Chapter 1. General provisions

1.1. Maintaining the register of issued securities (further - the Register) shall be performed by the Bank of Russia (structural divisions of the Bank of Russia to which powers implementation of state registration of releases (additional releases) of issued securities belongs).

1.2. Maintaining the Register shall be performed concerning issued securities, registration of releases (additional releases) of which is performed by the Bank of Russia, and also registrars, the exchange or the central depositary (further in case of joint mentioning - the registering organization).

1.3. Action of this provision extends to releases (additional releases) of issued securities, except for:

releases (additional releases) state and municipal securities;

releases (additional releases) of bonds of the Central bank of the Russian Federation (Bank of Russia).

Chapter 2. The data containing in the register of issued securities

2.1. The register shall consist of two Sections - from the Section "Information about the Issuer of Issued Securities" and the Section "Data on Releases (Additional Releases) of Issued Securities".

2.2. The Section "Information about the Issuer of Issued Securities" of the Register shall contain the following information about the issuer of issued securities:

the complete and reduced (in the presence) trade names (for the commercial organizations) or the name (for non-profit organizations) the issuer of issued securities according to its charter (the constituent document);

form of business of the issuer of issued securities;

the primary state registration number (further - PSRN) the issuer of issued securities and date of entering into the Unified State Register of Legal Entities of record about creation of the issuer of issued securities;

identification taxpayer number (ITN) of the issuer of issued securities;

the address of the issuer of issued securities specified in the Unified State Register of Legal Entities, and in case of availability at the issuer of issued securities of other addresses for receipt of post correspondence - also specified addresses;

unique code of the issuer of issued securities;

information on the termination of activities of the issuer of issued securities and date of entering into the Unified State Register of Legal Entities of record about the termination of activities of the issuer of issued securities in case of the termination of activities of the issuer of issued securities.

2.3. The Section "Data on Releases (Additional Releases) of Issued Securities" of the Register shall consist of four subsections. In subsection 1 data on shares, shall be provided in subsection 2 - data on bonds, in subsection 3 - data on options of the issuer, in subsection 4 - data on the Russian depositary receipts.

2.4. Subsections 1 - 4 Sections "Data on Releases (Additional Releases) of Issued Securities" of the Register shall consist of two parts.

2.5. In the first part of subsections 1 - 3 Sections "Data on Releases (Additional Releases) of Issued Securities" shall contain the following general information about release (additional release) of issued securities:

the registration number assigned to release (additional release) of issued securities;

the type, category (type), series, other identification signs of issued securities specified by their issuer on the title page of the decision on issue of securities;

number of issued securities of release (additional release);

nominal value of each issued security of release (additional release) and if availability of nominal value at options of the issuer is not provided, - specifying on this circumstance;

the total amount of release (additional release) of issued securities at par value, except for releases (additional releases) of options of the issuer, availability of nominal value at which is not provided;

the status of issued securities of release (additional release) (to placement; are in circulation; are extinguished);

data on availability of the registered prospectus of issued securities and on date of its registration if the prospectus of issued securities is constituted and registered;

data on availability of the constituted prospectus of issued securities and on date of submission to the Bank of Russia or the exchange of the notification on creation of the prospectus of issued securities if according to Item 2 of article 22 of the Federal law "About the Security Market" (The Russian Federation Code, 1996, No. 17, Art. 1918; 2018, to No. 53, the Art. 8440) instead of the prospectus of issued securities to the Bank of Russia or the exchange provides the notification on creation of the prospectus of issued securities;

data on release recognition (additional release) of issued securities cancelled or invalid and about acceptance date (entry into force) of the decision on release recognition (additional release) of issued securities cancelled or invalid if release (additional release) of issued securities is acknowledged cancelled or invalid;

data on recognition of registration of the prospectus of issued securities by court invalid and about the date of entry into force of the judgment about recognition of registration of the prospectus of issued securities invalid if registration of the prospectus of issued securities is acknowledged as court of invalid.

2.6. The first part of subsection 2 of the Section "Data on Releases (Additional Releases) of Issued Securities" in addition to data, stipulated in Item 2.5 this provision, shall contain the following data.

2.6.1. Data on the program of bonds (in case of registration of the program of bonds):

the registration number assigned to the program of bonds;

effective period of the program of bonds or specifying about lack of restriction for effective period of the program of bonds;

data on availability of the registered prospectus of the bonds placed within the program of bonds and on date of its registration if concerning the bonds placed within the program of bonds the prospectus is constituted and registered;
