About additional measures for further development of the sphere of limonovodstvo

In recent years in the republic consecutive measures for reforming of management system by the sphere of limonovodstvo, increase in production volume and export of products due to expansion of the areas of lemon plantations are implemented.

In particular, in 2018-2019 to the republic foreign credit lines in the amount of 46 million US dollars are attracted, on the area of 730 hectares modern lemon plantations are created, total area of greenhouses on cultivation of lemons reached 1 221 hectare.

At the same time owing to insufficiency of attention to creation of grades of lemon, not co-ordination of rendering, new, high-yielding and competitive in the world market, up to standard of high-quality information consulting services, incomplete forming of the cooperation relations the available opportunities in the field of limonovodstvo are inefficiently used.

For the purpose of further development of the sphere of limonovodstvo in the republic, expansions of scale of scientific research, increases in production volume of high-quality industrial and export-oriented lemons on the basis of application of the advanced and modern resource-saving technologies, and also widespread introduction of mechanisms of the state support:

1. Approve offers of the Ministry of Agriculture of the Republic of Uzbekistan and Association of producers and exporters of lemons about:

renaming of Association of producers and exporters of lemons into Association of producers and exporters of citrus, subtropical and tropical plants (further - Association);

creation according to the procedure of experiment of the Scientific and practical center of citrus, subtropical and tropical plants (further - the Center) under Research institution of gardening, wine growing and winemaking of name of the academician M. Mirzayev with participation of Association on the basis of conditions of public-private partnership in the form of limited liability company.

Take into consideration that the main objectives of the Center are:

development and bringing to producers of products of recommendations about creation of plantations of citrus, subtropical and tropical plants on the terms of cooperation;

creation of special nurseries on cultivation of the certified and guaranteed saplings of lemons, and also adjustment of mutual cooperation with producers of saplings of lemons;

upgrade of the operating greenhouses, and also creation of collections of high-yielding export-oriented grades of lemons and indicative lemon plantations;

certification of citrus, subtropical and tropical plants, export and import products;

delivery of saplings of citrus, subtropical, tropical and ornamental plants, and also flowers and greening cultures;

providing producers of products with mineral fertilizers and chemicals;

conversion of citrus, subtropical and tropical plants, implementation and servicing of new innovative technologies;

preparation of rollers and special transfers about foreign technologies, achievements in science and production, and also innovations in development of the sphere.

Activities of the center are financed by bank loans, means of initiators, means arriving from rendering services, means of the international financial institutions, charitable gifts and other sources which are not prohibited by the legislation.

2. To provide to the Ministry of Agriculture of the Republic of Uzbekistan together with Association in two-month time:

allocation to the Center of 12 hectares of land area for the building and greenhouses at the expense of the territory of Research institution of gardening, wine growing and winemaking of name of the academician M. Mirzayev;

conclusion of the tripartite contract between Association, Research institution of gardening, wine growing and winemaking of name of the academician M. Mirzayev and private partner.

3. Approve the offer of the Ministry of Agriculture, Ministry of Economy and Industry, Ministry of Finance of the Republic of Uzbekistan, Agency on development of gardening and greenhouse facility and Association on introduction since March 1, 2020 of the following procedure for construction of lemon plantations:

a) Agency on development of gardening and greenhouse facility under the Ministry of Agriculture of the Republic of Uzbekistan:

determines standards for newly created lemon plantations (grade and quality of saplings, the scheme of landing, requirements imposed to greenhouses, resource-saving technologies and others);

will organize implementation of the best foreign practices and resource-saving innovative technologies in development of the sphere of limonovodstvo;

takes measures for attraction of preferential resources and grant means of the international financial institutions for financing of costs for creation of lemon plantations;

holds educational seminars for heads of the created cooperations (clusters) and producers of lemons with participation of processing enterprises and export organizations;

creates special nurseries on cultivation of the certified and guaranteed saplings of lemons, and also coordinates activities of the farms which are growing up saplings of lemons;

b) Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas:

create the list of the processing enterprises and export organizations working at basis of cooperation (cluster) and also assign to them producers of lemons;

provide allocation in short terms of the required parcels of land for lemon plantations and their construction on the basis of certain standards;

establish measures for increase in productivity and increase in production, timely holding the planned agrotechnical actions;

c) cooperations (clusters) created with participation of processing enterprises and export organizations:

implement system of effective clerical work on adjustment on the basis of mutual cooperation of cooperation activities with producers of lemons, and also to sorting, conversion, storage, packaging and export of the grown-up products;

construct lemon plantations and transfer them to subjects of entrepreneurship to long term on the terms of leasing, allocate specialists for holding agrotechnical actions, provide evidence-based agronomical recommendations;

on the basis of requirements of producers of lemons provide them with saplings of lemons, mineral fertilizers, fuels and lubricants and other material resources;

improve skills of producers of lemons with involvement of scientists of this sphere and the specialists having long experience;

d) producers of products:

provide complete landing of saplings of lemons and timely holding agrotechnical actions on the basis of requirements of cooperation;

perform initial payments to the approved part of expenses on construction of lemon plantations;

provide delivery of the grown-up products to certain terms and in quality according to the signed agreements.

4. Approve:

the address list of the started projects in the direction of limonovodstvo in the Republic of Karakalpakstan and areas in 2020 according to appendix No. 1;

Forecast indicators of the areas of the lemon plantations created in 2021-2022 due to financing of JSB Turonbank according to appendix No. 1a

the list of the regions specializing in cultivation of lemons according to appendix No. 2.

5. Determine that:

a) lemon plantations are constructed on land released from under cotton and grain, introduced into circulation using resource-saving technologies;

new lemon plantations are constructed at the expense of the funds allocated within the Each Family — the Entrepreneur program, Fund of development of gardening and greenhouse facility, the State fund of assistance of employment, Fund of support of farmers, Dehkan farms and owners of garden plots, and also means of the international financial institutions;

b) since March 1, 2020 to the joint farmer and Dehkan farms, agricultural enterprises, physical persons and subjects of entrepreneurship in cooperation which are growing up lemons the expenses connected with construction of new lemon plantations and purchase of saplings, by fund of development of gardening and greenhouse facility in the amount of, not exceeding 300 thousand sum for each hundred part are covered.

6. Take into consideration that on the joint farmer and Dehkan farms in cooperation, the agricultural enterprises and subjects of entrepreneurship which are growing up lemons extend the privileges provided by the resolution of the President of the Republic of Uzbekistan of December 11, 2019 No. PP-4549 "About additional measures for further development of fruit-and-vegetable growing and wine growing, creation in value added chain industry".

7. To provide to the Ministry of Agriculture, the Ministry of investments and foreign trade of the Republic of Uzbekistan:

together with commercial banks attraction of financial resources of the international financial institutions in the amount of at least 100 million US dollars on financing of projects in the field of limonovodstvo;

together with Turonbank joint stock bank the direction of foreign credit lines of the international financial institutions in the amount of 100 million US dollars on financing of projects in the field of limonovodstvo.

To provide to the Ministry of Finance and Fund of reconstruction and development of Uzbekistan the direction of balance in equivalent of 357,8 of one billion sum allocated to JSB Turonbank from Fund of reconstruction and development of Uzbekistan on increase in share of Fund in the authorized capital of bank.

8. To the ministry of innovative development and the Ministry of Agriculture of the Republic of Uzbekistan to develop projects of basic and applied researches, and also innovative scientific and technical projects on limonovodstvo for 2020 - 2024 in a month and to provide their realization on the basis of grant tenders.

At the same time to pay special attention to creation of new grades of the saplings of lemon which are grown up in greenhouses and on the open spaces, the organization of uterine nursery, pest control and diseases, to implementation of innovative technologies.

9. Assign the following tasks to the Ministry of Agriculture of the Republic of Uzbekistan and Research institution of gardening, wine growing and winemaking of name of the academician M. Mirzayev:

in a month construction and cultivation of lemon plantations on the basis of resource-saving technologies with studying of the best foreign practices, and also development and finishing on places of recommendations about production, storage and conversion of products;

in two-month time carrying out on places of educational seminars for farmer and Dehkan farms, owners of garden plots and subjects of entrepreneurship concerning landing, cultivation and cultivation of lemons, and also collection, conversion, storage, selection and export of harvest;

adjustment of scientific and practical cooperation with the leading foreign institutes on development of limonovodstvo and widespread introduction of the advanced innovative technologies, and also the organizations of activities for advanced training and experience exchange of scientific personnel and specialists.

10. To the Ministry of Agriculture of the Republic of Uzbekistan to take measures for creation of the small innovative enterprise under the Tashkent state agricultural university on cultivation of citrus, subtropical and tropical plants on the basis of conditions of public-private partnership.

At the same time to pay attention to ensuring close integration "science - education - production" as main objective of the company, carrying out studies in combination with production, and also forming at students of practical skills.
