About measures for implementation of system of registration and issue of identification ID cards in the Republic of Uzbekistan

For the purpose of implementation of single system of digital identification of citizens, widespread introduction of innovative technologies in various industries of economy, social security and protection of the population, effective use of primary data about physical persons for information exchange between various state systems of accounting, and also in pursuance of resolutions of the President of the Republic of Uzbekistan of April 18, 2018 "About organizational measures for the accelerated integration of departmental information systems and implementation of innovative projects" and of December 26, 2018 No. PP-4079 "About further measures for creation of system of registration and issue of the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad and upgrade of biometric passport system of the Republic of Uzbekistan" the Cabinet of Ministers decides No. PP-3673:

1. Take into consideration that the resolution of the President of the Republic of Uzbekistan of December 26, 2018 No. PP-4079 "About further measures for creation of system of registration and issue of the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad and upgrade of biometric passport system of the Republic of Uzbekistan" provides implementation since 2021 based on the existing infrastructure of biometric passport system of the republic of system of registration and issue of identification ID cards (further - System) instead of the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011.

2. Determine that:

since January 1, 2021 identification ID cards of the established sample are issued to the newborn, the citizen of the Republic of Uzbekistan, the stateless person and the foreign citizen who is constantly living in the territory of the Republic of Uzbekistan (further - the ID card);

The ID card is the identity document, nationality of its owner, and is used in the territory of the Republic of Uzbekistan;

The ID card is issued for a period of 10 years from the date of its issue;

the amount of the state tax for registration and issue of ID cards constitutes 89 percent from basic settlement size;

the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011, the residence permit of the stateless person and foreign citizen are valid before the termination of term of their action. At the same time owners of these documents in accordance with the established procedure have the right to replace them with the ID card;

replacement of biometric passports of the ID card is performed:

from January 1, 2021 to December 31, 2022 on voluntary basis;

from January 1, 2023 to December 31, 2030 without fail;

the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 since January 1, 2030 is considered invalid.

8. To the Ministry of Internal Affairs of the Republic of Uzbekistan together with the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan till June 1, 2020 to submit for approval in accordance with the established procedure:

State standard of the ID card for the newborn, the citizen of the Republic of Uzbekistan, the stateless person of the Republic of Uzbekistan, the foreign citizen who is constantly living in the territory of the Republic of Uzbekistan;

Regulations on the ID card of the Republic of Uzbekistan;

Regulations on procedure for interdepartmental information exchange on exchange of personal data within System.

9. Determine that:

data collection, forming of the electronic request for obtaining, personalisation and the subsequent issue of the ID card are performed in collection points for data - divisions of migration and registration of nationality of the Ministry of Internal Affairs, Consular management of the Ministry of Foreign Affairs and the Ministry of Justice of the Republic of Uzbekistan;

centralized processing and generation of personal identification number of physical person is performed by the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan.

10. To the Ministry of Internal Affairs of the Republic of Uzbekistan to take measures for uninterrupted providing the population with ID cards, creating favorable conditions for the population on replacement of biometric passports of ID cards.

11. To the Ministry of Internal Affairs, the State center of personalisation under the Cabinet of Ministers, to the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of development of information technologies and communications and Service of state security of the Republic of Uzbekistan to provide preparation of necessary infrastructure for input of System.

12. To national broadcasting company of Uzbekistan and National news agency of the Republic of Uzbekistan to provide release in mass media of publications and subject programs on extended coverage among the population of provisions of this resolution.

13. To the Ministry of Internal Affairs together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on changes and amendments in the legislation, necessary for realization of System.

14. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan A. Zh. Ramatov, the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov and the director of the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan N. S. Turakhodzhayev.
