About approval of the Technique of operational assessment of activities of state bodies for the "Organizational Development of State Body" block

According to Item 40 of System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, cities of republican value, the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954, we ORDER:

1. Approve the enclosed Technique of operational assessment of activities of state bodies for the "Organizational Development of State Body" block.

2. Declare invalid the joint order of the Minister of information and communications of the Republic of Kazakhstan of February 1, 2019 No. 43 and the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of February 1, 2019 No. 24 "About approval of the Technique of efficiency evaluation of activities of state bodies for the "Organizational Development of State Body" block (it is registered in the Register of state registration of regulatory legal acts for No. 18272, it is published on February 8, 2019 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. _t to provide the Ministries of digital development, innovations and the aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan to development department:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the vice-minister of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan supervising questions of informatization, and the vice-chairman of the Agency of the Republic of Kazakhstan for public service supervising questions of public service.

5. This order becomes effective from the date of its first official publication.

Technique of operational assessment of activities of state bodies for the "Organizational Development of State Body" block

Chapter 1. General provisions

1. This Technique of operational assessment of activities of state bodies for the "Organizational Development of State Body" block (further - the Technique) is developed for the purpose of realization of System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, cities of republican value, the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954 (further - System of assessment).

2. This Technique is applied to operational assessment of activities of state bodies since the period on January 1, 2019. At the same time the indicator "Share of local content in information systems of state bodies" is applied for assessment since January 1, 2020.

3. In this Technique the following concepts and determinations are used:

1) service model of informatization - realization of the centralized approach in informatization of the state functions and the state services based on creation or development of information and communication services, and also their rendering;

2) information and communication service - service or set of services in property hiring (lease) and (or) placement of computing resources, to provision of the software, software products, service software products and technical means in use, including communication services by means of which functioning of these services is provided;

3) availability of structural division on information technologies - bonus indicator for local executive bodies in the presence of structural division on information technologies, equal 5 points;

4) accounting of data on objects of informatization of "the electronic government" on the architectural portal - process of provision by state body to the service integrator of request for accounting with the description of information system, and also provision of electronic copies of the act of input of information system of state body in trial operation and technical documentation according to Rules of accounting of data on objects of informatization of "the electronic government" and placements of electronic copies of technical documentation of the objects of informatization of "the electronic government" approved by the order of the Minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of July 25, 2019 No. 174/Tax Code (it is registered in the Register of state registration of regulatory legal acts for No. 19104);

5) share of the considered information systems of state bodies on the architectural portal - information systems on which accounting of data on objects of informatization of "the electronic government" and placement of electronic copies of technical documentation of objects of informatization of "the electronic government" is performed;

6) ethics and relations in collective - the indicator determining the level of development of organization culture in state body, and also commitment of employees to moral ethical standards;

7) use of information systems of other state body - information system which owner is other state body, intended for automation of processes of rendering the state bodies / functions according to the Provision of state body;

8) gender structure - the indicator determining representation of women in state body on executive positions according to the Concept of family and gender policy till 2030;

9) unreliable reporting information - reporting information during which reverification the facts inappropriate to reality are elicited;

10) use of the information system "E-kyzmet" - the bonus indicator determining the level of use of the integrated information system "E-kyzmet";

11) satisfaction with working conditions - the indicator determining the level of security of employees with necessary conditions for proper work;

12) work normirovannost - the indicator determining availability of conversions in state body;

13) local content - share indicator, in cost and percentage expressions, the local goods, services and manpower used when implementing activities by the companies in the territory of the Republic of Kazakhstan;

14) stability of personnel structure - the indicator determining the level of stability of personnel policy and permanency of personnel in state body;

15) transparency of competitive procedures - the indicator determining the level of transparency of selection process of personnel in state body;

16) career development - the indicator determining the level of respect for the principle of career model in state body;

17) high-quality structure of personnel - the indicator determining high-quality structure in state body;

18) training of government employees - the indicator determining timeliness of the direction on training of government employees;

19) transparency of encouragement in state body - the indicator determining the level of transparency and justice of encouragement in state body;

20) managerial practicians in state body - the indicator determining efficiency of internal management in state body;

21) the intranet portal of state bodies - the information system intended for automation of business processes and providing information exchange of state bodies by means of single window of access to all state information systems, except for electronic information resources of limited access;

22) use of the departmental, and also information systems supervised by state bodies, the organizations in spheres and industries - the information system consisting on balance of state body, and also at the subordinated organization, intended for automation of functions according to provision of state body;

23) public procurements - acquisition by customers of goods, works, services fully or partially at the expense of budgetary funds and (or) own income, except for the income connected with rendering services to nonresidents of the Republic of Kazakhstan;

24) the agreement on public procurements - the civil agreement signed by means of the web portal of the public procurements between the customer and the supplier, certified by digital signatures, except as specified provided by the Law of the Republic of Kazakhstan of December 4, 2015 "About public procurements";

25) respect for the principles of meritocracy - the indicator determining the level of respect of the principles of meritocracy by state bodies;

26) the actual effect - the expected effect of implementation of information system (reducing operating costs, decrease in administrative barriers as a result of increase in overall performance; process improvement and so on);

27) net removability of personnel - the indicator determining the level of departure of workers from system of public service;

28) service software product - the software product intended for realization of information and communication service;

29) strategic human resources planning - the bonus indicator determining availability in state body of strategy of personnel management;

30) incomplete reporting information - reporting information, its separate parts (appendices, Sections, tables, measure values and another) provided by the established requirements to structure of reporting information are not in which;

31) untimely reporting information - the reporting information which is provided/placed after the term provided by the Schedule of assessment;

32) output interview - the indicator determining scope questioning of the leaving employees and also the reasons of their dismissal;

33) the architectural portal of "the electronic government" (further - the architectural portal) - the information system intended for implementation of accounting, storage and systematization of data on objects of informatization of "the electronic government" according to the qualifier and further use by state bodies for monitoring, the analysis and planning in the sphere of informatization;

34) the service integrator of "the electronic government" - the legal entity determined by the Government of the Republic of Kazakhstan to which functions on methodological ensuring development of architecture of "the electronic government" and standard architecture of "electronic akimat", and also support of carrying out operational assessment of activities of state bodies of use of information technologies are assigned.

4. The technique is intended for determination of efficiency of the taken measures for organizational development in central state (further - TsGO) and local executive bodies of areas, cities of republican value, the capital (further - MIO) (further - the estimated state bodies).

5. Operational assessment of organizational development of state bodies (further - operational assessment) is performed according to the Schedule of carrying out operational assessment of activities approved by the order of the Head of Administration of the President of the Republic of Kazakhstan (further - the Schedule of assessment) in the following directions:

1) personnel management;

2) use of information technologies.

6. Operational assessment is performed by the following bodies authorized on assessment (further - the bodies authorized on assessment):

1) Administration of the President of the Republic of Kazakhstan - operational assessment of the Agency of the Republic of Kazakhstan for public service (further - authorized body for public service) in the Personnel management direction;

2) Prime minister's department of the Republic of Kazakhstan - operational assessment of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - authorized body in the sphere of informatization) in the Use of Information Technologies direction;

3) authorized body for public service - operational assessment of TsGO and MIO in the Personnel management direction;

4) authorized body in the sphere of informatization - operational assessment of information systems TsGO and MIO in the Use of Information Technologies direction.

7. The authorized body in the sphere of informatization attracts the service integrator of "the electronic government" to support of carrying out operational assessment of activities of state bodies of use of information technologies.

Chapter 2. Information sources for operational assessment of organizational development of state bodies

8. The estimated state bodies annually in the terms established by the Schedule of assessment provide in the bodies authorized on assessment reporting information on electronic (in the MS Excel format) and papers following the results of accounting (calendar) year:

1) about results of output interview, in form, according to appendix 1 to this Technique;

2) about participation of observers at tenders on occupation of vacant positions in state body, in form, according to appendix 2 to this Technique;

3) about promotion of employees of state body on service, in form, according to appendix 3 to this Technique;

4) about the number of staff of state body, in form, according to appendix 4 to this Technique;

5) about the number of the government employees who are continuously working in state body more than three years in form, according to appendix 5 to this Technique;

6) about the government employees who are subject to passing and last advanced training and retraining in form, according to appendix 6 to this Technique;

7) about high-quality structure of personnel in form, according to appendix 7 to this Technique;

8) copy of strategy of personnel management of state body and summary of its realization;

9) the report on use of information technologies for form, according to appendix 8 to this Technique.

9. Accuracy of the data is provided with the estimated state bodies.

10. Information for evaluating is provided on electronic media by authorized body in the sphere of informatization in Prime minister's department of the Republic of Kazakhstan, authorized body for public service in Administration of the President of the Republic of Kazakhstan according to the Schedule of assessment.

11. Assessment is performed by authorized body for public service based on analysis results of the provided information, according to subitems 1) - 8) Item 8 of this Technique.

12. Assessment is performed by authorized body in the sphere of informatization, based on analysis results of the provided information, according to the subitem 9) of Item 8 of this Technique.

13. The analysis according to the provided information is carried out by the service integrator of "the electronic government" and is provided in authorized state body in the sphere of informatization in 3 calendar days prior to the term of the provision by authorized state body in the sphere of informatization of the conclusions in the estimated state bodies established in the Graphics of assessment.

14. Information sources for evaluating in the Personnel management direction also are:

1) statistical data, reporting information of state bodies and data of the automated electronic gating system;

2) the conditions of personnel of public service this monitoring in the Republic of Kazakhstan as of January 1 of the year following the accounting period provided in authorized body for public service annually;

3) results of the inspections which are carried out by authorized body for public service in the estimated state bodies;

4) information on the level of use by state bodies of the information integrated E-kyzmet system received from this information system;

5) survey results of government employees in form, according to appendix 9 to this Technique;
