Based on part two of article 20 of the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety" and subitem 9.4 of Item 9 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 14, 2022 No. 405, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve Rules on ensuring industrial safety of attractions (are applied).

2. This resolution becomes effective since October 1, 2020.

Rules on ensuring industrial safety of attractions

Chapter 1. General provisions

1. These rules establish requirements for ensuring industrial safety during the designing, production, installation (assembly, installation) (further - installation), adjustment, acceptance, commissioning, operation, servicing, repair, modification (reconstruction), upgrade, technical diagnosing, engineering certification, testing, temporary suspension, conclusion from operation of attractions and are obligatory for respect of industrial safety by subjects irrespective of their forms of business and pattern of ownership.

2. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus "About industrial safety", the technical regulation of the Eurasian Economic Union "About safety of attractions" are applied (TR EEU 038/2016) made by the decision of Council of the Eurasian economic commission of October 18, 2016 No. 114 (further – TR EEU 038/2016), and also the following terms and their determinations:

attraction nonmechanized – attraction in which passengers move only due to energy of the person(s) and (or) gravity;

attraction complex – the open territory or the enclosed space with the established attractions and the equipment relating to them (cabin of management, barrier, switchboard and another);

water descents direct and with bends (water descents) – attraction with the inclined surface of sliding on which the passenger goes down by gravity freely or with supportive applications for descent and where water is used as the environment reducing friction and providing braking and the passenger's stop in the pool, the special intake or the equipped part of natural reservoir;

supportive applications for descent – the rugs, rafta, etc. used on water descents for risk minimization of receipt of grazes, bruises and other harm to health of the passenger, for increase in comfort of movement and receipt of additional entertaining effect;

the protection device – the device which operation prevents dangerous situation in case of inadmissible use of attraction;

capital repairs – the repair which is carried out within attraction service life for recovery of operability and attraction resource, complete or close to complete recovery, with replacement or recovery of any its parts including critical (critical) components;

upgrade of attraction – the change of separate components or the software of attraction on more committed which is not affecting critical (critical) components, critical parameters, did not entail change of the technical characteristics of attraction specified in the form of attraction;

adjustment – set of transactions on preparation, regulation and setup of attraction and (or) its nodes and mechanisms aimed at providing its work in the set conditions with the characteristics determined by operational documents throughout certain time;

accident with passengers, visitors – event as a result of which harm is done to life and health or entailed the death of the passenger, visitor in case of operation of attraction;

servicing – complex of the transactions on maintenance determined by operational documents of the manufacturer and (or) established by the operator (owner) of attraction according to the industrial safety accepted in the subject system of servicing and repair on maintenance of attractions in operating and serviceable condition in case of their use to destination, storage and transportation;

residual resource – total operating time of attraction from the moment of control of its technical condition before expected transition to limiting condition;

the limiting condition of attraction – technical condition of attraction, its nodes and mechanisms, including critical (critical) components in case of which its further operation is inadmissible, recovery of its operating state is impossible or inexpedient;

repair – recovery of the nodes damaged, worn out or become useless for any reason and mechanisms of attraction with bringing attraction to operating state;

repair capital and recovery – the repair of attraction with the expired service life which is carried out after dismantling of attraction for the purpose of elimination of the defects revealed as a result of technical diagnosing of attraction for recovery of its resource;

the specialized organization – the organization having license for activities in the field of industrial safety regarding performance of works and (or) services in designing, installation, adjustment, repair, servicing, technical diagnosing of potentially dangerous objects and technical devices (or selection of the specified list of works (services);

service life – the calendar duration of operation from the beginning of operation of attraction or its renewal after repair before transition to limiting condition;

running repair – the repair which is carried out for providing or maintenance of attraction and consisting in replacement and (or) recovery of separate parts;

technical condition of attraction – set of the invariable and subjected to change in use parameter values of attraction established by operational and project documents on attraction;

service conditions – set of the factors operating on attraction in case of its operation;

the safety control – the technical device for ensuring safe use of attraction;

operation of attraction – stage of lifecycle of attraction at which its quality is implemented, supported and recovered and includes proper use, storage during operation, maintenance and repair.

3. These rules extend to attractions with degrees of potential biomechanical risk of RB-1, RB-2:

mechanized progress (including with water use);

mechanized rotary motion;

mechanized difficult movement, the chairs of movie theaters, simulators except for mechanized;

water nonmechanized (water descents direct and with bends) (further, unless otherwise specified, - attractions).

4. Departures from requirements of these rules can be allowed according to subitem 19.22.1 of Item 19.22 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548 (further – the single list of ministerial procedures).

The copy of the document on approval of departures from requirements of these rules is put to the form of attraction.

5. Attractions, their parts, shall conform to requirements of industrial safety, including these rules, technical regulations of the Customs union (further - TR CU), technical regulations of the Eurasian Economic Union (further - TR EEU) which action extends to them.

The attractions getting under action of TR EEU 038/2016, are released provided that they underwent the necessary procedures of confirmation of conformity established by TR of EEU 038/2016, with execution of the relevant documents of the established sample and have marking by single market circulation mark of the Customs union, Eurasian Economic Union.

Expertize of industrial safety of attractions is carried out according to the Regulations on procedure for expertize of industrial safety approved by the resolution of Council of Ministers of the Republic of Belarus of August 5, 2016 No. 614.

6. Operational documents on the attraction including made outside the Republic of Belarus shall conform to requirements of these rules.

Operational documents on the attraction getting under action of TR EEU 038/2016, shall conform to its requirements.

7. The manufacturer of attraction, the organization authorized by the manufacturer shall provide completeness of operational documents on attraction.

8. Operational documents on attraction are carried out in the Russian and (or) Belarusian languages. Operational documents are carried out on papers (if necessary the set of operational documents on electronic media can be attached to them).

9. During all service life of attraction safety of operational documents on it is ensured.

10. Each attraction, shall be supplied with the following operational documents:

form of attraction;

management (instruction) for operation of attraction;

management (instruction) for maintenance and repair of attraction;

sheet of spare parts and accessories;

instruction for installation (assembly, installation), start-up, regulation and running in of attraction;

instruction for transportation and storage of attraction;

the instruction on conclusion from operation and on utilization of attraction;

register of operation of attraction;

register of maintenance and repair of attraction.

The management (instruction) for maintenance and repair of attraction, the instruction for installation (assembly, installation), to start-up, regulation and running in of attraction, the instruction for transportation and storage of attraction, the instruction on conclusion from operation and on utilization of attraction are constituted by separate documents if the requirements which are subject to specifying in them it is inexpedient or it is impossible to state in management (instruction) for operation of attraction.

Sheets of operational documents shall be numbered. Sheets of the form of attraction, register of operation of attraction, register of maintenance and repair of attraction shall be stitched.

11. In case of absence or reduction in worthlessness of operational documents on attraction its operation shall be temporarily suspended (is stopped) before recovery of the specified documents.

12. In case of loss (reduction in worthlessness) operational documents on the attraction operated in the Republic of Belarus, the specified documents can be recovered by the designer of attraction, the manufacturer of attraction, or the specialized organization regarding performance of works and (or) services in designing of attraction of the corresponding type (type).

13. For the attractions made and acquired outside the territory of the Republic of Belarus, which were not in operation in the territory of the Republic of Belarus, reduction (in need of) operational documents in compliance with requirements of these rules is performed by the manufacturer of attraction or the specialized organization regarding performance of works and (or) services in designing of attractions of the corresponding type (type).

14. In case of recovery of the form of attraction or its reduction in compliance with requirements of these rules by the specialized organization regarding performance of works and (or) services in designing of attractions of the corresponding type (type), the following shall be considered:

results of technical diagnosing and (or) engineering certification of attraction;

the conclusion accredited in the procedure for laboratory established by the legislation on the chemical composition and mechanical properties of material of metalwork and material of critical (critical) components of attraction in the absence of the information about them.

In case of its recovery or its reduction in compliance with requirements of these rules the conclusion of the specialized organization regarding performance of works and (or) services in designing of attractions of the corresponding type (type) about compliance of design of attraction, its parts to requirements of these rules which is its integral part is put to the form of attraction.

15. In case of recovery or reduction of operational documents on attraction in compliance with requirements of these rules by the specialized organization the form of attraction is drawn up in form according to appendix 1.

16. In management (instruction) for operation of attraction together with other data are specified:

type and type of attraction, the main characteristics, overall dimensions and requirements to the safety area around attraction, to barrier on attraction perimeter, the sizes of exits and entrances;

description of work of attraction, including detailed description of the main systems, mechanisms and management systems and their work. The description shall be followed by drawings, schemes (kinematic, electric, pneumatic, hydraulic). If schemes do not give fair idea of operation of the hydraulic (pneumatic) equipment and its interaction with the electric equipment, it is necessary to provide more detailed description of this equipment;

data on the fixing, holding devices for passengers, the description of their work and the instruction for use;

data on protection devices, safety controls, description of their work and instruction for use;

rules of safe operation of attraction with passengers, the recommended procedure for landing and disembarkation of passengers, their placement in passenger modules and (or) on attraction in general, and also necessary restrictions for prevention of overload of attraction, attraction loading chart by passengers with indication of the maximum number and weight of passengers in one passenger module and (or) attraction in general (if necessary), the weight, growth and other data of passengers which the attraction, restrictions of size of working speed and acceleration of attraction, duration of job cycle, necessary breaks between sessions (job cycles), possible restrictions in case of incomplete or asymmetric loading of attraction is expected;

operating procedure of the workers performing operation of attraction with passengers including requirements to actions in supernumerary or emergencies, the description of procedures of emergency evacuation of passengers, including evacuations in case of power supply shutdown, methods of emergency evacuation of passengers from big height or from chairs with considerable inclination in relation to the earth;

instructions for use attraction for passengers, visitors, information on restrictions of use of attraction for health reasons, to age, growth and weight (if necessary);

rules of servicing of disabled passengers if biomechanical impacts of attraction for them are admissible;

instructions concerning reduction of attraction in safe provision in non-working condition, actions of workers in idle time;

the scheme of placement of signs of safety and the warning plates on attraction;

requirements to workers (preparation, qualification and another), their obligations;

the list of details and components, including critical (critical) components, the critical parameters requiring regular checks (for example, elements of the designs and mechanisms dangerous in case of fatigue damages because of the high voltage arising in case of operation), the recommended their frequency, and also the recommended check methods, for example, visual survey or nondestructive control. It is necessary to specify separately details and components, including critical (critical) components, with limited service life, critical for safety of attraction;

the list of the details and components requiring regular lubricant, its frequency, types of the used lubricants;

the description of weather conditions under which operation of attraction is not allowed (for example, wind, rain, fog and another);

requirements to entry procedures in operation, operation suspensions, to idle time of attraction for technical reasons;

procedure for daily checks of technical condition concerning critical (critical) components and critical parameters.

17. In management (instruction) for maintenance and repair of attraction together with other data are specified:

the list of critical (critical) components and critical parameters, the list of parts with limited resource and the schedule of their replacement, assembly drawings and drawings displaying the main sizes necessary for carrying out maintenance and repair, schematic kinematic, electric, hydraulic, pneumatic diagrams;

the list and designation of quickly worn out details and admissions on their depreciation;

extreme criteria of condition of attraction and its components (elements, mechanisms, designs, including the welded and made of plastic, composition and similar materials);

assembly order, dismantling, adjustments and lubricants of separate nodes of attraction, their frequency and the applied consumable materials;

the list of categories of maintenance and repair with detailed statement of their content and technical requirements (frequency and the description of works, and also the list of details necessary for this purpose, qualification of workers);

possible damages of metal and other designs and methods of their elimination;

methods and procedure for test and adjustments of brakes, safety controls and management systems attraction;

procedure for carrying out engineering certification with indication of requirements for carrying out testing (procedure, conditions, qualification of workers and other);

procedure for test daily attraction before opening and after completion of work, special requirements for preparation of attraction for work with passengers, including to check methods;

requirements for checks of electric equipment (check of resistance of isolation, integrity of electric chains, integrity of the grounding contour and check of operability of devices of automatic shutdown if such are established, and another).

18. In the instruction for installation (assembly, installation), start-up, regulation and running in of attraction together with other data are specified:
