About measures for further enhancement of procedure for catering services in system of law-enforcement bodies

For the purpose of further enhancement of procedure for catering services in system of law-enforcement bodies the Cabinet of Ministers decides:

1. Agree with offers of the Ministry of Internal Affairs of the Republic of Uzbekistan about:

step-by-step implementation of mechanisms of public-private partnership to the sphere of catering services of employees and military personnel of law-enforcement bodies, and also cadets and students of educational institutions of the Ministry of Internal Affairs of the Republic of Uzbekistan on the terms of the outsourcing allowing to optimize the number of personnel of dining rooms, shipping charges and the food product delivery, to minimize losses within rates of natural loss, to diversify assortment both to improve quality of cooking and to increase efficiency of activities of divisions;

implementation of procedure for catering services on the terms of outsourcing first of all in military units, educational institutions, temporary detention centers and medical institutions of the Ministry of Internal Affairs of the Republic of Uzbekistan.

2. Determine that:

the sizes of service fee of catering establishment on outsourcing (further - the outsourcer) it is established by the Ministry of Internal Affairs of the Republic of Uzbekistan proceeding from the approved food regulation for the corresponding contingent on one conclusion of the agreement eating at the average market actual prices of food of date taking into account markup - to 20 percent, including all expenses of the outsourcer (taxes, the salary of personnel, transport services, and also services in repair and operation of the equipment, etc.);

the rent for use of production rooms, the equipment, table and kitchen ware and furniture of the dining rooms transferred to the outsourcer to temporary use within the lease agreement for catering services of staff is established at the "zero" rate;

the cost of the utilities consumed by the outsourcer on cooking for staff becomes covered by the Ministry of Internal Affairs of the Republic of Uzbekistan within the allocated budgetary appropriations;

the prices for the rendered services in agreements of outsourcing are subject to revision, as a rule, not more often than once a month;

agreements on outsourcing are signed by selection of the best offer, giving preference to the applicants having considerable work experience in the field of public catering and also the corresponding financial and logistic bases;

control of quality of cooking and products which shall meet completely to health regulations, standards and hygienic standard rates, and also requirements of other regulating documents in the field of technical regulation is performed by the relevant divisions of the Ministry of Internal Affairs of the Republic of Uzbekistan, with attraction in need of specialists of other ministries and departments.

3. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

to allocate the saved money in connection with transition to system of outsourcing in first-priority procedure for improvement of conditions of food of employees and military personnel, cadets and students of educational institutions of law-enforcement bodies, and also persons containing in temporary detention centers;

in two-month time in accordance with the established procedure to submit for approval in the Cabinet of Ministers Regulations on procedure for rendering outsourcing food services of staff in the relevant divisions of the Ministry of Internal Affairs of the Republic of Uzbekistan;

provide strict control of non-admission of unreasonable increase in prices and quality degradation of food.

4. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent:

regular provision at the request of divisions of the Ministry of Internal Affairs of the Republic of Uzbekistan information on average market actual food prices;

rendering every possible assistance to outsourcers in acquisition of food under direct agreements is direct at farms, the organizations of wholesale trade and their representatives.

5. To impose control of execution of this resolution on the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov and the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov.
