About approval of Rules on ensuring industrial safety concerning the hoisting cranes having specifics of military application
Based on part three of article 20 of the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety" and subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719, the Ministry of Defence of the Republic of Belarus DECIDES:
1. Approve Rules on ensuring industrial safety concerning the hoisting cranes having specifics of military application (are applied).
2. This resolution becomes effective after its official publication.

1. In these rules the relations connected with ensuring industrial safety of the hoisting cranes having specifics of military application, including technical devices in their structure, belonging to Armed Forces and transport troops (further if other is not determined, - hoisting cranes) are determined, when implementing activities in the field of industrial safety - their designing, production, reconstruction, upgrade, commissioning, installation (dismantle), adjustment, servicing, repair, technical diagnosing, engineering certification, testing, operation, technical retrofitting, preservation, temporary suspension, conclusion from operation.
Their purpose is creation organizational and the normative legal basis of ensuring the industrial safety of hoisting cranes directed to prevention and (or) minimization of effects of accidents, incidents taking into account individual risk for the life and human health participating in processes of their operation.
These rules are obligatory for observance from the subjects of industrial safety which are the owners of hoisting cranes and (or) who are carrying out separate work types and (or) the services connected with hoisting cranes.
2. In these rules terms and their determinations in the values established in the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety", state standard of the Republic of Belarus GOST 33709.1-2015 "Hoisting cranes are applied. Dictionary. Part 1. General provisions", No. enacted by the resolution of the State committee on standardization of the Republic of Belarus of June 12, 2017 44, and also the following terms and their determinations:
commissioning of the hoisting crane – documentary drawn up complex of actions for fixation of readiness of the hoisting crane for proper use;
military unit – connection, military unit, military educational institution, the organization of Armed Forces and transport troops (further – Armed Forces);
the military hoisting machine – the technical device of cycling action for lifting and moving load established on arms, the military and special equipment (further – VVST) or intended for their servicing;
dovolstvuyushchy body if other is not determined, – structural division of the Ministry of Defence, the General Staff of Armed Forces and Armed Forces, commands of the Air Force and troops of air defense, forces of special transactions of Armed Forces, the operational commands, Department of transport service of the Ministry of Defence (further – body of military management) knowing accounting, providing, distribution, operation, repair, categorization, write-off and utilization of hoisting cranes according to the established nomenclature, and also planning, timely and complete providing Armed Forces with the money which are under their authority;
the customer – dovolstvuyushchy body, military unit for the benefit of which development, designing, production, reconstruction, upgrade, repair, installation (dismantle), adjustment, servicing, engineering certification, technical diagnosing, purchase (delivery) of the hoisting crane are performed;
the applicant – the organization applying for obtaining in the main military inspection of Armed Forces (further – the main military inspection) permissions (certificates) to the right of production of specific models (types) of potentially dangerous objects or technical devices operated (applied) on potentially dangerous objects, implementation of repair, technical diagnosing of potentially dangerous objects, the technical devices belonging to Armed Forces (or selection of the specified list of works);
the manufacturer – the legal entity performing development of production and release of the hoisting crane or VVST which part it is;
capital repairs – the repair which is carried out within service life of the hoisting crane for recovery of operability and complete or close to complete of recovery of its resource with replacement or recovery of any its parts including basic;
the appointed resource – total settlement operating time of the hoisting crane in case of which achievement its operation shall be stopped irrespective of technical condition;
the appointed service life – the calendar duration of operation of the hoisting crane in case of which achievement its operation shall be stopped irrespective of technical condition. The appointed service life begins with the admission moment to operation (start-up in work) the hoisting crane or since its production if conditions of preservation of the hoisting crane which were established by the manufacturer were not complied;
adjustment – set of transactions on preparation, regulation and setup of the hoisting crane and (or) its devices and safety controls aimed at providing its work in the set conditions with the characteristics determined in operational documentation throughout certain time;
inspection – complex of actions for determination of compliance of the hoisting crane (the technical device) to requirements of industrial safety and operational reliability, and also according to its technical condition and working capacity;
servicing – complex of the transactions on maintenance determined in operational documentation of the manufacturer and (or) established according to the decision of the owner (operator) of the hoisting crane according to the system of servicing and repair accepted in Armed Forces on maintenance of the hoisting crane, technical devices in its structure in operating and serviceable condition in case of their use to destination, storage and transportation;
developer – the legal entity performing development of design, operational and repair documentation on the hoisting crane or on VVST which part the hoisting crane is;
repair – recovery of the nodes damaged, worn out or become useless for any reason, devices of safety of the hoisting crane with finishing it to operating state;
the specialized organization – the organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing, installation, adjustment, repair, servicing, technical diagnosing of potentially dangerous objects and technical devices (or selection of the specified list of works (services));
means of engineering certification – the means intended for assessment of condition of technical safety when carrying out engineering certification of the hoisting crane;
running repair – the repair which is carried out for providing or maintenance of the hoisting crane and consisting in replacement and (or) recovery of separate parts;
technicians – drivers (crane operators) and their assistants, operators (number of calculations) of the modernized (unified) portable towers 40B6, 40B6M, 40V6MD loading (transport loading) machines 5T99M, 9T31M, 9T 244, 9T218, V-200TZM and other, hoisting cranes 9T317 of puskozaryazhayushchy installations 9A84, 9A85 of surface-to-air missile missile systems, the slingers, scaffold workers, zatsepshchik and other persons occupied with operation of hoisting cranes.
3. These rules extend on:
the cranes of bridge type managed from cabin;
the cranes of bridge type managed from floor by means of use of the push-button device suspended on the crane from the stationary panel on radio channel or the single-wire communication line;
cranes of boom type;
cranes manipulators;
the load electric trolleys moving on elevated railway lines together with cabin of management;
the cranes excavators used for work only with the hook suspended on rope or electromagnet;
3.2. military hoisting machines:
the modernized (unified) portable towers 40B6, 40B6M, 40V6MD;
hoisting cranes 9T317 of puskozaryazhayushchy installations 9A84, 9A85 of surface-to-air missile missile systems;
loading (transport loading) machines 5T99M, 9T31M 1, 9T218, 9T244 and others;
hoisting cranes of the BRAM H armored BREM-1, BREM-2, recovery vehicles;
cranes of puteprokladchik BAHT-2, BAHT-M;
PB-3, PB-3M tracklayers;
portal poppet cranes and copras;
collapsible cranes;
3.3. the technical devices operated on the hoisting cranes specified in subitems 3.1 and 3.2 of this Item:
settlement metalwork;
devices and safety controls, including registrars of parameters of operation of the hoisting crane (further - registrars of parameters);
load gripping bodies (hooks, grabs, magnets and others);
the device for load-lifting transactions (traverses, grabs, captures, hoisting slings and others) (further if other is not determined, - SGZP);
the container intended for cargo transfer with use of hoisting cranes (further - container).
4. The requirements stated in these rules do not extend on:
work with use of hoisting cranes in case of liquidation of emergency situations;
the hoisting cranes established in mines on vessels and other watercrafts, airplanes and other aircraft;
the hoisting cranes intended for work only with the hinged equipment excluding use of load gripping devices (vibropogruzhatel, shpuntovydergivatel, cabins (cradles) for movement of people, drilling equipment and so forth);
hoisting cranes (waist) with the manual drive;
hoisting machines of special purpose (floor, charging and landing machines, electro-and auto-loaders, tow trucks, automobile hydraulic elevators);
winches for load lifting and (or) people;
the manipulators used in robotic systems;
manipulators on wood processing;
the excavators intended for work with the digging equipment or the grab;
mounting polyspasts and designs to which they are suspended (masts, shevra, beams and so forth).
5. During the designing, production, reconstruction, upgrade, repair, installation (dismantle), adjustment, servicing, operation, engineering certification, technical diagnosing, testing of hoisting cranes shall be observed (to be carried out) the following general principles (requirements) of industrial safety for compliance:
heights of rise, load-carrying capacity of hoisting cranes (and the cargo moment for hoisting cranes of boom type) to the loads, maximum on weight, moved in engineering procedure;
groups of classification (group of operating mode) of hoisting cranes, and also groups of classifications of the mechanisms established on hoisting cranes, to requirements of engineering procedure;
durabilities, rigidity, local or general stability, endurance and steadiness (the last only for arrows of the hoisting cranes having system of equilibration in design) elements of metal construction and mechanisms of hoisting cranes to loadings in working and non-working conditions. The specified compliance shall be observed in all range of temperatures of working and non-working condition, and also taking into account external impacts, for example, of loadings from wind, snow and ice (for the hoisting cranes established in the open air);
equipment of the hoisting crane devices and safety controls, including the limiters and indexes determined in the passport (form) (further - the passport) the hoisting crane, and also to safety requirements of engineering procedure of the serviced hoisting crane;
the actual service life of the hoisting crane (service life is estimated from the moment of production of the hoisting crane), to the term which was declared by the manufacturer;
durabilities, rigidity, stability of building constructions, including the building, platform, crane (rail) way (further if other is not determined, - crane way) and (or) platforms of installation of the hoisting crane, to loadings from its dead load taking into account loading availability from the mass of the hoisting crane and the transported load, and also loadings from availability of others number of the operated hoisting cranes, other technological machines and the equipment, from static and dynamic testing;
to requirements of industrial safety in processes of installation (dismantle), adjustment, operation, including the repair, reconstruction and upgrade of the hoisting crane given in these rules;
operations procedure in case of accident or incident with the hoisting crane to the procedure determined in management (instruction) for its operation, and also the requirements stated in these rules.
6. The hoisting cranes included in the list of potentially dangerous objects, productions and the related types of activity having specifics of military application, which are subject to supervision, No. 66 approved by the resolution of Council of Ministers of the Republic of Belarus of January 29, 2013 (further - the list of objects of examination of industrial safety), are subject to expertize of industrial safety which is carried out by the officials of management of the state supervision of the main military inspection (further - management of the state supervision) who are experts in the field of industrial safety according to the requirements stated in Regulations on the procedure for expertize of industrial safety approved by the resolution of Council of Ministers of the Republic of Belarus of August 5, 2016 No. 614.
7. Activities concerning military hoisting machines are subject to licensing according to the requirements stated in Regulations on procedure for licensing of the types of activity connected with specific goods (works, services), No. 71 approved by the Presidential decree of the Republic of Belarus of February 16, 2012.
7-1. The conclusion about compliance of the construction object of the allowing and project documentation accepted in operation (regarding operational reliability and industrial safety) which part the hoisting crane is, is issued in management of the state supervision according to subitem 3.9.3 of Item 3.9 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548 (further - the single list of ministerial procedures).
8. Departures from requirements of regulations and rules of ensuring industrial safety are approved according to subitem 19.22.1 of Item 19.22 of the single list of ministerial procedures.
The copy of the document on approval of departures from requirements of regulations and rules of ensuring industrial safety is stored together with the passport of the hoisting crane.
9. Preparation and examination concerning industrial safety of the military personnel and persons from among civil personnel under which authority questions of operation of hoisting cranes are are carried out according to the procedure, established in the corresponding legal acts of the Ministry of Defence.
10. The head of body of military management provides training of the military personnel as persons from among technicians for operation (servicing) of hoisting cranes in the military units subordinated to it.
11. In case of accident (incident) on the hoisting crane the commander of military unit in which she (he) happened (occurred), sends to the main military inspection the relevant information according to the requirements stated in legal acts of the Ministry of Defence.
12. On the facts of accidents and incidents on hoisting cranes technical investigation of their reasons is made.
13. The commander of military unit shall ensure safety of situation of accident or incident prior to her (his) technical investigation if it does not pose hazard to life and human health.
14. In case when it is necessary to conduct works on recovery from the accident or incident, to preserving life and human health, it is necessary to fix situation at the time of accident with use of means of photo and video fixing, creation of schemes.
15. The commander of military unit when conducting technical investigation of causes of accident or incident shall provide reading of information from the registrar of parameters (in case of its availability) and its disaggregation.
16. Technical investigation of the reasons of the accidents and incidents connected with operation of hoisting cranes is conducted according to the requirements stated in the Instruction about procedure for technical investigation of the reasons of accidents and incidents, and also their accounting approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 12, 2016 No. 36.
17. Technical investigation of the reasons of accidents and incidents shall be conducted by forces of the special commission on technical investigation of the reasons of accidents and incidents which is headed by the official of management of the state supervision.
18. In case of group accident, the accident which entailed heavy (especially heavy) effects, including happened to the military personnel during execution of the works which are not connected with execution of military service, execution of job responsibilities in case of operation of the hoisting crane or as a result of accident with it investigation it is made according to the requirements stated in Rules of investigation and accounting of the labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30.
19. In management of the state supervision accounting (collection, accumulating), data analysis about the accidents and incidents connected with operation of hoisting cranes are performed and measures for their prevention are determined.
20. Officials of dovolstvuyushchy bodies which perform development and the edition of documents concerning operation of hoisting cranes, including VVST which part hoisting cranes are meet for compliance of the specified documents to the requirements stated in operational documentation and these rules.
21. For ensuring safe operation, timely and high-quality carrying out maintenance, repair, engineering certification, technical diagnosing of hoisting cranes, availability and maintenance in operating state of means of engineering certification, development and holding actions for the prevention and localization of the accidents and accidents connected with operation of hoisting cranes and also the corresponding deputy commander of military unit (the chief of service) is responsible for preparation and examination concerning industrial safety at the specialists and persons from among technicians intended for operation of hoisting cranes within the competence.
22. For violation of the requirements stated in production instructions, operational documentation and these rules in case of operation (servicing) of hoisting cranes according to the decision of the official of management of the state supervision (the commander of military unit) of person from among technicians which are connected with operation (servicing) of hoisting cranes are discharged of performance of works before passing of extraordinary examination concerning industrial safety.
After violation, repeated within year, of the specified requirements of person from among technicians certificates with discharge from operation (servicing) of hoisting cranes lose. The admission to operation (servicing) of hoisting cranes is performed based on the decision of the head of department of the state supervision (the commander of military unit) by results of extraordinary examination on commission session of the Ministry of Defence for examination concerning industrial safety in Armed Forces and transport troops (further - the commission of the Ministry of Defence).
23. For the violations allowed in case of operation of hoisting cranes of the requirements stated in job and production descriptions, operational documentation and these rules for the decision of the official of management of the state supervision persons, guilty of it, go for passing of extraordinary examination concerning industrial safety for commission session of the Ministry of Defence.
24. Activities for designing, installation, adjustment of hoisting cranes and technical devices are performed by employees of the specialized organizations.
25. Activities for production, technical diagnosing, repair of hoisting cranes and technical devices (or selection of the specified list of works) are performed by employees of the organizations having permission (certificate) to the right of accomplishment of these works when implementing activities in the field of industrial safety (further, if is not determined other, - permission (certificate)) granted in the main military inspection.
The specific list of requirements imposed to applicants is determined taking into account the nomenclature of the hoisting cranes and engineering procedures declared by them for the follow-up activity.
26. Issue of permissions (certificates), introduction of changes in them and (or) amendments, prolongation of term of their action, issue of the duplicate, cancellation are performed according to the procedure, established in Regulations on procedure for issue of permissions (certificates) to the right of accomplishment of separate work types (rendering separate types of service) when implementing activities in the field of industrial safety approved by the resolution of Council of Ministers of the Republic of Belarus of August 5, 2016 No. 613.
27. The management structure of the applicant shall provide to each worker specific field of activity and limits of its powers.
28. At the applicant shall be:
necessary workers, and also the heads and specialists having the powers necessary for execution of the obligations including for identification of cases of departures from requirements imposed to quality of works from procedures of work and for taking measures to the prevention or reducing such departures;
responsibility, powers and relations of the workers occupied in management, accomplishment or check of performance of works are established;
control procedures of observance of engineering procedures are determined.
29. The applicant's workers, directly busy on performance of works on production, technical diagnosing, repair, reconstruction or upgrade in use of hoisting cranes, depending on the performed types of activity shall have the documents confirming passing in accordance with the established procedure of professional training on the corresponding types of activity of working specialties, and welders - to be certified in accordance with the established procedure according to the Rules of certification of welders of the Republic of Belarus for the manual, mechanized and automated welding by melting approved by the State committee on supervision of safe operation in the industry and nuclear power on June 27, 1994 (further - Rules of certification of welders).
30. The applicant's workers allowed based on results of examination according to the requirements of manufacturers (developers) stated in operational documents on the specified devices and also taking into account design features and purpose of the hoisting crane shall carry out works on repair, installation and adjustment of registrars of parameters, limiters and indexes.
31. The applicant's workers who had training and examination in accordance with the established procedure for accomplishment of these works shall carry out works on repair, installation and adjustment of systems of remote control (radio control) of hoisting cranes.
32. The applicant shall have the required materials, components, tools, devices, the equipment providing possibility of performance of works of the declared types.
33. Technological preparation of production and production process at the applicant shall exclude use of materials and products on which there are no certificates, passports and other documents confirming their quality.
34. For ensuring the engineering procedures of performance of works on technical diagnosing, repair, reconstruction and upgrade in use established taking into account management (instruction) for operation of the hoisting crane, operational documents of the equipment which is its part (in the presence of these documents), at the applicant (depending on the performed types of activity) shall be:
sets of the necessary equipment for control of technical condition of the hoisting crane before performance of works (for performance of works on nondestructive control at the applicant shall there (shall) be the () the laboratory (division) accredited (accredited) according to the procedure, established by the legislation (further - accredited laboratory) (if she (he) is absent, is attracted on contractual basis), including if repair, reconstruction or upgrade are carried out using welding;
set of the necessary equipment for performance of works on cutting, editing and welding of metal, and also required welding materials (the used technologies of welding shall be certified in accordance with the established procedure);
the instrumentations allowing to estimate working capacity, to make repairs or adjustment of devices and safety controls, including limiters, indexes, registrars of parameters, and also management systems of the hoisting crane;
the equipment allowing to carry out planned and high-rise shooting and rikhtovka of crane ways (for the hoisting cranes moving on rails);
sets of working drawings and documentation on technology of repair of the metalwork repaired, reconstructed or the upgraded hoisting cranes;
programs techniques of the testing of the repaired, reconstructed or upgraded hoisting cranes which is carried out upon completion of the performed works;
the service equipment (scaffolding, barriers, lifting and mounting devices, heavy lift gears, jacks, hoisting slings and others) which can be used in case of work;
documentation on the hoisting crane, technical diagnosing, repair, reconstruction or upgrade of which are performed.
35. Measuring instruments (measuring devices, standard samples) used in the course of testing of hoisting cranes shall be confided (to undergo calibration).
36. When designing hoisting cranes (including their nodes, mechanisms, galleries, platforms, ladders), the technical devices included in the list of objects of examination of industrial safety the requirements specified in the Section III of these rules, and also in technical regulatory legal acts in the field of the technical regulation and standardization containing requirements to objects of technical regulation and the standardization in the military sphere and implemented according to the requirements stated in the Rules of technical regulation and standardization in the military sphere approved by the resolution of Council of Ministers of the Republic of Belarus of July 24, 2018 No. 562 shall be considered (further - technical regulations in the military sphere).
Besides, when designing hoisting cranes, technical devices levels of physical factors (noise, infrasound, air and contact ultrasound, local and general vibration, electromagnetic fields), and also the levels of allocation of dangerous and hazardous substances ensuring safety in case of their operation shall be established.
37. Project (design) documentation on production of the hoisting crane, technical device, separately made assembly unit shall include:
specification;
specifications (in the presence);
management (instruction) for operation;
set of drawings, calculations and operational documents;
programs and techniques of testing;
reasons for safety.
38. Load-carrying capacity, dimensions, other parameters of hoisting cranes and technical devices shall be established in the specification on designing.
39. Designing of hoisting cranes, the technical devices intended for work on hazardous production facilities and also in explosive environments, nodes and mechanisms of such hoisting cranes shall be performed taking into account the requirements stated in these rules.
40. The hoisting cranes and technical devices intended for work on hazardous production facilities and also in explosive environments, shall be designed so that were absent fire risk or overheat, unacceptable risk from explosion, caused by directly hoisting crane, the technical device, gases, liquids, dust, vapors or other substances made or used by them.
41. Climatic modification of projectible hoisting cranes and technical devices shall correspond to climatic areas in which use of these cranes and devices is planned.
The choice of materials when designing settlement metalwork of hoisting cranes, SGZP shall be carried out taking into account the lower extreme values of ambient temperatures for working and non-working conditions of the hoisting crane, SGZP, degrees of loading of their elements and aggression of the environment.
42. Durability, rigidity, stability and steadiness of settlement metalwork, and also the corresponding indicators of safety of mechanisms of the hoisting crane taking into account the set operating modes shall be confirmed with calculation and results of testing.
43. When designing the hoisting cranes working in the open air constructive decisions against accumulation of moisture shall be provided in the closed cavities, and metalwork and metal details are protected from corrosion.
44. When designing of freely standing hoisting cranes of boom type they shall be checked by calculation for stability against capsizing in case of action of test loading, action of load (cargo stability), lack of load (own stability), sudden removal of loading and installation (dismantle).
45. At hoisting cranes under the terms of which operation lowering of arrow without load in horizontal position is required stability in case of its such provision shall be provided.
46. The design and arrangement of galleries, platforms and ladders on the hoisting crane and in the place of its installation are determined in projects on production or on installation of the hoisting crane.
47. Cranes of bridge type with a loading capacity more than 10 t and group of classification (mode) at least A6, cranes portal, railway and self-propelled jib cranes shall be equipped by registrars of parameters. Requirements imposed to registrars of parameters are stated in Chapter 16 of these rules.
48. Application in settlement metalwork of the combined connections in which part of effort is perceived by welded seams and part bolts, is not allowed.
49. The device of crane way (except way of locomotive cranes) shall be performed on the project which was developed by the manufacturer of the hoisting crane or developed in the project organization having the certificate of compliance on the right of implementation of this type of activity issued in the Ministry of Architecture according to the requirements stated in Regulations on certification of the legal entities and individual entrepreneurs performing separate types of architectural, town-planning, construction activities (their components), performance of works on inspection of buildings and constructions, No. 252 approved by the resolution of Council of Ministers of the Republic of Belarus of March 21, 2014.
In case of installation of the hoisting crane on final journey representatives of the organization specified in part one of this Item by means of performing calculation shall check for admissibility of such loading.
Readiness of crane way to operation shall be confirmed with the act of delivery of road bed under the device of the upper structure of crane way and the delivery and acceptance certificate of crane way to operation, in form according to appendix 1, to which results of planned and high-rise shooting are applied.
50. Extreme sizes of variations of crane way of the hoisting crane shall conform to the requirements stated in annex 2.
51. Deadlock emphasis of crane ways goat, portal and bridge type of cranes shall correspond to crane loadings and have the passport. The passport of deadlock emphasis is developed by their manufacturer.
In case of lack (loss) of the passport of deadlock emphasis, it is developed by the owner of the hoisting crane.
52. Production, reconstruction, upgrade, repair, installation, adjustment and servicing of hoisting cranes, technical devices shall be performed according to the requirements stated in operational documents of the manufacturer, technical regulations in the military sphere which action extends to them, and these rules.
53. Production of hoisting cranes, technical devices is performed in the presence at the manufacturer of permission (certificate) to the right of performance of works and (or) services in production of hoisting cranes of the corresponding type (for military hoisting machines - corresponding model and index) issued in the main military inspection.
54. The requirements stated in technical regulatory legal acts according to which they are designed and made, and also the requirements specified in operational documentation of the manufacturer are applied to hoisting cranes which were designed and manufactured before enforcement of the these rules extending to them regarding their device.
When carrying out capital repairs (reconstruction, upgrade) the hoisting cranes specified in part one of this Item, their devices and safety controls shall be brought into accord with the requirements stated in these rules.
If when carrying out capital repairs (reconstruction, upgrade) the hoisting crane cannot be brought into accord with requirements of industrial safety, it shall be taken out of service.
55. Project (design) and technological documentation on production, reconstruction, upgrade, repair of hoisting cranes, technical devices shall contain requirements, indicators and regulations to which hoisting cranes, technical devices, requirements for quality control of welding and rejection indicators, safety requirements, the list of testing, procedure for acceptance of components and finished product shall correspond in general, and also data on metals and welding materials which shall be applied in case of production, upgrade, reconstruction, repair.
56. When completing hoisting cranes from components, settlement metalwork, nodes, details, mechanisms, devices and safety controls manufactured in several organizations, quality of production of the hoisting crane in general compliance to its these rules and execution of operational documentation on it are provided by the manufacturer making the hoisting crane in assembled form.
57. Assembly and connection of separate assembly units of the hoisting crane are carried out according to the requirements stated in its management (instruction) for operation and other operational documentation.
58. The hoisting crane shall be completed with the ropes corresponding to the type, design and characteristics specified in operational documentation.
In case of replacement of rope on the hoisting crane which is in operation on which rope, the design and characteristics differ from specified in the passport of the hoisting crane it is necessary to obtain documentary information on possibility of such replacement from the manufacturer of the hoisting crane or in the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes of the corresponding type (further - special permission (license) for designing). At the same time the decision on possibility of replacement of rope on the military hoisting machine is made by the head of department of the state supervision.
59. The manufacturer shall supply each manufactured hoisting crane with well distinguishable, accurate and nonerasable identification text (marking) according to the requirements stated in these rules.
The identification text (marking) shall remain during all service life of the hoisting crane and settlement metalwork.
The nodes and mechanisms, settlement metalwork, devices and safety controls manufactured as spare parts or component parts shall have identification marking of the manufacturer according to the project documentation and the documents confirming quality of production.
SGZP and container shall be supplied with brand or strong the attached metal label with indication of serial number, passport load-carrying capacity and date of testing. Fixture of labels shall ensure their safety until the end of service life of SGZP and container. At the same time the data specified in part one of this Item shall be specified in the enclosed operational documents.
60. For check of compliance of the manufactured hoisting cranes, technical devices to the requirements stated in project, design documentation testing according to programs and techniques which were constituted and approved by the manufacturer shall be carried out.

Acceptance and periodic tests of the hoisting cranes which are subject to registration in management of the state supervision and manufactured in the Republic of Belarus which are carried out by the manufacturer are performed with participation of the official of management of the state supervision.
Acceptance and periodic tests of the hoisting cranes which are not subject to registration in management of the state supervision and manufactured in the Republic of Belarus which are carried out by the manufacturer are performed with participation of customer representatives (military unit in which the hoisting crane is mounted).

61. SGZP and container are tested after production by the manufacturer, and after repair - it becomes in the organization in which they were exposed to repair, the loading, for 25% exceeding their passport load-carrying capacity.

64. The owner of the hoisting crane, having found in the course of installation, adjustment, operation shortcomings of its design or production, and also discrepancy of the hoisting crane to the requirements stated in these rules shall stop installation, adjustment, operation of the hoisting crane and to send messages to the manufacturer, the head of dovolstvuyushchy body, and also to management of the state supervision.
65. The manufacturer considers the shortcomings of design and production of hoisting cranes, technical devices revealed in use and takes measures for their elimination. In cases when the revealed shortcomings can affect safety of use of hoisting cranes, technical devices, the manufacturer notifies the head of department of the state supervision on need and methods of elimination of such shortcomings, and also under approval sends technical documentation, including data on the materials, details and nodes which are subject to replacement.
66. The manufacturer, having received the message from military unit in which on the registry the hoisting crane stays, or from dovolstvuyushchy body about shortcomings of its design or production, eliminates the defects and also allowed in case of production of departure from requirements of regulations and rules of ensuring industrial safety if on these departures there is no approval received according to subitem 19.22.1 of Item 19.22 of the single list of ministerial procedures.

69. The choice of the equipment for safe performance of works on installation (dismantle), repair, reconstruction or upgrade of the hoisting crane shall correspond specific to type and design of the hoisting crane, and also structure of the works provided for its reduction in the subsequent operating state.
In case of the choice of the equipment it is necessary to use instructions for installation (dismantle), repair, and also to consider the requirements imposed to structure of works, provided in management (instruction) for operation of this hoisting crane.
70. The lifting equipment and auxiliary mechanisms used in case of accomplishment of installation (dismantle), repair, reconstruction of the hoisting crane prior to works shall be inspected and correspond to their operational documents.
71. It is not allowed to perform works on installation (dismantle) of the hoisting cranes, technical devices established on the dug-out air in ice, fog, snowfall, thunder-storm, in case of air temperature below or at speed of wind is higher than the extreme values specified in the instruction for installation of the manufacturer (the passport of the hoisting crane).
72. The danger area where are installed (dismantle), adjustment, reconstruction, upgrade, repair, servicing of the hoisting crane, shall be protected or designated by signs of safety and warning labels.
73. For safety of works in case of installation (dismantle), adjustment, repair, servicing of the hoisting crane and observance of the requirements stated in the project of work, the instruction for installation (dismantle) and (or) management (instruction) for exploitation (repair) of the manufacturer, the head of the organization which forces will perform works publishes the local legal act about appointment:
works, responsible for maintaining, under the direction of which will be installed (dismantle), adjustment and repair of the hoisting crane;
the workers having the corresponding professions (mechanics, servicemen, electricians, welders, working other professions (if necessary)) for performance of works on installation (dismantle), adjustment, repair of hoisting cranes, technical devices.
Works on installation (dismantle), adjustment, servicing, repair of hoisting cranes in military unit are carried out in the presence of the specialist responsible for content of the hoisting crane in good repair appointed in the order of the commander of military unit.
74. Welding of separate elements in case of installation of the hoisting crane if it is provided, is carried out according to management (instruction) for its operation (installation).
75. In case of work on installation (dismantle) and adjustment of the hoisting crane the following requirements of industrial safety shall be fulfilled:

76. Upon completion of the works connected with installation of metalwork of the hoisting crane (including load trolley in case of its availability), the zapasovka of cargo ropes, adjustment of brakes, devices and safety controls, and upon termination of the specified works - adjustment of all management system by the hoisting crane in general are carried out.

77. executive assembly drawings of metalwork of the hoisting crane;
the documents certifying quality of the welding of designs executed in case of assembly and installation (the copy of certificates of welders, the copy of certificates on welding materials, results of mechanical testing of control welded samples, results of nondestructive control of welded connections if in case of installation welding of separate assembly units was applied);
protocols of measurement of resistance of isolation of wires and system of grounding;
the compliance of the geometrical sizes of the mounted hoisting crane to the sizes specified in management (instruction) for its operation, operational documents the equipment which is its part this about the actual results (in the presence of these documents), and also confirmation of conformity of procedure for installation of the hoisting crane to the requirements stated in these rules;
data on replacements of disabled elements of drives, brakes, fixture which are executed by forces of the mounting organization;
data on the limiters established in addition, indexes and registrars of parameters if such works were performed within works on installation of the hoisting crane;
the delivery and acceptance certificate of crane way if its installation was carried out within works on installation of the hoisting crane, being appendix to the act of the carried-out works on the mounted hoisting crane;
the data on results of adjustment works (the report on adjustment) confirming operability of all management systems of the hoisting crane, including limiters, indexes and registrars of parameters;
data on results of the testing (complete engineering certification) of the mounted hoisting crane which are carried out (carried out) according to the requirements stated in management (instruction) for operation of this crane and these rules.
78. Responsibility for reduction in compliance of the hoisting crane manufactured on earlier developed projects and not equipped limiters, indexes, registrar of parameters necessary for ensuring industrial safety of engineering procedure in which it is used, or for continuation of its operation with decrease in passport indicators of appointment (for example, load-carrying capacity, speeds of mechanisms) is assigned to the commander of military unit.

85. The organization of works on assembly, welding of settlement metalwork of hoisting cranes, SGZP and container, management of their carrying out shall be assigned to the specialist in the field of welding production (the head of welding works) of appropriate level of competence.
86. Welding works shall be performed according to technological documents, technological instructions for welding (WPS) of the manufacturer or developed in the organization which forces perform works.
87. In case of repair, reconstruction or upgrade of elements of metalwork of the hoisting crane it is necessary to apply electric welding of those types which are specified in technological documentation these processes and provide required quality of welded connections.
88. Manufacturing techniques, reconstruction, upgrades, installation, repair of hoisting cranes, technical devices using welding and technological instructions for welding (WPS) the head of the organization in which the specified processes are developed shall approve. The engineering procedure of welding applied in case of production, reconstruction, upgrade, installation and repair of settlement metalwork of hoisting cranes of SGZP and container shall be certified (is qualified).
