About approval of the Regulations on the Eurasian economic forum and about modification of the Inventory, the works, services placed by the Eurasian economic commission with the single supplier

According to the subitem 21 of Item 2 of article 12 of the Agreement on the Eurasian Economic Union of May 29, 2014, Item 29 of the Regulations on the Eurasian economic commission (appendix No. 1 to the specified Agreement), for the purpose of realization of Item 5 of the Decision of the Supreme Eurasian economic council of October 1, 2019 the No. 16 Council of the Eurasian Economic Commission DECIDED:

1. Approve the enclosed Regulations on the Eurasian economic forum.

2. The inventory, the works, services placed by the Eurasian economic commission with the single supplier 69, to add No. approved by the Decision of Council of the Eurasian economic commission of August 24, 2012 with Item 7 of the following content:

"7. Organization and holding the Eurasian economic forum.".

3. If necessary to submit boards of the Eurasian economic commission following the results of holding the Eurasian economic forum in the Republic of Belarus in 2020 for review by Council of the Eurasian economic commission of the offer on modification of the Regulations on the Eurasian economic forum approved by this Decision including regarding the amount of financing by budget funds of the Eurasian Economic Union.

4. This Decision becomes effective after 10 calendar days from the date of its official publication.

Regulations on the Eurasian economic forum

I. General provisions

1. The Eurasian economic forum (further - forum) is the annual business action of the Eurasian Economic Union (further - the Union) in the economic sphere held serially in the state member of the Union (further - state member) presiding in the Supreme Eurasian economic council, Eurasian intergovernmental council and Council of the Eurasian economic commission (further - the country of holding forum).

2. The forum is held based on the Decision of the Supreme Eurasian economic council of October 1, 2019 No. 16 "About the Eurasian economic forum".

3. The forum is oriented to participation of heads in it of large, medium and small business of state members and the third countries, the top officials of state members, heads and representatives of public authorities of state members, and also heads and members of the governments of the third countries, representatives of the international, scientific and educational organizations interested in development of interaction within the Union.

II. Purposes and tasks of forum

4. The purposes of holding forum are further development of economic cooperation of state members, forming of cooperation bonds between business entities of state members and achievement of synergy effect of consolidation of investment and innovative potentials of state members, development of the export potential of state members.

5. Tasks of forum are:

a) promoting of the Union as integration consolidation;

b) forming of offers on the strategy of development of integration of state members;

c) creation of the platform for direct dialogue between public authorities of state members and representatives of business communities of state members on key questions of economic cooperation within the Union;

d) organization of events, directed to realization of interaction within B2B relations;

e) presentation of production and cooperation capabilities of the companies of state members;

e) development of offers on upgrade, cooperation and increase in competitiveness of economies of state members;

g) development of international cooperation of state members;

h) increase in goods competitiveness (products) in state members in the domestic market of the Union and in the world market;

i) the presentation of achievements and information support of the best goods (products) of the state members determined by state members including following the results of carrying out national tenders of quality.

6. The forum is the practical instrument of interaction between public authorities of state members and business communities of state members, the platform for demonstration of achievements and assessment of perspectives of sustainable development of integration consolidation, discussion of conditions of conducting business activity within the Union and the further directions of development of the Union.

III. Organization and holding forum

7. The organization and holding forum are provided with the Eurasian economic commission (further - the Commission) jointly with the country of holding forum with assistance of other state members.

8. Commission:

a) performs organizational maintenance of forum;

b) ensures functioning of organizing committee of forum;

c) develops offers on the program of forum (including by business part of the program);

d) informs potential participants of forum (including participants from the third countries) on date (dates) and the venue of forum and invites them for participation in forum, provides PR maintenance, registration, maintaining the website of forum on the Internet, development of design and registration of the platform (platforms), simultaneous interpretation, catering services, the organization and carrying out business part of forum and the organization of exhibition part of forum;

e) will organize work on order placement on rendering services in the organization and holding forum according to the Regulations on order placement and the conclusion of agreements to deliver goods, performance of works and rendering services for needs of the Eurasian economic commission approved by the Decision of Council of the Eurasian economic commission of January 25, 2012 No. 5, and exercises control of execution by person rendering services in the organization and holding forum (further - the operator), the undertaken obligations;
