About measures for prevention of delivery and spread of the infection caused by COVID-19 coronavirus

For the purpose of decrease in risk of distribution in the Republic of Belarus the infection caused by COVID-19 coronavirus (further – the infection of COVID-19), streamlining of the international motor transportations and based on article 7 of the Law of the Republic of Belarus of January 7, 2012 No. 340-Z "About sanitary and epidemiologic wellbeing of the population" DECIDES: Council of Ministers of the Republic of Belarus

1. Determine that:

1.1. within 10 calendar days from the date of arrival in the Republic of Belarus shall be in self-isolation and persons which arrived to the Republic of Belarus from the countries are not subject to the subsequent omission through Frontier of the Republic of Belarus (before the self-isolation expiration):

the countries included in the list in which COVID-19, infection cases posted on the official site of the Ministry of Health on the global computer Internet are registered (further - the list);

not included in the list, no more than 24 hours following en route through the countries included in the list in case of absence at these persons of documentary confirmation of stay in transit countries.

Foreign citizens and stateless persons, except for constantly living in the Republic of Belarus, arrived from the countries which are not included in the list when crossing Frontier of the Republic of Belarus shall have the original of the medical document (in the Russian, Belarusian or English languages), confirmatory negative result of laboratory research on COVID-19 infection * (further - the medical document).

In the medical document surname, own name, middle name (if that is available) the citizen and result of laboratory research on COVID-19 infection shall be entered.

Action of parts of first or third of this subitem does not extend on:

the staff of diplomatic representations and consular establishments of the Republic of Belarus in the foreign states documented by diplomatic and service passports and also members of their families;

the staff of diplomatic representations, consular establishments of foreign states in the Republic of Belarus and accredited in combination with residences in other countries, the international organizations and their representations located in the territory of the Republic of Belarus and also members of their families;

heads and members of the official delegations including arriving by the invitation of state bodies and organizations;

the transport drivers intended for accomplishment of the international motor transportations, and also transportations of the international mailings;

members of crews of aircrafts, courts of inland water transport, crews of train, locomotive crews of the international railway service;

the staff of the Public courier service of the Republic of Belarus performing delivery of official mail and diplomatic mail along interstate courier routes;

the staff of the republican unitary enterprise "Special Communication" performing delivery of special departures along interstate routes of special communication;

persons which arrived from the countries included in the list, following on the territory of the Republic of Belarus en route and having the documents confirming departure from the Republic of Belarus within one days;

the citizens of the Republic of Belarus, foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus, arrived to the Republic of Belarus after stay on official journey from the territories of the countries included in the list;

persons transporting stem cells, bodies for transplantation;

citizens of the Republic of Belarus, and also the foreign citizens and persons without citizenship which arrived from the countries which are not included in the list, and following en route through the countries included in the list on condition of availability at these persons of documentary confirmation of stay in transit countries no more than 24 hours who are constantly living in the Republic of Belarus.

Staff of bodies of the border service, and at check points at which border control is exercised by customs authorities, officials of customs authorities:

exercise control of availability of the medical document at the foreign citizens and persons without citizenship who except for are constantly living in the Republic of Belarus, who arrived from the countries which are not included in the list. Lack of the medical document in the Russian, Belarusian or English languages is the basis for denial of entry to the Republic of Belarus;

issue to persons which arrived from the countries included in the list, the questionnaire arrived in the form established by the Ministry of Health;

exercise control of completeness of filling of the specified questionnaire and transfer her to officials of the bodies and organizations exercising the state sanitary inspection;

if necessary issue to persons which arrived to the Republic of Belarus, the requirement about observance of rules of conduct in self-isolation in the form established in appendix 1 to the resolution of Council of Ministers of the Republic of Belarus of April 8, 2020 No. 208 "About introduction of restrictive action".

The order of interaction of state bodies and other organizations for ensuring compliance with measures of self-isolation by persons who arrived to the Republic of Belarus is determined by the Ministry of Health, the Ministry of Internal Affairs and the State boundary committee.
