About approval of the Procedure for licensing of types of economic activity which state regulation is performed by the National commission performing state regulation in spheres of power and utilities

According to Item 3 parts one of article 17 of the Law of Ukraine "About the National commission performing state regulation in spheres of power and utilities" the National commission performing state regulation in spheres of power and utilities DECIDES:

1. Approve the Procedure for licensing of types of economic activity which state regulation is performed by the National commission performing state regulation in spheres of power and utilities which is applied.

2. The applications for receipt of the license submitted by license applicants before entry into force of this resolution are considered according to provisions of the Law of Ukraine "About licensing of types of economic activity".

3. This resolution becomes effective from the date of, its promulgation following behind day on the official website of the National commission performing state regulation in spheres of power and utilities.

Procedure for licensing of types of economic activity which state regulation is performed by the National commission performing state regulation in spheres of power and utilities

1. General provisions

1.1. This Procedure is developed according to the laws of Ukraine "About the National commission performing state regulation in spheres of power and utilities" "About the natural gas market", "About the market of electrical energy", "About state regulation in the field of utilities", "About heat supply", "About drinking water and drinking water supply and water disposal" and determines the procedure of issue, renewal, suspension and cancellation of licenses for implementation of types of economic activity which state regulation is performed by the National commission performing state regulation in spheres of power and utilities (further - NKREKP).

1.2. Action of this Procedure extends to subjects of managing who perform or intend to perform such types of economic activity which licensing performs NKREKP:

1) in the market of electrical energy:

production of electrical energy,

transfer of electrical energy,

distribution of electrical energy,

delivery of electrical energy to the consumer,

resale of electrical energy (trading activities),

implementation of functions of the operator of the market,

implementation of functions of the guaranteed buyer;

2) in the natural gas market, oil and oil products:

oil transportation, oil products bulk distribution line,

supply of natural gas,

distribution of natural gas,

transportation of natural gas,

storage (downloading, selection) of natural gas;

3) in the field of utilities:

production of heat energy,

transportation of heat energy by the high-level and local (distribution) thermal networks,

delivery of heat energy,

centralized water supply and centralized water disposal.
