About Civil defense
The organization and conducting civil defense - one of the most important functions of the state, component of its defense actions.
This Law determines the main objectives, the organizational principles of creation and functioning of Civil defense of the Republic of Kazakhstan, competence of the central, local representative and executive bodies, organizations, the rights and obligations of citizens of the Republic of Kazakhstan, foreigners and stateless persons in the field of civil defense.
In this Law the following basic concepts are used:

services of Civil defense and extraordinary the situatsiyrespublikansky, regional, district, city services of Civil defense and emergency situations created by the decision of the Government of the Republic of Kazakhstan, akims, heads of the central and local executive bodies, organizations;
civil defense forces - military units of Civil defense, territorial, object forming, forming of services of Civil defense and emergency situations, operational and rescue groups of division of the public fire service;
forming of Civil defense - the territorial and object forming, forming of services of Civil defense and emergency situations created in areas, the cities, areas, the central and local executive bodies, the organizations;
