About additional measures of the state support of the families having children

For the purpose of increase in the income of the families having children I decide:

1. Establish since January 1, 2020 the monthly money payment on the child aged from three up to seven years inclusive (further - monthly payment) provided to the families needing social support having children, according to the procedure and on conditions, stipulated by the legislation subjects of the Russian Federation.

2. Provide joint financing within budgetary appropriations of the federal budget of payment commitments of subjects of the Russian Federation on implementation of monthly payment.

3. Determine that:

a) monthly payment is provided if the size of the average per capita income of family does not exceed the size of subsistence minimum per capita established in the subject of the Russian Federation according to the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation" for date of the request for purpose of monthly payment;

b) the amount of monthly payment constitutes 50 percent of the size of subsistence minimum for children established in the subject of the Russian Federation according to the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation" for date of the request for purpose of monthly payment;

c) if the size of the average per capita income of family calculated taking into account monthly payment in the amount of 50 percent of size of subsistence minimum for children does not exceed the size of subsistence minimum per capita, monthly payment is appointed in the amount of 75 percent of size of subsistence minimum for children;

d) if the size of the average per capita income of family calculated taking into account monthly payment in the amount of 75 percent of size of subsistence minimum for children does not exceed the size of subsistence minimum per capita, monthly payment is appointed in the amount of 100 percent of size of subsistence minimum for children;

e) the amount of monthly payment is subject to recalculation since January 1 the year following after year of the request for purpose of such payment proceeding from annual change of size of subsistence minimum for children.

4. To the government of the Russian Federation:

a) till April 1, 2020 to approve:

the main requirements to procedure and conditions of provision of monthly payment, the approximate list of documents (data) necessary for its appointment, the standard application form about purpose of monthly payment, having given to citizens opportunity of the choice of method of the request for its appointment, including through the multipurpose centers of provision of the state and municipal services or with use of the single portal of the state and municipal services or regional portals of the state and municipal services;

rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation for the purpose of joint financing of payment commitments of subjects of the Russian Federation on implementation of monthly payment;

b) till November 30, 2020 to carry out assessment of level of the income of families which performs monthly payment, and following the results of this assessment to take the measures directed to increase since January 1, 2021 in the amount of monthly payment to families which average per capita income after its obtaining did not reach the size of subsistence minimum per capita established in the subject of the Russian Federation.

5. Recommend to management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation:

a) in case of purpose of monthly payment not to consider it as a part of the income of family;

b) keep the benefits established by the legislation of subjects of the Russian Federation, payments and other measures of social support appointed in connection with the birth and education of children;

c) till July 1, 2020 to provide:

establishment of requirements according to which the families having children are recognized needing support for the purpose of provision of monthly payment by it;

receipt of documents (data), necessary for purpose of monthly payment, including in electronic form, from the bodies providing the state services, the bodies providing municipal services, other state bodies, local government bodies and subordinated to state bodies or local government bodies of the organizations;

possibility of the request of citizens for purpose of monthly payment through the multipurpose centers of provision of the state and municipal services or with use of the single portal of the state and municipal services or regional portals of the state and municipal services, including without reclamation from citizens of the documents which are at the disposal of the bodies and the organizations specified in paragraph three of this subitem.

6. To the government of the Russian Federation and executive bodies of subjects of the Russian Federation to provide since 2020 annual allocation of budgetary appropriations respectively from the federal budget and budgets of subjects of the Russian Federation on financing of the expenses connected with implementation of this Decree.

7. This Decree becomes effective from the date of its signing.
