About strengthening of measures for non-admission of spread of koronavirusny infection of COVID-19 in the organizations of education, the organizations for orphan children and children without parental support, for pandemic

For the purpose of ensuring safety of life and health of students and pupils, teachers, other employees of the organizations of education, and also for the prevention of spread of koronavirusny infection of COVID-19 (further - koronavirusny infection) in the period of the pandemic announced by the World Health Organization based on the resolution of the Chief state health officer of the Republic of Kazakhstan of March 12, 2020 No. 20 of PRIKAZYVAYU:

1. To heads of the organizations of education, departments of education of areas, Nour-Sultan's cities, Almaty and Shymkent:

1) to take measures for strengthening of sanitary and epidemiologic and preventive actions in the organizations of education performing teaching and educational activities including in boarding schools, hostels;

2) to forbid holding mass actions since March 13 of the current year (festive, concert, cultural, sporting events, holding of conferences, seminars, exhibitions, etc.);

3) to forbid departure of students and pupils on the international sporting, cultural, tourist events;

4) to minimize holding meetings, meetings, meetings or to carry out to online - the mode;

5) to perform activities of the preschool organizations in the normal mode taking into account subitems 1), 2), 3) of Item 1 of this order, to provide the mode of garden leave of children at the request of parents and legal representatives, to ensure safety of places for children in the preschool organizations in cases of absence of children;

6) to suspend work of the organizations of additional education, offices of psychology and pedagogical correction till April 5, 2020;

7) to perform organization activity of education for orphan children and children without parental support, in the normal mode taking into account subitems of 1),2),3) of Item 1 of this order, to set restrictions for visit of strangers.

2. Provide since March 16, 2020 the organization of the training process in the organizations of technical and professional, postsecondary, higher and postgraduate education using remote educational technologies.

3. Approve attached to the order:

- Methodical recommendations about the organization of educational process in the organizations of technical and professional, postsecondary education for the purpose of the prevention of spread of koronavirusny infection in the period of pandemic (appendix 1);

- Methodical recommendations about organized completion of the third quarter 2019-2020 academic years in the organizations of secondary education (appendix 2);

- Methodical recommendations about the organization of educational process in higher educational institutions for the purpose of the prevention of spread of koronavirusny infection for pandemic (appendix 3).

4. Determine duration of spring vacation in the organizations of secondary education in 21 days (from March 16 to April 5, 2020 inclusive).

5. Provide to teachers possibility of work in the remote mode (out of the organizations of education) during spring vacation.

6. Provide since March 16, 2020 the organization of educational process (at evening schools under general education, other organizations) using remote educational technologies.

7. Transfer courses programs of advanced training of teachers to online format and (or) postpone the date of carrying out professional development course of teachers on the second half of the year 2020, continue carrying out online rates (AOO "Nazarbayev Intellectual Schools", JSC National Training Centre Orleu, "The national scientific and practical, educational and improving center "Bobek", the Republican educational and methodical center of additional education, the Republican scientific and practical center of physical culture, National Academy of Education of I. 10. To heads of the organizations of education employers to consider the possibility with adoption of the relevant act of the employer to determine the following employee groups:

1) the workers providing activity and functioning of the organizations of education (administrative, technicians);

2) the workers performing labor functions on ensuring educational process on the basis of remote technologies;

3) the workers sent on labor leaves according to the schedule.

11. To departments on quality assurance in education of Committee on quality assurance in education and sciences of the Ministry of Education and Science of the Republic of Kazakhstan:

1) to perform monitoring of possibility of implementation of distance training in the organizations of technical and professional, postsecondary, higher and (or) postgraduate education (further - monitoring);

Intermediate result of monitoring to provide 2) to Committee on quality assurance in education and sciences of the Ministry of Education and Science of the Republic of Kazakhstan (further - Committee) till March 18, 2020;

3) further to provide information on results of monitoring in Committee weekly.

12. To structural divisions and departments of the Ministry of Education and Science of the Republic of Kazakhstan to take other measures following from this order and the enclosed methodical recommendations.

13. To impose control of execution of this order on the supervising vice-Ministers of Education and Science of the Republic of Kazakhstan.

14. This order becomes effective from the date of its signing.
