About approval of the Regulations on mobile medical complexes

Based on subitem 9.1 of Item 9 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" for the purpose of realization of package of measures, to inhabitants of the rural zone, PRIKAZYVAYU directed to improvement of availability of primary and specialized medical care:

1. Approve the enclosed Regulations on mobile medical complexes (further - the Provision).

2. To chiefs of head departments on health care (health care) of regional executive committees to organize work according to the Provision under the organization of work of mobile medical complexes in health care, their acquisition and functioning in the subordinate organizations of health care taking into account resource opportunities.

3. To impose control of execution of this order on the First Deputy Minister Pinevich D. L.

Regulations on mobile medical complexes

1. This Regulations on mobile medical complexes (further - PMK) regulate single requirements to the organization of activities of PMK for delivery of health care to the population of the Republic of Belarus, mainly to inhabitants of rural settlements, and also the approximate staff list, functional obligations of health workers and material equipment of PMK.

2. PMK is the out-patient and polyclinic complex completed with medical crew, which is based on special motor transport and intended for carrying out:

routine medical examinations (screening);

medical examinations of the population;

planned medical care;

medical interventions;

diagnostic, including laboratory, researches;

emergency medical service, and also in cases of emergency situations;

ensuring availability of medicines to inhabitants of rural settlements;

promotion and forming of healthy lifestyle.

3. The organization of health care performing coordination of activities of PMK at the regional level (management, ensuring activities and organizational and methodical maintenance, completion by specialists, etc.) (further - the Coordinating center), is determined by head departments by health care (health care) of regional executive committees (further - governing body).

4. Functioning of PMK is performed within activities and structure of the organization of health care determined by governing body.

5. Material equipment of offices of PMK is performed according to appendix 1 to this Provision.

6. Financing of PMK is performed according to program, functional and economic classification of the budget.

Scoping of financing is made for PMK proceeding from the planned amounts of medical care, settlement cost of costs for its rendering within establishment of amount of the budget estimate of financing expenses of the organization of health care based on which PMK functions.

7. When calculating necessary quantity of established posts of PMK the number of the served population, actually carried out work amount, individual regulations of loading (servicing), time regulations approved for workers is considered.

Introduction in the staff list of positions of specialists doctors is performed within the general number of staff finished by the Coordinating center according to the standard rates of staffing in the state organizations of health care financed by budget funds approved by the resolution of the Ministry of Health of the Republic of Belarus of December 21, 2007 No. 184 "About establishment of standard rates of staffing in State Healthcare Institutions and regular standard rates of positions of specialists doctors for delivery of health care in out-patient conditions to the population in State Healthcare Institutions".

Approximate regular norms of PMK are determined according to appendix 2 to this Provision.

8. Compensation of employees of PMK is performed according to the operating regulatory legal acts of the Republic of Belarus applied to employees of the organizations financed by budget funds.

9. The head of PMK is the therapist the district police officer or the general practitioner who:

provides coordination and succession between governing body, the Coordinating center, the organizations of health care of the area, territorial district (rural) executive committees and the population;

constitutes and approves the work plan PMK with management of the Coordinating center, carries out monitoring of its execution;

provides carrying out monitoring of accomplishment of routine inspections and screenings in zone of functioning of PMK with submission of the monthly report to the Coordinating center;

provides control for personnel and material logistics of PMK;

will organize work of PMK;

according to this Provision if necessary involves health workers with secondary vocational medical education and other employees of the organizations of health care in zone of functioning of PMK;

resolves the organizational and other matters arising in the course of accomplishment of exit routine inspections and screenings of rural population of the remote and hard to reach areas;

creates the corresponding forms of medical documents according to the rendered medical services, including screenings;

will organize medical and evacuation providing, sorting struck in case of emergency situations.

10. General practitioner (therapist local) PMK:

performs routine inspections of the population, screenings on early detection of diseases of the blood circulatory system (arterial hypertension and coronary heart disease), oncological diseases, diabetes and other diseases, and also risk factors of their development;

carries out electrocardiography (further - the ECG) and its disaggregation;

in the presence of the relevant documents on retraining conducts ultrasonography (further - ultrasonography) abdominal organs and zabryushinny space (liver, gall bladder, pancreas, kidneys), bodies of small pelvis, thyroid gland;

gives consulting and diagnostic help to faces of dispensary group according to the regulatory legal acts regulating carrying out medical examination with use of the PMK laboratory and diagnostic resources;

performs, in case of need, appointment and correction of treatment, and also the direction to additional examination and determination of tactics of treatment in district (regional) healthcare institutions, including with use of opportunities of telemedicine;

performs visual acuity check;

carries out screenings on early detection of glaucoma, cataract at faces of target group of the population;

provides the ambulance (emergency and urgent) medical care, including in case of emergency situations;

writes out recipes, including on receipt of medicines on preferential basis, and also in electronic format;
