About measures for radical enhancement of activities in the sphere of support of women and strengthenings of institute of family

In the country large-scale work on increase in social and political and social activity of women, creation of conditions for their self-realization in various spheres and industries, to ensuring unconditional observance of the rights and legitimate interests of women, full support of motherhood and the childhood, and also strengthening of institute of family is carried out.

At the same time the situation in this sphere testifies to availability of number of the system problems and shortcomings interfering creation of effective mechanisms on full support of women, the organization of target work with them, strengthening and improvement of the spiritual and moral circle in families. In particular:

first, there is no system of targeted support of the women who are needing the help and being in difficult social position, practice of individual work with not employed and socially passive women is not adjusted, activities for assistance of employment and development of entrepreneurship among women are inefficiently organized;

secondly, purposeful work on training of youth for family life, forming of modern model family, strengthening of its spiritual moral principles and traditional family values is not carried out, there is at a low level effectiveness of measures for the prevention of early marriages, conflict situations in families and stains;

thirdly, activities for protection of reproductive health of women are not properly organized, there is no effective system of prevention and the prevention of maternal and perinatal diseases, especially in the remote rural zones;

fourthly, effective measures for prevention of offenses and non-admission of crime among women are not taken, mechanisms of increase in legal culture of women, rendering legal advice bureaus to them do not meet the modern requirements;

fifthly, the wide range of tasks of committees of women in the conditions of lack of necessary powers and insufficiency of organizational and regular opportunities does not allow them to concentrate efforts on the solution of pressing problems of women;

sixthly, lack of necessary sources of financing and uncertainty of structural accessory of the Republican scientific and practical center "Oila" do not promote effective implementation of the tasks assigned to it on studying of problems of family and development of practical, evidence-based offers on their elimination;

seventhly, work on retraining and advanced training of personnel in the sphere of training of youth for family life, strengthenings of family, the prevention of conflict situations and stains is not organized.

For the purpose of radical enhancement of activities in the sphere of support of women and strengthenings of institute of family, and also taking into account the tasks determined by the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Determine priority activities of Committee of women of Uzbekistan:

the first, ensuring effective realization of state policy on support of women, protection of their rights and legitimate interests, and also increase in their role and activity in social and political life of the country;

the second, timely identification of problems of women, creation of address lists of the women who are needing the help and being in difficult social position including women with disability, rendering social and legal, psychological and financial support to them;

third, rendering full targeted support to women in questions of employment, improvement of working conditions, broad involvement of women, especially young girls in the rural zone, to family and private entrepreneurship, workmanship;

the fourth, implementation of close cooperation with state bodies and institutes of civil society in early prevention of offenses among women, first of all, by means of individual work with inclined to making of crimes, and also implementation of measures for social resettlement and adaptation of the women exempted from organizations on execution of the punishment.

2. Determine that the chairman of Committee of women of Uzbekistan and heads of its territorial subdivisions bear the personal responsibility, first of all for:

timely identification on places of the women who got into difficult life situation including women with disability, carrying out with them individual and purposeful work, rendering targeted support to them;

realization of practical measures on ensuring employment of women, development among them family and private entrepreneurship, workmanship;

the effective organization together with law enforcement agencies, self-government institutions of citizens and other organizations of prevention of offenses and crime among women, including by increase in their legal culture and strengthening of spiritual and moral values.

3. Agree with the offer of Republican council on coordination of activities of self-government institutions of citizens, Committee of women of Uzbekistan and the Ministry of Finance of the Republic of Uzbekistan on introduction since April 1, 2018 instead of position of the consultant of religious education and spiritual and moral education of descents of citizens of position of the specialist with women and to strengthening of spiritual and moral values in families (further - the specialist) with transfer of the corresponding established posts to structure of committees of women of areas (cities) and preserving procedure for their financing at the expense of means of local budgets.

Determine that:

the position of the specialist is entered in each descent of citizens in number of 1 unit, and in descents of citizens in the territory of which 2000 and more families live, - on 2 units;

the specialist accommodates in the building of descent of citizens, on position is part of kengash of descent of citizens and performs activities in close interaction with descent of citizens.

To committee of women of Uzbekistan together with Republican council on coordination of activities of self-government institutions of citizens till April 1, 2018 to carry out critical action research of each consultant of religious education and spiritual and moral education of descents of citizens with acceptance by its results died to destination to again entered positions of specialists of persons having the necessary level of knowledge, high moral and spiritual and moral qualities capable properly to perform the tasks assigned to them.

4. Approve:

organizational structure of Committee of women of Uzbekistan according to appendix No. 1;

structure of central office of Committee of women of Uzbekistan according to appendix No. 2;

standard structures of executive offices of committees of women of the Republic of Karakalpakstan, areas and the city of Tashkent, cities - the regional centers, areas (cities) according to appendices No. 3, 4 and 5;

the list of the cities - the regional centers, areas (cities), kategorirovanny on the extreme number of employees of executive offices of committees of women according to appendix No. 6.

5. Determine that:

the first deputy and vice-chairmen of Committee of women of Uzbekistan on the status, work payment terms, material security, medical and transport attendance are equated respectively to the first deputy and deputy ministers;

monthly allowances, stipulated in Item 1 resolutions of the President of the Republic of Uzbekistan of January 9, 2017 No. PP-2722 "About measures for further enhancement of activities and strengthening of material stimulation of employees of territorial authorities of public administration" are applied to employees of central office of Committee of women of Uzbekistan, according to the procedure of exception.
