1. 2. Approve the enclosed Regulations on Coordination council under the Government of the Russian Federation on fight against spread of new koronavirusny infection in the territory of the Russian Federation.

Regulations on Coordination council under the Government of the Russian Federation on fight against spread of new koronavirusny infection in the territory of the Russian Federation

1. The coordination council under the Government of the Russian Federation on fight against spread of new koronavirusny infection in the territory of the Russian Federation (further - Council) is formed for the purpose of ensuring interaction of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, other bodies and the organizations by consideration of the questions connected with spread of new koronavirusny infection.

2. Council in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, and also this Provision.

3. The structure of Council affirms the Government of the Russian Federation.

4. The main objectives of Council are:

a) consideration of the problems, threats and challenges connected with spread of new koronavirusny infection;

b) development of offers on holding the actions directed to fight against spread of new koronavirusny infection;

c) the organization of interaction of federal bodies of the government, the public authorities of subjects of the Russian Federation, local government bodies, other bodies and the organizations for implementation of actions directed to fight against spread of new koronavirusny infection.

4(1). The Communication center for interaction of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, other bodies and the organizations is part of Council as its working body by consideration of the questions connected with spread of new koronavirusny infection, and also activities for informing citizens on the carried-out work (further - the Communication center).

4(2). Tasks of the Communication center are:

a) continuous collection, processing, the analysis and provision of complete and reliable information about situation with distribution and measures for counteraction of new koronavirusny infection, including operational monitoring of the indicators represented by federal executive bodies;

b) operational bringing to data of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, other bodies and the organizations of regulatory legal acts, orders and instructions of the President of the Russian Federation, orders of the Government of the Russian Federation, orders of federal executive bodies on the questions connected with distribution and measures for counteraction of new koronavirusny infection;

c) monitoring of social and economic indicators, indicators of the industry, availability of consumer and medical goods, production volumes and operational inventories of individual protection equipment, medical tests;

d) the analysis and forecasting of situation with spread of new koronavirusny infection in foreign countries, preparation of offers on response measures from public authorities of the Russian Federation, and also on use of positive experience of other countries;

e) identification and confutation of false information about new koronavirusny infection which spread can create threat of life and to human health, to lead to growth of intensity in society, to destabilize social and economic and political situation in the country;

e) promoting of the recommendations about counteraction to spread of new koronavirusny infection which proved the efficiency;

g) monitoring of public opinion and feedback with citizens;

h) preparation of offers on consideration of topical issues at meeting of Council.

4(3). Information processing, arriving in the Communication center, is performed with observance of requirements of the legislation of the Russian Federation on personal data protection and other confidential information, and also about protection of the state, office, commercial and protected by the law other secret.

5. Council for the solution of the tasks assigned to it has the right:

a) request in accordance with the established procedure required materials from federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, public associations, other bodies and the organizations;

b) invite officials of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, representatives of other bodies and the organizations to the meetings;

c) direct the representatives for participation in the subjects of the Russian Federation which are carried out by federal bodies of the government, public authorities, local government bodies, other bodies and the organizations actions at which the questions concerning spread of new koronavirusny infection are discussed;

d) involve the Professional advice in the respective spheres.

6. Council is created as a part of the chairman of the board, the first deputy chairman of the board, vice-chairmen of Council, the vice-chairman of Council - the responsible secretary of Council, and also members of council. Members of council take part in its work on a voluntary basis.

The presidium of Council is part of Council as its working body.

7. The chairman of the board (presidium of Council) is the Russian Prime Minister.

8. Meetings of Council (presidium of Council) are held as required.

9. The meeting of Council is held by the chairman of the board or according to its order the vice-chairman of Council.

10. Decisions of Council (presidium of Council) are drawn up by the protocol which is signed presiding over meeting of Council.

11. Decisions of Council go to the Federation Council of Federal Assembly of the Russian Federation, the State Duma of Federal Assembly of the Russian Federation, to federal executive bodies and the supreme executive bodies of the government of subjects of the Russian Federation.

12. Information on the decisions made by Council (presidium of Council) except for of the data which are the state and protected by the law other secret is placed in information systems public.
