About mobilization preparation and mobilization

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) the mobilization plan of administrative and territorial unit – set of the documents determining content, amount, procedure and terms of implementation of actions by akimats of area, city of republican value, the capital, area (city of regional value) for accomplishment of mobilization task;

2) booking of persons liable for call-up – fixing of manpower to state bodies and the organizations for ensuring their smooth operation during mobilization, warlike situation and in wartime;

3) military-economic doctrines – form of preparation of state bodies, organizations, administrative and territorial units, the population and Armed Forces, other troops and military forming, special state bodies to functioning of the state during mobilization, warlike situation and in wartime;

4) mobilization – complex of the nation-wide actions connected with transfer of state bodies, organizations, Armed Forces, other troops and military forming, the populations, the territories and economies of the Republic of Kazakhstan on the mode of warlike situation (general mobilization) or their any part (partial mobilization);

5) assessment of mobilization readiness – determination of degree of compliance of level of readiness of state bodies and organizations to the standard rates and requirements of mobilization preparation and mobilization established by the legislation of the Republic of Kazakhstan in the field of mobilization preparation and mobilization;

6) mobilization preparation – complex of the events held in peace time and directed to steady government in wartime organized transfer of national economy into ensuring needs of Armed Forces, other troops and military forming, special state bodies and the population of the Republic of Kazakhstan, the armed protection and defense of the country, ensuring functioning of administrative and territorial units during mobilization, warlike situation and in wartime;

7) authorized body in the field of mobilization preparation - the state body performing forming of state policy in the field of mobilization preparation and mobilization;

8) mobilization capacities – the floor spaces, processing equipment, technical and other documentation intended for accomplishment of mobilization orders;

9) mobilization reserve – the inventory of material values according to the limited nomenclature which is component of the state material reserve necessary for accomplishment of the mobilization order in case of mobilization, warlike situation and in wartime, taking measures to the prevention and liquidation of emergency situations of natural, technogenic and social nature and their effects, humanitarian assistance in peace time, and also material means of special forming;

10) mobilization task – task to state bodies on accomplishment of the actions directed to the solution of tasks on ensuring steady functioning of the state during mobilization, warlike situation and in wartime;

11) the mobilization order – the state order to the organizations on production of goods, performance of works and rendering services of certain nomenclature, their number and quality, creation of special forming during mobilization, warlike situation and in wartime;

12) command-staff exercise – form of joint training of administrative board of Armed Forces, other troops and military forming, special state bodies, administrative and territorial units to the approved activities for their management during mobilization, warlike situation and in wartime;

13) the mobilization plan of the Republic of Kazakhstan - the component of the plan of defense of the Republic of Kazakhstan directed to implementation of measures for mobilization expansion of Armed Forces, other troops and military forming, special state bodies, transfer of economy, state bodies, organizations, administrative and territorial units and the population of the Republic of Kazakhstan on the activities mode during mobilization, warlike situation and wartime by accomplishment of mobilization tasks or mobilization orders, and also other actions for mobilization preparation;

14) the mobilization plan of state body – set of the documents determining content, amount, procedure and terms of implementation of actions by state body for accomplishment of mobilization task;

15) the production schedule of goods, performance of works and rendering services for the corresponding period – the plan establishing mobilization orders to the organizations for ensuring needs of Armed Forces, other troops and military forming, special state bodies, the population of the Republic of Kazakhstan and functioning of administrative and territorial units during mobilization, warlike situation and in wartime;

16) the temporary reloading area – the site of the area on which the overload of troops and military loads from one mode of transport on another is performed;

17) the mobilization plan of the organization – set of the documents determining content, amount, procedure and terms of implementation of actions by the organization for accomplishment of mobilization orders.
