About measures for deep reforming of system of road economy of the Republic of Uzbekistan
Development of modern highway network, taking into account geographical arrangement of the republic, is paramount task for increase in competitiveness of domestic economy, development of transport capacity of the republic and expansion of export opportunities.
For last years number of the measures directed to improvement of road and transport infrastructure, construction of modern highways, increase in comfort and traffic safety according to international standards is realized.
Considerably financing of works on construction and repair of highways increased that allowed to increase in recent years amounts of the performed road-building and repair works almost three times.
Successfully projects in the field of road construction together with such international financial institutions as the World Bank, the European Bank for Reconstruction and Development, Asian Development Bank, Islamic development bank, the Saudi fund of development and the Kuwaiti fund of the Arab economic development are implemented.
In particular, preparation of projects on construction according to the advanced international standards of high-speed paid highways with attraction of financial resources of the European Bank for Reconstruction and Development and World Bank is begun.
At the same time the system of public administration by road economy of the republic has number of the problems and shortcomings constraining forming of competitive environment and investment attraction in industry.
In particular, lack of long-term strategy of investment attraction in road industry, including on the terms of public-private partnership, does not allow to use alternative sources of financing of works, assigning the main financial expense burden to the Government budget.
Besides, combination by Committee on highways under the Ministry of transport of the Republic of Uzbekistan (further - Committee) regulating and economic functions, including powers of the customer and contractor, does not allow to create effective management system and to create healthy competitive environment in the market of road-building works.
