About measures for cardinal enhancement of personnel policy and system of the public civil service in the Republic of Uzbekistan

In recent years the large-scale transformations directed to increase in efficiency of activities of public service in the country are performed. Measures for refusal of practice of combination by bodies of economic board of the state regulating and economic functions, creation of modern wages system and social security of employees of state bodies and the organizations are taken.

At the same time number of the system problems and shortcomings leading to insufficient providing state bodies and organizations by qualified specialists, discrepancy of qualification of personnel to objectives and modern requirements, low quality of the made decisions remains.

In particular, there is no law of direct action providing complex legal regulation of the public civil service, including the procedure of open independent competitive candidate screen, and also determining criteria for evaluation of overall performance and competences of the government civil servants, requirements to increase in their qualification.

Absence of authorized body concerning the public civil service does not allow to provide carrying out single personnel policy in state bodies and the organizations, effective management of personnel and human resources development, forming on competitive basis of reserve of qualified personnel and timely replacement of vacant positions of the government civil servants with them.

Besides, the transparent mechanisms of candidate screen on the public civil service providing to all citizens equal access to the public civil service and promotion on it on the basis of professional qualities and special merits are not created.

Also the measures guaranteeing the worthy level of material stimulation and social protection of the government civil servants for the purpose of increase among the population, first of all to youth, prestige of the public civil service at all levels, exceptions of conditions for manifestations of corruption, formalism and bureaucracy are not implemented.

For the purpose of increase in efficiency of the public civil service, ensuring requirements of state bodies and the organizations in qualified personnel, and also consecutive realization of the tasks determined by the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 and the Concept of administrative reform in the Republic of Uzbekistan:

1. Determine that:

the government civil servant is the citizen of the Republic of Uzbekistan performing the activities on the positions entered in the State register of positions of the public civil service;

citizens of foreign states and stateless persons can hold positions of the government civil servants according to the procedure, established by separate decisions of the President of the Republic of Uzbekistan;

activities of the government civil servants holding the positions entered in the State register of positions of the public civil service are regulated by legal acts for the public civil service;

the military service in Armed Forces of the Republic of Uzbekistan and service in law enforcement agencies is the public special service and is regulated by separate acts of the legislation.

2. Consider the priority directions of further enhancement and reforming of the public civil service:

use of the principle of meritocracy providing acceptance on the public civil service and job development of the most worthy and capable persons on the basis of fair and objective assessment of their professional qualities and special merits;

implementation of "career model the" of the public civil service providing consecutive passing of official steps of office career with regular advanced training of personnel, and also with categorization of the government civil servants and assignment of qualification ranks (ranks) by it;

acceptance on the public civil service on the basis of the open independent competitive selection allowing to estimate objectively all advantages and the candidate's benefits, including its moral and ethical and patriotic qualities;
