About measures for deep reforming of system of road economy of the Republic of Uzbekistan
Development of modern highway network, taking into account geographical arrangement of the republic, is primary task for increase in competitiveness of domestic economy, development of transport capacity of the republic and expansion of export opportunities.
For last years number of the measures directed to improvement of road and transport infrastructure, construction of modern highways, increase in comfort and traffic safety according to international standards is realized.
Considerably financing of works on construction and repair of highways increased that allowed to increase in recent years amounts of the performed road-building and repair works almost three times.
Successfully projects in the field of road construction together with such international financial institutions as the World Bank, the European Bank for Reconstruction and Development, Asian Development Bank, Islamic development bank, the Saudi fund of development and the Kuwaiti fund of the Arab economic development are implemented.
In particular, preparation of projects on construction according to the advanced international standards of high-speed paid highways with attraction of financial resources of the European Bank for Reconstruction and Development and World Bank is begun.
At the same time the system of public administration by road economy of the republic has number of the problems and shortcomings constraining forming of competitive environment and investment attraction in industry.
In particular, lack of long-term strategy of investment attraction in road industry, including on the terms of public-private partnership, does not allow to use alternative sources of financing of works, assigning the main financial expense burden to the Government budget.
Besides, combination by Committee on highways under the Ministry of transport of the Republic of Uzbekistan (further - Committee) regulating and economic functions, including powers of the customer and contractor, does not allow to create effective management system and to create healthy competitive environment in the market of road-building works.
For the purpose of creation of modern management system by road economy, accurate differentiation of regulating and economic functions, forming of healthy competitive environment due to demonopolization, involvement of the companies of private sector and increase in investment appeal, widespread introduction of innovations in road construction, and also according to tasks of Strategy of actions on five priority development trends of the Republic of Uzbekistan in 2017 - 2021:
1. To the ministry of transport together with the Ministry of Economy and Industry, the Ministry of Finance, the Ministry of investments and foreign trade with involvement of the leading foreign experts and consultants till September 1, 2020 to introduce the Strategy of development for highways till 2030 including providing in the Cabinet of Ministers of the Republic of Uzbekistan:
increase in transit and logistic capacity of the republic by means of development of network of modern highways of the international value and high-speed highways, and also their integration into the international transport corridors;
consecutive decrease in load of the budget by investment attraction, means of the international financial institutions, and also projects implementation on the terms of public-private partnership;
step-by-step increase by 2022 in operating expenses of highways twice at least;
application of international and acknowledged methodology of selection and assessment of the most priority projects in the field of road construction, and also forecasting of efficiency of their realization;
implementation of the new technologies and programs for management of road assets performing monitoring of condition of highways, collection and maintaining necessary statistical data;
application of modern management systems transport flows for the purpose of effective use of the available road infrastructure.
2. Determine that since January 1, 2020:
contracts on again begun objects for designing, construction, reconstruction and major repair of highways, and also implementation of technical advice concerning road-building works consist only following the results of competition (tender) held according to the legislation on public procurements;
consulting services (technical advice) concerning road-building works can be performed by independent organizations on the terms of outsourcing according to the international practice, including the provisions FIDIC;
functions of the customer on construction and repair of city streets of Tashkent performs, according to the procedure of experiment, khokimiyat of Tashkent.
3. Cancel since January 1, 2020 requirements according to which:
the organizations for designing of construction, reconstruction and major repair of highways public, regional highways and bridges are only Yul loyikha byurosi LLC, JSC Boshtransloyikha and SUE Institute on Designing of Road Bridges, Overpasses and Other Artificial Features;
customer on construction, reconstruction and major repair of road bridges, overpasses and other artificial features is Directorate on Construction and Reconstruction of Road Bridges, Overpasses and Other Artificial Features Unitary Enterprise;
contract organizations on construction, reconstruction and major repair of highways public and regional highways and bridges are only structural divisions of Committee and Kuprikkurilish Trust Unitary Enterprise;
receipt of the license for the right of implementation of activities in the field of realization of petrobitumen of road brands is required.
4. Accept the offer of the Ministry of transport of the Republic of Uzbekistan, the Ministry of Finance, Ministry of Economy and Industry, Agency on management of the state assets and JSC Uzbekiston temir yullari about:
removal from structure of Committee of the road-building companies with their transformation to limited liability companies;
formation of JSC Yulkurilish with transfer of the state share in authorized capitals of the companies removed from structure of Committee to it;
formation of JSC Kuprikkurilish based on the companies Kuprikkurilish Trust Unitary Enterprise of JSC Uzbekiston temir yullari;
to transfer of bridges (overpasses) which are under authority Kuprikkurilish Trust Unitary Enterprise on highways public in maintaining Committee, on streets of the cities and other settlements, intereconomic rural highways - public authorities on places.
5. Determine that the Committee is specially authorized body in the field of highways acting as the single customer of works on designing, construction, reconstruction, repair and operation of highways public.
Assign to Committee, along with the tasks provided by the Law of the Republic of Uzbekistan "About highways", implementation of measures on:
to maintenance in proper condition and to development of highway network of the republic public, increase in their handling capacity, improvement of the quality of the services rendered to users of highways and also coordination of development of objects of road and roadside service;
to study and projects implementation in the field of road construction with participation of the international financial institutions and foreign government financial organizations, and also with attraction of financial resources of donors;
