1. Approve the enclosed Provisional rules of registration of leaves of disability, appointment and allowance payment on temporary disability in case of quarantine to insured persons at the age of 65 years and is more senior.

2. This resolution becomes effective since April 6, 2020.

1. These Provisional rules determine procedure for registration of leaves of disability, appointment and allowance payment by temporary disability to persons which are subject to compulsory social insurance on case of temporary disability and in connection with motherhood at the age of 65 years and are more senior (further respectively - insured persons, temporary disability benefit) during stay on quarantine in connection with spread of new koronavirusny infection.

2. These Provisional rules extend to the insured persons observing the self-isolation mode at the place of residence or the place of stay, actual stay including in the apartment and garden houses placed on the garden parcels of land (further - the self-isolation mode), except for the persons transferred to remote operating mode or who are on annual paid leave.

2(1). Registration of leaves of disability, appointment and allowance payment on temporary disability for the period, specified in paragraph six of Item 8 of these Provisional rules, are performed in case of acceptance by management officials of subjects of the Russian Federation (heads of the supreme executive bodies of the government of subjects of the Russian Federation) based on proposals (instructions) of the chief state health officers of subjects of the Russian Federation and their deputies of the decision on prolongation of effective period of the rationing arrangements aimed at providing sanitary and epidemiologic wellbeing of the population regarding need of observance of the mode of self-isolation by persons at the age of 65 years and is more senior.

Management officials of subjects of the Russian Federation (heads of the supreme executive bodies of the government of subjects of the Russian Federation) are notified Social Insurance Fund of the Russian Federation about the made decision (with application of a copy of the decision) in day of adoption of the specified decision.

3. Appointment and allowance payment on temporary disability are performed based on the leaf of disability created and placed in information system of Social Insurance Fund of the Russian Federation (further - Fund), in electronic form, signed with use of the strengthened qualified digital signature by the health worker and the medical organization authorized by the Ministry of Health of the Russian Federation (further respectively - electronic leaf of disability, the authorized medical organization).

4. The insurer with use of the private office, access to which is provided by means of single system of identification and authentication, or other available method with observance of requirements of the legislation of the Russian Federation in the field of personal data sends to Fund the list of the insured faces consisting with it in employment relationships and observing the self-isolation mode (further - the list of insured persons), for registration of leaves of disability, and also documents (data) necessary for appointment and allowance payment on temporary disability, according to Regulations on features of appointment and payment in 2012 - 2020 to insured persons of insurance coverage for compulsory social insurance on case of temporary disability and in connection with motherhood and other payments in the subjects of the Russian Federation participating in realization of pilot project the approved order of the Government of the Russian Federation of April 21, 2011 No. 294 "About features of financial provision, appointment and payment in 2012 - 2020 by territorial authorities of Social Insurance Fund of the Russian Federation to insured persons of insurance coverage for compulsory social insurance on case of temporary disability both in connection with motherhood and on compulsory social insurance from labor accidents and occupational diseases, implementation of other payments and expense recovery of the insurer for preventive measures on reducing industrial traumatism and occupational diseases of workers, and also about features of payment of insurance premiums on compulsory social insurance for case of temporary disability both in connection with motherhood and on compulsory social insurance from labor accidents and occupational diseases".

The insurer creates and sends to Fund lists of insured persons separately concerning each of the periods of temporary disability specified in Item 8 of these Provisional rules.

5. The list of insured persons shall contain the following information concerning each insured person:

surname, name, middle name (in the presence);

birth date;

residential address (place of stay, actual stay);

the insurance number of the individual ledger account in system of mandatory pension insurance.

6. Within one working day from the date of receipt of the list of insured persons and documents (data) specified in item 4 of these Provisional rules, the Fund performs identification of the insured persons specified in the list of insured persons and check of the fact of their employment at the insurer, including with use of the insurance number of the individual ledger account of insured person in system of the individual (personified) accounting, by means of sending an inquiry in information system of the Pension Fund of the Russian Federation.

7. After completion of identification of insured persons and confirmation of the fact of their employment at the insurer the Fund within one working day provides data transmission about insured persons in the authorized medical organization.

8. The authorized medical organization no later than the next working day after receipt of information from Fund makes the decision on issue (forming) of electronic leaves of disability to insured persons, data on which arrived in the authorized medical organization according to Item 7 of these Provisional rules, with the 03 code:

one-timely for 14 calendar days from April 6 to April 19, 2020;

one-timely for 11 calendar days from April 20 to April 30, 2020;
