About measures for enhancement of system of professional training of the qualified personnel demanded in the labor market

In the country consecutive work on population growth in prosperity, especially youth, first of all due to creation of new workplaces and active support of entrepreneurial initiatives is carried out.

At the same time, the solution of the tasks standing in this sphere causes need of creation of effective system of training of specialists of working professions of high qualification taking into account the requirements of the labor market including created on places of large enterprises and clusters.

For the purpose of labor market requirements satisfaction in qualified personnel, integration of professional training with work practice, implementations of the international system of assessment of professional competences, and also according to tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 the Cabinet of Ministers decides:

1. Accept the offer of the Ministry of employment and employment relationships, the Ministries of the higher and secondary vocational education, the Ministry of Economy and Industry of the Republic of Uzbekistan about implementation of the National system of development of professional qualifications and competences (further - National system of development of professional competences) providing:

the organization in professional colleges on the terms of public-private partnership of training of specialists of average link and personnel by working professions for large enterprises and clusters, and also taking into account real requirement of the labor market;

the organization of professional training of the unoccupied population, especially youth, in the non-state centers of professional training of the unoccupied population (further - the centers of professional training) accredited in accordance with the established procedure;

the organization of activities on the basis of modern standards of non-state assessment centers of the competences (further - assessment centers of competences) accredited in accordance with the established procedure;

annual placement by the Ministry of employment and employment relationships of the Republic of Uzbekistan taking into account requirements of the labor market of the state order on professional training of the unoccupied population at the expense of means of the State fund of assistance of employment of the Republic of Uzbekistan, on the basis of direct contracts with the centers of professional training and other educational institutions;

implementation of practice of issue by assessment centers of competence of the certificate confirming the level of professional competence on specific specialty (profession) and being the basis for assignment of qualification categories of professions of workers according to the Qualifier of the main positions forming and professions of workers;

introduction of the mechanism of consecutive increase in qualification level of specialists of average link and workers;

forming of system of development, application and updating of professional standards of positions of specialists of average link and working professions;

participation in assessment and assignment of professional competences on the basis of the principles of voluntariness, reliability, the paid nature and transparency.

2. Implement as experiment from 2019/2020 academic years procedure for the organization on the terms of public-private partnership of preparation in professional colleges of popular specialists of average link and personnel by working professions for large enterprises and clusters.

3. Take into consideration that the Council of Ministers of the Republic of Karakalpakstan, by khokimiyats of areas and the city of Tashkent together with the Center of professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan creates the list of the professional colleges assigned to large enterprises and clusters for the organization on the terms of public-private partnership of training of popular specialists of average link and personnel by working professions (further - the list).

Form the Working group on the organization on the terms of public-private partnership of preparation in professional colleges of popular specialists of average link and personnel by working professions for large enterprises and clusters (further - the Working group) in structure according to appendix No. 1.

Determine the main objectives of the Working group:

the organization with departure on places and by holding personal meetings with heads of the large enterprises and clusters specified in the list, studying of real need for highly qualified specialists of average link and personnel by working professions;

explanation to heads of the large enterprises and clusters specified in the list, conditions, including benefits, the rights and obligations of the Parties under the organization on the terms of public-private partnership of preparation in professional colleges of popular specialists of average link and personnel by working professions;

assistance to further expansion of the organization on the terms of public-private partnership of preparation in professional colleges of popular specialists of average link and personnel by working professions, including on the basis of written reasonable requests of heads of large enterprises and clusters about their inclusion in the list;

determination of professional colleges with the low level of load or requiring reconstruction, capital repairs or retrofitting which buildings and constructions can be provided to private investors for the organization of the centers of professional training and assessment centers of competences.

4. To working group (Abdukhakimov) to bring:

a) in two-month time the draft of the government decision providing approval:

the list of professional colleges for the organization on the terms of public-private partnership of training of popular specialists of the average link and personnel by working professions for large enterprises and clusters constituted taking into account their requests;

the list of professional colleges which buildings and constructions can be provided to private investors for the organization of the centers of professional training and assessment centers of competences;

Regulations on procedure for the organization on the terms of public-private partnership of preparation in professional colleges of popular specialists of average link and personnel by working professions for large enterprises and clusters;

b) reasonable offers following the results of the analysis of results of the implemented experiment on the organization on the terms of public-private partnership of preparation in professional colleges of popular specialists of average link and personnel by working professions for large enterprises and clusters.

5. Determine that the organization of training of specialists of average link and personnel for working professions in professional colleges according to Item 2 of this resolution is performed:
