasian Economic Union of May 29, 2014;
The decision of the Commission of the Customs union of June 18, 2010 No. 318 "About providing quarantine of plants in the Eurasian Economic Union";
The decision of Board of the Eurasian economic commission of March 19, 2019 No. 38 "About approval of Rules of realization of general processes in the field of information support of use of quarantine phytosanitary measures";
The decision of Council of the Eurasian economic commission of November 30, 2016 No. 158 "About approval of the single list of quarantine objects of the Eurasian Economic Union";
The decision of Council of the Eurasian economic commission of November 30, 2016 No. 159 "About approval of Single rules and regulations of providing quarantine of plants on customs area of the Eurasian Economic Union";

This Description determines requirements to formats and structures of the electronic documents and data used in case of information exchange within general process "Forming, maintaining and use of the database about cases of detection and distribution of quarantine objects on customs area of the Eurasian Economic Union and also on the taken quarantine phytosanitary measures" (further - general process).
3. This Description is applied during the designing, development and completion of components of information systems in case of implementation of procedures of general process by means of the integrated information system of the Eurasian Economic Union (further - the integrated system).
4. The description of formats and structures of electronic documents and data is provided in tabular form with indication of complete rekvizitny structure taking into account hierarchy levels up to simple (atomic) details.
5. In the table unambiguous compliance of details of electronic documents (data) (further - details) and elements of model of data is described.
6. In the table the following fields (graphs) are created:
"hierarchical number" - sequence number of detail;
"detail name" - the settled or official verbal designation of detail;
"the description of detail" - the text explaining sense (semantics) of detail;
"identifier" - the identifier of the element of the data this in model corresponding to detail;
"area of values" - the verbal description of possible values of detail;
"mn". - plurality of details: obligation (optionality) and number of possible repeatings of detail.
7. For specifying of plurality of details the following designations are used:
1 - the detail is obligatory, repeatings are not allowed;
№ - detail is obligatory, № of times (№> 1) shall repeat;
1.* - the detail is obligatory, can repeat without restrictions;
n.* - the detail is obligatory, at least № of times (№ > 1) shall repeat;
n. m - the detail is obligatory, at least № of times of no more m of times (№> 1, of m> n shall repeat);
0. 1 - props are optional, repeatings are not allowed;

8. For the purposes of this Description concepts which mean the following are used:
"detail of the electronic document (data)" - unit this the electronic document (data) which in certain context is considered inseparable.
The concepts "basic model of data", "model of data", "model of data of subject domain", "subject domain" and "register of structures of electronic documents and data" are used in this Description in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.
Other concepts used in this Description are applied in the values determined in item 4 of Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the database about cases of detection and distribution of quarantine objects on customs area of the Eurasian Economic Union, and also about the taken quarantine phytosanitary measures", approved by the Decision of Board of the Eurasian economic commission of December 24, 2019 No. 227.
In tables 4, of 7, of 10, 13 these Descriptions the Regulations of information exchange are understood as Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the database about cases of detection and distribution of quarantine objects on customs area of the Eurasian Economic Union, and also about the taken quarantine phytosanitary measures", No. 227 approved by the Decision of Board of the Eurasian economic commission of December 24, 2019 and the Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the database about cases of detection and distribution of quarantine objects on customs area of the Eurasian Economic Union, and also about the taken quarantine phytosanitary measures", No. 227 approved by the Decision of Board of the Eurasian economic commission of December 24, 2019.
