About additional measures for further development of fruit-and-vegetable growing and wine growing, creation in value added chain industry

At the same time absence in industry of the system organization of effective market mechanisms, especially in development of fruit-and-vegetable growing and wine growing, and also insufficient scientific approach is led to incomplete use of opportunities of industry.

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of October 23, 2019 No. UP-5853 "About Approval of the Strategy of Development of Agricultural Industry of the Republic of Uzbekistan for 2020 - 2030", productions with high value added in industry of fruit-and-vegetable growing and wine growing, the volumetric gain of export, development which left turnover and bogharic lands increases in crops of export-oriented crops on the squares released from under cotton and grain and also the organization of effective use of opportunities of gardens, vineyards and greenhouses:

1. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of March 14, 2019 No. PP-4239 "About measures for development of agricultural cooperation in fruit and vegetable industry":

in 8 districts of the Jizzakh, Samarkand, Tashkent and Fergana regions only 41 agricultural consolidation in the direction of fruit-and-vegetable growing are framed;

The ministry of employment and employment relationships of the Republic of Uzbekistan and Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan for the purpose of employment of needy families in 22 districts of the Fergana, Andijan and Namangan regions in 2020 provide creation of 31 agricultural consolidation, in 2021 all on the republic - 100 agricultural associations with attraction of financial resources of the international financial institutions.

2. Agree with offers of the Ministry of Agriculture, Ministry of Economy and Industry, Ministry of employment and employment relationships of the Republic of Uzbekistan, Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan on implementation of new development mechanisms of system of cluster and cooperation in production, conversion and export of fruit and vegetable and grape products.

Establish procedure according to which:

creation of clusters on production, conversion and export of fruit and vegetable and grape products (further - plodoovoshchevodchesky clusters) is performed on the basis of the tripartite agreement between the initiator and respectively Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas and the Ministry of Agriculture of the Republic of Uzbekistan (further - the tripartite agreement);

initiators of creation of plodoovoshchevodchesky clusters are selected, as a rule, among the overworking and exporting organizations proceeding from their experience and opportunities, having provided at the same time input first of all few used capacities of storage and conversion of products;

fixing of producers of fruit and vegetable and grape products to plodoovoshchevodchesky clusters is performed on voluntary basis by the conclusion between them overworking and the exporting organizations and khokimiyat of the region of delivery agreements of products;

the relations between participants of plodoovoshchevodchesky cluster - the producers of products overworking and the exporting organizations are regulated by delivery agreements of products;

delivery agreements of products are signed on the basis of decisions of Council of Ministers of the Republic of Karakalpakstan and hokim of the areas on placement of fruit and vegetable and grape products accepted on the basis of offers of the overworking and exporting organizations, and conditions of tripartite agreements and are registered district department of agricultural industry;

delivery agreements of products are signed on the basis of requirements of the civil legislation, determination of prices for products proceeding from real costs, rendering information and consulting services, providing with seeds, saplings, fertilizers, fuels and lubricants and other resources at the expense of the advance funds allocated for acquired products, providing recommendations about rendering agrotechnical, agrochemical services and to use of new innovation technologies is provided in them.

3. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

in a month together with the Ministry of Agriculture and the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory to carry out complete inventory of the available gardens and vineyards in all 55 areas specializing in fruit-and-vegetable growing;

create and approve by results of the carried-out inventory count address lists of the updated inefficient gardens and vineyards by each area, having provided at the same time updating in 2020 of unsuitable gardens and vineyards, and in 2021 - 2025 - low-yielding, obsolete and inefficient gardens and vineyards;

provide creation of new gardens and vineyards, previously having assigned them to certain plodoovoshchevodchesky cluster or agricultural consolidation proceeding from cost efficiency.

4. To the Ministry of Agriculture of the Republic of Uzbekistan, Agency on development of gardening and greenhouse facility, Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan to organize on the open parcels of land which are not used in agricultural industry, the low-yielding areas and the areas released from under cotton and grain, and also the lands occupied with unsuitable gardens and vineyards, works on creation of intensive gardens and vineyards, construction of greenhouses with transfer to their population on the terms of leasing and the credit including through commercial banks and leasing companies, having provided creation further on their basis of agricultural associations and plodoovoshchevodchesky clusters.
