About approval of specific sanitary and epidemiologic requirements
Based on paragraph two of subitem 2.1 of Item 2 of general sanitary and epidemiologic requirements to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing, approved by the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "About development of entrepreneurship" the Council of Ministers of the Republic of Belarus DECIDES:
1. Approve specific sanitary and epidemiologic requirements to content and operation of radiation objects (are applied).
2. Grant to the Ministry of Health the right to explain questions of application of specific sanitary and epidemiologic requirements to content and operation of the radiation objects approved by this resolution.
3. This resolution becomes effective since June 27, 2020.

1. These specific sanitary and epidemiologic requirements establish requirements to content and operation of radiation objects, except for subjects to use of atomic energy, and are applied to safety of the person in case of the address with sources of ionizing radiation (further - III) on radiation objects.
2. These specific sanitary and epidemiologic requirements are obligatory for execution by all users of III in case of operation of radiation objects.
3. For the purposes of these specific sanitary and epidemiologic requirements the main terms and their determinations in the values established by the laws of the Republic of Belarus of January 7, 2012 No. 340-Z "About sanitary and epidemiologic wellbeing of the population" of June 18, 2019 No. 198-Z "About radiation safety" are used.
4. These specific sanitary and epidemiologic requirements are not applied when implementing activities with III creating under any conditions of the treatment of them individual annual effective dose less than 10 μSv, and also III which characteristics do not exceed the levels of withdrawal and release from under control established by hygienic standard rates.
5. Persons guilty of violation of these specific sanitary and epidemiologic requirements bear responsibility according to the legislation.
6. Criteria and requirements to ensuring radiation safety of personnel and the population in all situations of radiation, including to ensuring radiation safety in case of the treatment of radioactive waste and use of the customs devices of visualization of the person using ionizing radiation are established by hygienic standard rates, sanitary standards and rules.
7. Delivery of III to radiation objects is performed by orders requests. Delivery of III is made without execution of the order request if they correspond to the characteristics specified in item 4 of these specific sanitary and epidemiologic requirements.
8. The user who received III within 15 calendar days sends the notification on it to the bodies and organizations exercising the state sanitary inspection (further - bodies of state sanitary inspection), in the location of radiation object, except for case of receipt of radio pharmaceutical medicines with half-life period less than 10 days the user of III having the sanitary and hygienic conclusion on this type of activity.
9. Transfer of III on other radiation object is made with the notification of bodies of state sanitary inspection within 15 calendar days in the location of the transferring and accepting radiation object.
10. In case of the planned export of III for work out of radiation object to which action of the sanitary and hygienic conclusion extends by the user of III within 15 calendar days before export of III the notification goes to bodies of state sanitary inspection both for the location of radiation object, and for the place of the planned work.
Execution of the new sanitary and hygienic conclusion in the place of the planned work is not required, except for case of the organization of the temporary storage warehouse of III.
11. In case of the termination of activities with III the user within 15 calendar days notifies on it bodies of state sanitary inspection.
12. In case of radiation accident on radiation object the user of III immediately informs on it bodies of state sanitary inspection, the Ministry of Emergency Situations, the Ministry of Natural Resources and Environmental Protection.
13. Activities from III on radiation objects are allowed only in the places specified in the sanitary passport.
14. When implementing activities with III accomplishment of transactions from III which are not provided by maintenance instructions (management, the passport of the manufacturer of the equipment) and requirements of radiation safety is not allowed if these actions are not directed to acceptance of emergency measures on prevention of situations, life-endangering and to health of the person.
15. Movement of III in rooms, and also in the territory of radiation objects is made in containers and packagings taking into account condition of III, activity, type of radiation, dimensions and lot of packaging and observance of the conditions excluding damage of III, and also intake of radioactive materials to the environment.
16. The treatment of radioactive waste on radiation objects, including collection and sorting (separation) of radioactive waste according to classes of radiation hazard, is performed taking into account methods of their subsequent storage and (or) burial, aggregate state, half-life period of radionuclides and type of radiations (alpha, beta, gamma, neutron radiation), physical, chemical and biological characteristics of radioactive waste, and also conditions specified in Item of 15 presents of specific sanitary and epidemiologic requirements.
17. On radiation object the user of III taking into account features and conditions of the carried-out activities develops the system of radiation control including individual radiation control of personnel and radiation control on workplaces.
18. The user of III informs bodies of state sanitary inspection, and also the Ministry of Emergency Situations on cases of excess of limits of doses and boundary doses of radiation of personnel of radiation object with the analysis of the reasons and efficiency evaluation of actions for ensuring radiation safety.
