About the organization of work within the Eurasian Economic Union

For the purpose of implementation of the Agreement on the Eurasian Economic Union of May 29, 2014 and the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 No. 98, according to articles 10 and 17   of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

1) the Fields of activity within the Eurasian Economic Union (further - EEU) assigned to authorized state bodies according to appendix 1;

2) the Procedure for consideration of documents (materials), preparation of line items for meetings of the Supreme Eurasian economic council, Eurasian intergovernmental council, Council and Board of the Eurasian economic commission according to appendix 2;

3) the Procedure for preparation of offers for consideration at meetings of bodies of EEU according to appendix 3;

4) the Procedure for preparation of offers on cancellation (change) for the decisions made by Board of the Eurasian economic commission (further - ECE), according to appendix 4.

2. Determine that:

1) coordination of work within EEU, and also general monitoring of execution of decisions (orders, recommendations) accepted by bodies of EEU performs the Ministry of Economy and Trade of the Kyrgyz Republic;

2) control over the implementation of obligations and the decisions made within EEU performs the structural division of Administration of the President of the Kyrgyz Republic coordinating questions of EEU;

3) authorized state bodies:

- carry out monitoring of the decisions made by bodies of EEU;

- accept to execution the decisions made by bodies of EEU (the order, the recommendation) and bear responsibility for their timely realization;

- present candidacies for inclusion in structure of consultative bodies under Board of ECE of persons holding positions not below the head of the structural unit or his deputy;

- weekly participate in meetings of Board of ECE in the videoconference mode by consideration of the questions carried to their competence.

4) heads of authorized state bodies and their deputies bear the personal responsibility for preparation of line items taking into account interests of the Kyrgyz Republic;

5) the structure of consultative body under Board of ECE can include representatives of business community, scientific and public organizations, other independent experts having necessary qualification on the questions entering competence of consultative body under Board of ECE.

3. To authorized state bodies:

- determine the deputy manager responsible for work within EEU, and in state bodies in which positions of deputy managers are not provided, - the responsible head of the structural unit;

- create and/or determine the structural division responsible for interaction within EEU, due to the available number of staff;

- provide creation on the official site of state body of the special Sections devoted to work within EEU with updating of information on monthly basis;

- place up-to-date information and references to the decisions relating to their maintaining (orders, recommendations) bodies of EEU published on the website of ECE.

4. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About the Headquarters on adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union" of June 23, 2015 No. 396;

2)  the order of the Government of the Kyrgyz Republic "About modification of  the order of the Government of the Kyrgyz Republic "About the Headquarters on adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union" of June 23, 2015 No. 396" of November 16, 2015 No. 772;

3)  the order of the Government of the Kyrgyz Republic "About order of interaction of state bodies of the Kyrgyz Republic with the Eurasian economic commission" of May 18, 2016 No. 263.

5. This resolution becomes effective after seven days from the date of official publication.
