About measures for implementation of the interdepartmental hardware and software "Single National System of Work"

Note that in the country consecutive measures for development and upgrade of the electronic government, including expansion of rendering the state services directed to enhancement of ministerial procedures, ensuring transparency and process optimization of consideration of addresses of the population, stimulation of entrepreneurial activity, and also improvement of the investment climate and business environment are taken.

At the same time number of spheres in which the potential of achievements of digital economy is implemented not completely remains. In particular, modern information technologies in the social and labor sphere are insufficiently actively used. So far the personnel clerical work in the organizations is performed generally in paper form that complicates reliable accounting of working life of the worker, especially in case of registration of the rights to provision of pensions, and also creates conditions for misstatement of information on employment of the population and raises costs of managerial control.

According to the State program on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of active investments and social development" approved by the Presidential decree of the Republic of Uzbekistan of January 17, 2019 No. UP-5635, and also for the purpose of further strengthening of protection of labor rights of workers and enhancement of mechanisms of accounting of their working life, implementation to the social and labor sphere of modern information and communication technologies:

1. Approve the offer of the Ministry of employment and employment relationships and the Ministry of development of information technologies and communications of the Republic of Uzbekistan on implementation since January 1, 2020 of the interdepartmental hardware and software "Single National System of Work" (further - MAPK "ENST") providing:

implementation of electronic registration of employment relationships between employers and workers, including procedures of the conclusion of employment contracts, modification and amendments of employment contracts, and also their terminations;

forming of the electronic database about structure (staff list) of employers, including information on the available and created workplaces, working conditions, compensation;

forming and maintaining data on labor activity of the physical persons in the electronic service record based on data on accounting of working life of workers, information on accrued payroll and the paid taxes on the income of physical persons in payment type of work, fees on individual accumulation retirement accounts of citizens;

implementation of the interdepartmental systematized and regular electronic data exchange, containing information on condition and dynamics of indicators of the labor market, for strengthening of coordination and efficiency of carrying out state policy in the field of employment of the population;

forming of the objective, transparent and up-to-date information about quantitative and high-quality structure of personnel and workers, vacancies constituted in the automatic mode and also about the qualification and other requirements of employers imposed to candidates for employment;

provision of necessary information from base MAPK "ENST" to the interested organizations for accomplishment of the tasks and functions assigned to them according to the procedure, established by the legislation;

forming of daily updated balance of manpower, including data on categories of manpower, able-bodied, economically active and inactive population, including on the working persons of retirement age and persons with disability, on the basis of data of the State committee of the Republic of Uzbekistan according to the statistics, the off-budget Pension fund under the Ministry of Finance and the Ministries of Health of the Republic of Uzbekistan;

conducting monitoring of results performed employment relationships and labor protection, programs of employment, and also examination of certification of workplaces, completeness of placement in the Unified register of professional participants of the market of services in the field of labor protection of the relevant data (data);

possibility of online registration of the citizens who are going abroad for implementation of temporary labor activity, creation of the database about the citizens employed abroad based on agreements on organized labor migration, representative offices of the Agency on external labor migration under the Ministry of employment and employment relationships of the Republic of Uzbekistan and attache concerning labor migration in diplomatic representations and consular establishments of the Republic of Uzbekistan abroad and also provision online of information on rules of stay, working conditions, social and domestic security in the country of employment, legal aspects of the conclusion of employment contracts with foreign employers, measures of financial support stipulated by the legislation;

forming of forecasts of tendencies of market development of work, the demand and supply on labor power by regions, gender and age factors, industries and specialties;

integration of the information resources of the Ministry of employment and employment relationships of the Republic of Uzbekistan realized and planned to realization;

realization in full and with high efficiency of functions of public administration in the field of work and the employment of the population assigned to the Ministry of employment and employment relationships of the Republic of Uzbekistan.

2. Approve the list of state bodies and organizations, access to which databases is provided to MAPK "ENST" in real time, and also data, exchange of which is performed by means of interdepartmental electronic interaction through interdepartmental integration platform of the Electronic Government system, according to appendix No. 1.

3. Determine that:

a) since January 1, 2020 obligatory registration is entered into MAPK "ENST" of new employment contracts, changes in the existing employment contracts, and also their terminations. At the same time the existing employment contracts signed till January 1, 2020 are subject to registration in MAPK "ENST" no later than September 1, 2020. Registration of employment contracts in MAPK "ENST" is performed by the employer in accordance with the established procedure;

b) since January 1, 2020 the electronic service record including data on labor activity of workers, automatically created in MAPK "ENST" on the basis of the data containing in the registered employment contracts is entered;

c) asset holder of MAPK "ENST" is the Ministry of employment and employment relationships of the Republic of Uzbekistan;

d) use of MAPK "ENST" is free for all legal entities and physical persons. Development, maintenance, content and enhancement of MAPK "ENST" are performed at the expense of means of the State fund of assistance of employment under the Ministry of employment and employment relationships of the Republic of Uzbekistan (further - Fund of assistance of employment).
