Some questions of realization of the state financial guarantees of medical attendance of the population according to the program of medical guarantees for 2020

According to article 22 of the Law of Ukraine "About the Government budget of Ukraine for 2020" the Cabinet of Ministers of Ukraine decides:

1. Determine that the state financial guarantees of medical attendance of the population according to the program of medical guarantees in 2020 are implemented by National service of health:

for primary medical care using rates and adjusting factors according to the Procedure for program implementation of the state guarantees of medical attendance of the population in 2020 approved by the Cabinet of Ministers of Ukraine, from January 1 to December 31, 2020;

for cost recovery of medicines according to the Procedure for reimbursation of medicines approved by the resolution of the Cabinet of Ministers of Ukraine of March 17, 2017 No. 152 "About ensuring availability of medicines" (The Official Bulletin of Ukraine, 2017, No. 26, Art. 749; 2019, No. 21, the Art. 716), - from January 1 to December 31, 2020;

for secondary (specialized) medical care within pilot project on realization of the state guarantees of medical attendance of the population according to the program of medical guarantees for secondary (specialized) medical care in Poltava region using rates and adjusting factors according to the Procedure of pilot project on realization of the state guarantees of medical attendance of the population according to the program of medical guarantees for secondary (specialized) medical care in Poltava region approved by the resolution of the Cabinet of Ministers of Ukraine of February 27, 2019 No. 131 (The Official Bulletin of Ukraine, 2019, No. 21, the Art. 714), in agreement form which was effective for such agreements in 2019 (with changes), - from January 1 to April 1, 2020;

for the emergency, secondary (specialized), tertiary (highly specialized), palliative medical care, medical rehabilitation, medical care to children up to 16 years, medical care in connection with pregnancy and childbirth according to the Procedure for program implementation of the state guarantees of medical attendance of the population in 2020 approved by the Cabinet of Ministers of Ukraine, from April 1 to December 31, 2020.

2. Determine that the National service of health signs contracts on medical attendance of the population with the state and municipal healthcare institutions provided that the relevant healthcare institution does not receive for the medical services included in programs of medical guarantees, financing at the expense of means of the government budget.

3. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

4. Recommend to local executive bodies and local government bodies which are owners of the relevant healthcare institutions, to take till December 31, 2019 measures to providing the timely conclusion with National service of health of agreements on medical attendance of the population according to the program of medical guarantees for 2020 with healthcare institutions of municipal property which intend to render medical services in the program of medical guarantees.
