About the organization of activities of student's groups in the territory of the Republic of Belarus

For the purpose of realization of the state youth policy in the Republic of Belarus, in time, free from study and work, I decide increases in social activity of youth, ensuring efficiency of the organization of employment of pupils and students:

1. Approve Regulations on procedure for the organization of activities of student's groups in the territory of the Republic of Belarus it (is applied).

2. Determine that:

the status of Vsebelorussky youth building is given to construction object of republican value by the President of the Republic of Belarus;

the status regional (Minsk city) youth building regional (Minsk city) values is appropriated to construction object regional (Minsk city) by executive committee.

3. To provide to Council of Ministers of the Republic of Belarus till July 1, 2020 reduction of regulatory legal acts in compliance with this Decree and to take other measures for its realization.

4. To the Ministry of Education to perform general coordination of works on the organization of activities of student's groups. Regional (To the Minsk city) to executive committees to perform coordination of works on forming and activities of student's groups in the territory of the respective area (Minsk).

5. Provide to local executive and administrative organs creation of the operational staff coordinating and controlling activities of student's groups.

6. If necessary to provide to the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, and also public association "Belarusian republican union of youth" (further - OO "BRSM") participation of employees of these bodies and organizations in activities of the operational staff called in Item 5 of this Decree.

7. To provide to the ministry of information, National state broadcasting company, Second National TV Channel and Capital Television private companies, republican printing mass media publicizing of activities of OO "BRSM" for the organization of temporary employment of youth in time, free from study and work, including in student's groups.

8. Recognize invalid:

The presidential decree of the Republic of Belarus of April 16, 2012 No. 181 "About the organization of activities of student's groups in the territory of the Republic of Belarus";

The presidential decree of the Republic of Belarus of August 12, 2013 No. 356 "About modification and amendments in the Presidential decree of the Republic of Belarus of April 16, 2012 No. 181";

Item 1 of the Presidential decree of the Republic of Belarus of March 10, 2014 No. 118 "About youth buildings";

The presidential decree of the Republic of Belarus of November 13, 2015 No. 459 "About modification and amendments in the Presidential decree of the Republic of Belarus".

9. This Decree becomes effective in the following procedure:

Item 3 - after official publication of this Decree;

other provisions of this Decree - since January 1, 2021.

Regulations on procedure for the organization of activities of student's groups in the territory of the Republic of Belarus

1. This Provision determines procedure for the organization of activities of student's groups in the territory of the Republic of Belarus by involvement of youth to socially useful work, acquisition of professional and management skills.

2. For the purposes of this provision the student's group is understood as voluntary consolidation of persons aged from 14 till 31 year (further - young citizens), shown willingness in time, free from study and work, to perform labor activity, and also to participate in the events held by student's group according to the program (plan) of activities.

3. Forming of student's groups is performed by the educational institutions, OO "BRSM" and its organizational structures given the rights of the legal entity, other youth public associations (further - the directing organizations).

The organizational, methodical and financial support when forming student's groups is given by the interested republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs.

Decisions on forming of student's groups are approved by the directing organizations with city, district executive committees, administrations of districts of Minsk in the place of activities of student's group.

4. The students who do not have the academic debt, pupils who are mastering contents of educational programs of average special and vocational training and also reached age of 14 years pupils mastering contents of educational programs of general secondary education, employees of educational institutions, members of OO "BRSM", other youth public associations and other categories of young citizens can be enlisted in structure of student's groups (further – members of student's groups).

Transfer in student's group is made:

the students and pupils mastering contents of the educational programs of secondary vocational, professional, general secondary education which reached age of 16 years based on their statements on condition of the lack of medical contraindications to accomplishment of the performed types of activity (works) confirmed with the medical certificate about the state of health (further – lack of medical contraindications);

the students and pupils mastering contents of the educational programs of secondary vocational, professional, general secondary education which did not reach age of 16 years based on their statements and written consent of one of parents (adoptive parents, adopters or custodians) on condition of lack of medical contraindications;

other categories of young citizens based on their statements and the positive characteristic from place of employment or the residence on condition of lack of medical contraindications. At the same time transfer of persons under the age of of 16 years, is made in case of observance of the requirements established in paragraph three of this part.

Transfer of students and pupils in structure of student's groups during the period from September to May is made for work in coordination with the head of educational institution in the place of study of the student or pupil.

If the carried-out work types are performed according to the educational standard, the program of practice in the specialty on which the member of student's group gets education, according to the procedure, determined by the Government of the Republic of Belarus, the labor activity as a part of student's groups is set off as passing:

the student and the pupil in case of development by him of content of one of educational programs of secondary vocational education of educational and work practice;
