ORDER OF THE MINISTER OF DIGITAL DEVELOPMENT, INNOVATIONS AND AEROSPACE INDUSTRY OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of application of encouragement of government employees of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan

According to Item 2 of article 35 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" PRIKAZYVAYU:

1. Approve the enclosed Rules of application of encouragement of government employees of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

2. Declare invalid the order of the Minister of the defense and aerospace industry of the Republic of Kazakhstan of June 1, 2017 No. 100/Tax Code "About Approval of Rules of Application of Encouragement of Government Employees of the Ministry of the Defense and Aerospace Industry of the Republic of Kazakhstan" (it is registered in the Register of state registration normative legal by the act No. 15312, it is published on July 13, 2017 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. To provide to department of human resources management:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the Chief of staff of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of application of encouragement of government employees of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of application of encouragement of government employees of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - Rules) are developed according to article 35 of the Law "About Public Service of the Republic of Kazakhstan" and determine procedure for application of encouragement of government employees of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - the Ministry).

2. Encouragement of government employees is applied for model accomplishment of job responsibilities, faultless public service, task performance of special importance and complexity and other achievements in work, and also by results of assessment of their activities.

3. The following encouragement can be applied to government employees:

1) one-time monetary reward;

2) rewarding with valuable present;

3) rewarding with the Certificate of honor of the Ministry;

4) rewarding with the Letter of acknowledgement of the Minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - the Minister);

5) rewarding with departmental award of the Ministry;

6) other forms of encouragement.

For the same difference to the government employee only one encouragement can be applied.

4. Under the Ministry for ensuring objective approach to rewarding on permanent basis the Commission on encouragement of government employees of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan is created (further - the Commission).

Chapter 2. Encouragement with the one-time monetary reward and valuable present of the Ministry

5. Government employees of structural divisions of the Ministry can be encouraged under the resolution of the Minister, without consideration of the Commission, the performed especially important tasks, orders, for specific results of work, for high-quality accomplishment in short time of works of special importance and complexity, and also in connection with anniversaries and leaving on deserved rest in connection with achievement of retirement age, in the presence of economy of the appropriate budgetary funds the one-time monetary reward and rewarding with valuable present.

6. Ideas of the one-time monetary reward and rewardings with valuable present of government employees of the Ministry and its departments are initiated by heads of structural divisions of the Ministry in coordination with the supervising vice-minister, the chief of staff and financial service for specific results of work, for high-quality accomplishment in short time of works of special importance and complexity and are submitted for consideration of the Commission.

7. The service of personnel management prepares the order on the one-time monetary reward and rewarding with valuable present of government employees of the Ministry and brings for the signature to the Minister.

Chapter 3. Applications of encouragement with the Certificate of honor of the Ministry, Letter of acknowledgement of the Minister

8. Government employees of the Ministry in acknowledgement of their special labor merits, vigorous public work, for faultless public service, based on the decision of the Minister are encouraged:

Certificate of honor of the Ministry;

Letter of acknowledgement of the Minister.

9. Ideas of rewarding of government employees with the Certificate of honor of the Ministry and the Letter of acknowledgement of the Minister are considered by the Commission on case of celebration of the public, professional and other holidays, anniversaries and departure of the worker on deserved rest in connection with achievement of retirement age.

10. The main criterion for rewarding with the Certificate of honor of the Ministry are:

faultless public service, observance of the Ethical code of government employees;

task performance of special importance and complexity;

model accomplishment of job responsibilities;

competence, conscientiousness and initiative of work;

active participation in public life of the country.

11. The basis for rewarding with the Letter of acknowledgement of the Minister are:

long-term and fruitful work in the Ministry, departments, the subordinated organizations;
