1. Approve the enclosed procedure for ceiling establishment of prices for the food and other products necessary for uninterrupted life support of the population and economy of the Republic of Kazakhstan.
2. To the central and local executive bodies of the Republic of Kazakhstan, and also state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan (under approval) to take the measures following from this resolution.
3. This resolution becomes effective from the date of its signing.

1. This Procedure for ceiling establishment of prices for the food and other products necessary for uninterrupted life support of the population and economy of the Republic of Kazakhstan No. 287 "About further stabilization efforts" is developed according to the subitem 1) of Item 2 of the Presidential decree of the Republic of Kazakhstan of March 16, 2020 and determines marginal retail prices on the food and other products necessary for uninterrupted life support of the population and economy of the Republic of Kazakhstan (further - goods).
Marginal retail prices are determined by each description of goods in the territory of the capital, the cities of republican value and areas.
2. The central and local executive bodies of the Republic of Kazakhstan bring in authorized body in the field of regulation of trading activity of the offer on forming of the inventory and marginal retail price on them.
3. The inventory is created taking into account the high social importance on these goods in current period and high risks of increase in prices for it during action of emergency rule.
4. Marginal retail prices on goods are determined taking into account the following criteria:
1) the general predicted increase in prices for goods for 2020 shall not exceed 10%;
2) increase in prices for goods for the period prior to introduction of emergency state since the beginning of the current year;
3) prices of the Kazakhstan producers of goods.
5. The authorized body in the field of the state statistics performs weekly monitoring of goods prices.
6. The authorized state body in the field of regulation of trading activity considers offers of the central and local executive bodies on inclusion in the inventory and on marginal establishment of retail prices on them within 3 working days.
7. The authorized state body in the field of regulation of trading activity submits for consideration of State commission on providing emergency rule in case of the President of the Republic of Kazakhstan (further - State commission) offers of the central state bodies on establishment of the marginal extent of retail price on goods with appendix of the conclusion of the Ministry of national economy of the Republic of Kazakhstan and the central executive bodies responsible for the respective sphere of economy, on feasibility of marginal establishment of retail price on goods.
8. State commission considers offers and accepts one of the following decisions:
about approval of marginal establishment of retail price;
sends back for revision.
9. State commission in case of acceptance the decision on approval of marginal establishment of retail price or sending for completion is guided by Presidential decrees of the Republic of Kazakhstan of March 16, 2020 No. 286 "About measures for ensuring social and economic stability" and of March 16, 2020 No. 287 "About further stabilization efforts".
10. The term of marginal introduction of retail price on goods is determined by State commission by providing emergency rule in case of the President of the Republic of Kazakhstan.
11. In the presence of the corresponding approval of State commission by authorized bodies joint orders on marginal introduction of retail price on goods are accepted.
12. The Ministry of Justice of the Republic of Kazakhstan within one working day performs state registration of orders on marginal introduction of retail prices on goods.
13. Marginal retail prices are entered from the moment of their state registration and are subject to the obligatory publication in republican and regional mass media.
14. The central state and local executive bodies of areas, cities of republican value, the capital, area, city of regional value exercise control of marginal exceeding of retail prices.
15. Subjects of trading activity bear the responsibility provided by the administrative legislation.
