About measures for further improvement of business environment and enhancement of system of support of entrepreneurship in the country

In recent years in Uzbekistan number of procedures for the purpose of simplification and stimulation of conducting business activity is critically reviewed, the bureaucratic barriers and obstacles which were outdate, not meeting the modern requirements are eliminated. As a result of the taken measures the business environment is improved, in the republic ample opportunities for subjects of entrepreneurship and private investors are created.

Such positive changes widely are recognized today also the authoritative international organizations. In particular, in the report of the World Bank and the International Finance Corporation "Business-2020" Uzbekistan took the 69th place, and on the scale and efficiency of the undertaken reforms entered in "top-20" the best countries reformers in the world.

At the same time the meetings held with entrepreneurs and investors demonstrate insufficient awareness of contractors on places concerning essence and content of the undertaken reforms in this sphere, notable lagging in regulatory legal acts, availability of excessive bureaucratic barriers in case of execution of separate licenses and permissions.

For the purpose of further improvement of business environment, continuation of the reforms begun in the country on provision of bigger freedom to entrepreneurship, and also ensuring the correct application on places of the adopted acts of the legislation:

1. To strictly warn heads of all levels of state governing bodies, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the city of Tashkent, areas and the cities about unconditional observance of requirements of article 53 of the Constitution of the Republic of Uzbekistan by them, and also the Law "About Protection of Private Property and Guarantees of the Rights of Owners".

Determine that initiation of questions on review and cancellation of results of privatization and privatization, including results of value assessment of objects the state, including controlling, law enforcement agencies and courts, is qualified as violation of immunity of private property, such cases are not taken cognizance.

To the Prosecutor General's Office of the Republic of Uzbekistan to strengthen supervision of strict compliance with law about protection of private property and guarantees of the rights of owners, to provide inevitability of responsibility, up to criminal prosecution, officials of authorized state bodies for initiation of review and cancellation of results of privatization and privatization.

2. Specify to heads of the Ministry of construction (Zakirov), Energy ministries (Sultanov), the State committee on land resources, geodesy, cartography and the state inventory (Abdullaev), the Central bank (Nurmuratov), Agencies on management of the state assets (Bekenov) the line items of rating of the country remaining low on the corresponding indicators of the annual report "Business" as a result of insufficiency of implementation in practice of the undertaken reforms, including in such directions as issue of the construction license, connection to electric utility power grids, registration of the real estate, crediting and permission of insolvency.

Create in each of the above-stated ministries and departments the working groups on bringing to contractors on places of the reforms undertaken in the respective sphere.

Assign to these working groups of task on finishing and explanation to contractors on places of essence and content of the undertaken reforms, to elimination of practice of the wrong application of acts of the legislation, regular studying of opinion of entrepreneurs on places, to carrying out inventory count of the departmental regulatory legal acts adopted by relevant organ, with development of offers on introduction of changes in them proceeding from essence of the performed reforms.

To working groups following the results of every month to enter information on the done work in Administration of the President of the Republic of Uzbekistan.
