About additional measures of the state support of livestock industry

For the purpose of the accelerated development of livestock industry, implementation of modern and innovation methods, volumetric gain and expansion of the range of the made products, and also uninterrupted providing the population with the high-quality and available animal production made in local conditions, the state support of the companies specializing in livestock production:

1. Approve the offer of the State committee of veterinary science and development of livestock production, the Ministry of Agriculture, Ministry of Economy and Industry of the Republic of Uzbekistan, Parrandasanoat Association, Uzbekbaliksanoat Association, Republican association "Korakulchilik" and Uzbekiston of Asalarichilara Association on creation of Republican council on development of livestock production and its industries (further - Republican council) and to approve structure of Republican council according to appendix No. 1.

Determine the main objectives of Republican council:

ensuring mutual cooperation of bodies of the public and economic board in the field of livestock production, public authorities on places, the companies of the industry for conversion of animal production and the subjects of entrepreneurship who are engaged in livestock activities;

regular discussion of the questions connected with development of all industries of livestock production and breeding case and also determination of the measures directed to the solution of the existing problems in this direction;

regular hearing of reports of heads of bodies of the public and economic board in the field of livestock production, and also public authorities on places about realization of the established tasks on sustainable development of industries of livestock production, and also information on implementation of investment projects in livestock production;

state support of industries of livestock production and breeding case, development of actions for increase in productivity and to development of seed farming of feed crops;

the organization of carrying out the analysis of condition of effective use of the parcels of land allocated to animal farmings and also control of pro rata allocation of sowing lands proceeding from cattle stock;

the organization of activities of all industries of livestock production on scientific basis, establishing activities for implementation of results of scientific research and the innovation developments in production and selection and breeding practice;

the solution of the questions connected with development of industry of conversion of animal production, including connected with input of new capacities and expansion of the range of products;

organization of system preparation, advanced training and retraining of personnel.

3. Establish procedure according to which in 2020 - 2022:

a) to the farms making animal production, the state allocates subsidies in the following procedure:

in the amount of 1 million sum for each unit of the breeder cattle acquired at the cattle breedings performing activities in the territory of the republic;

in the amount of 2 million sum for each unit of breeder cattle, in the amount of 400 thousand sum for each breeder sheep and the goat imported from the foreign states;

b) to farms - the members of Uzbekbaliksanoat Association who are growing up fish intensive method, the state allocates subsidies in the amount of 50 percent of expenses to 3,5 of one million sum for 1 breeding uterine livestock of fishes imported on the territory of the Republic of Uzbekistan;

c) to poultry breedings - members of Parrandasanoat Association for compensation of 9 thousand sum of the expenses connected with import of each one-day-old thoroughbred chick.

4. Determine the total amount of subsidies in 2020:

a) allocated for purchase of breeder cattle:

in the amount of 10 billion sum on purchase at the cattle breedings performing activities in the territory of the republic;

in the amount of 40 billion sum for import from the foreign states;

b) the breeding sheep and goats allocated for import in the amount of 6 billion sum.

5. To the Ministry of Finance of the Republic of Uzbekistan to provide covering of expenses on allocation of subsidies to the farms which are making animal production, growing up fish intensive method and poultry breedings at the expense of the means provided in the republican budget of the Republic of Uzbekistan for 2020 on expenses on social and economic development of regions according to orders of the President of the Republic of Uzbekistan, at the same time to provide allocation of appropriate means in parameters of the Government budget of the Republic of Uzbekistan for 2021-2022.

6. To the state committee of veterinary science and development of livestock production and Ministry of Agriculture of the Republic of Uzbekistan:

a) develop offers on development of the Strategy of development for livestock industry, including the directions of the state support of this industry, with involvement in accordance with the established procedure of the independent consulting companies and till July 1, 2020 to submit them for consideration in Administration of the President of the Republic of Uzbekistan.

At the same time to cover the expenses connected with involvement of the independent consulting companies at the expense of means of reserve fund of the Cabinet of Ministers of the Republic of Uzbekistan;

b) together with the Ministry of Finance, the Ministry of Economy and Industry, the State Customs Committee, Uzbekbaliksanoat Association and Parrandasanoat Association in fifteen-day time to develop and bring in the Cabinet of Ministers the procedure for allocation at the expense of means of the Government budget of the Republic of Uzbekistan of subsidies to the farms which are making animal production, growing up fish intensive method, and poultry breedings provided in Item 3 of this resolution. At the same time allocation of subsidies is performed by the Uzbekchorvanasl Agency.

7. To the state committee of veterinary science and development of livestock production of the Republic of Uzbekistan, based on the Strategy of development for livestock industry, till July 1, 2020 to bring in the Ministry of Finance calculation of the subsidies which are subject to allocation in 2021-2022, proceeding from number the realized and imported cattle breedings performing activities in the territory of the republic, breeder cattle, sheep, goats and chickens for acceptance in attention when forming parameters of the Government budget of the Republic of Uzbekistan.
