About pilot project on approbation of normative financing of organizations of education

For the purpose of enhancement of budget financing in the field of education the Council of Ministers of the Republic of Belarus DECIDES:

1. Realize during 2020 pilot project on approbation of normative financing of the organizations of professional, secondary vocational education financed by means of the regional budget of the Mogilev region and which are under supervision of head department by training of the Mogilev regional executive committee (further - pilot project).

2. Determine that:

2.1. the amount of the budgetary funds provided on realization of pilot project is calculated proceeding from the basic standard rate of fiscal capacity of expenses on training and education of one student (further - the basic standard rate), the adjusting factors applied to the basic standard rate and indicators of number of the students on all organizations of education determined by the Mogilev regional executive committee for 2020;

2.2. also budgetary funds are allocated for ensuring functioning of organizations of education and implementation of measures for social protection of students along with the budgetary funds calculated according to subitem 2.1 of this Item on:

content of property of organizations of education (acquisition of the equipment and other fixed assets, capital and running repair of buildings and rooms, payment of utilities) proceeding from the reasonable need for expenses;

the guaranteed and address ensuring realization of the measures for social protection of students established by the legislation within the means of the regional budget of the Mogilev region provided on expenses on professional, secondary vocational education;

2.3. the standard states and standard rates of number of employees of organizations of education established by the Ministry of Education for the organizations of education participating in realization of pilot project have advisory nature.

3. Determine:

3.1. the basic standard rate for the student mastering contents of educational programs of vocational training in the amount of 3318, 64 rubles, secondary vocational education, - in the amount of 2838, 04 rubles;

3.2. the adjusting factors applied to the basic standard rate of fiscal capacity of expenses on training and education of one student according to appendix.

4. The Mogilev regional council of deputies has the right to increase amount of the budgetary funds calculated according to subitem 2.1 of Item 2 of this resolution and approved in accordance with the established procedure in the presence of sources of covering of such expenses.

5. To the Ministry of Education:

5.1. in coordination with the Ministry of Finance to approve the instruction about determination of structure of the basic standard rate, procedure for measure definition of number of students, procedure of payments of amount of the budgetary funds provided on realization of pilot project, procedure and conditions of their direction;

5.2. till February 1, 2021 to submit the report on results of realization of pilot project in Council of Ministers of the Republic of Belarus.

6. To the Mogilev regional executive committee:

6.1. provide realization of pilot project;

6.2. determine indicators of number of students in organizations of education for 2020;

6.3. perform monitoring of realization of pilot project and till July 20, 2020 and on January 20, 2021 to submit reports on its accomplishment in the Ministry of Education.

7. This resolution becomes effective in the following procedure:

subitem 5.1 of Item 5 - after official publication of this resolution;

other provisions of this resolution - since January 1, 2020.
