RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About measures for further development of public-private partnership in the field of preschool education

(as amended on 27-09-2023)

For the purpose of further expansion of network of the organizations of preschool education by support of public-private partnership in the field of preschool education and providing wide scope of children with preschool education:

1. Take into consideration that:

for the purpose of further development of public-private partnership in the field of preschool education in 2018-2019 the loans of Fund of reconstruction and development of the Republic of Uzbekistan and the international financial institutions in equivalent 200, are attracted by 0 million US dollars;

at the expense of these credits on 992 of 1 412 agreements on public-private partnership (further - agreements) on creation of the non-state preschool educational organizations on 140,1 thousand places signed between the Ministry of preschool education of the Republic of Uzbekistan and private partners are financed soft credits;

under 100 and more agreements from 420 private partners 25 and more percent of amount of works on creation, construction, reconstruction, repair and equipping of the non-state preschool educational organizations are executed (further - creation of the preschool educational organizations).

2. Approve offers of the Ministry of preschool education and the Ministry of Finance of the Republic of Uzbekistan on allocation to commercial banks of additional resources for financing in accordance with the established procedure of the credits under the signed agreements for the purpose of continuation of the program of creation of the preschool educational organizations on the basis of public-private partnership.

3. Determine that:

a) The Ministry of Finance till March 1, 2020 within the means provided in the Government budget for 2020 on social and economic development of regions according to orders of the President of the Republic of Uzbekistan allocates 182 billion sum for financing of the credits under agreements according to which till December 1, 2019 works on creation of the preschool educational organizations are executed of at least 25 percent. At the same time the credits are allocated for a period of 15 years, including with three-year grace period at the rate 1 annual interest rate.

b) the credits allocated on creation of the non-state preschool educational organizations on the basis of public-private partnership, and also financed by the funds raised from the international financial institutions are provided:

in the city of Tashkent - for a period of 10 years, including grace period 2 years, at the rate of 12 annual interest rates;

in the city of Nukus, the administrative centers of areas and the cities of regional subordination - for a period of 10 years, including grace period 2 years, at the rate of 8 annual interest rates;

in areas - for a period of 10 years, including grace period 2 years, at the rate of 5 annual interest rates;

c) the credits under the agreements signed in 2021 and in the years ahead are financed by the attracted soft credits (loans) of the international financial institutions, and also the principal debt repaid by the private partner in earlier allocated credits for creation of the preschool educational organizations on the basis of public-private partnership;

d) the credits under the agreements signed in accordance with the established procedure in 2018-2019 and not financed, and also signed in the years ahead are financed by commercial banks after full implementation (acquisition) by the private partner by own means of necessary works (goods) provided in these agreements.

4. Determine that:

the percent on the credits provided by the subitem "an" of Item 3 of this resolution paid by the private partner remain completely in the servicing commercial bank;

1 percent from paid by the private partner of loan interest rate provided by the subitem "b" of Item 3 of this resolution remain in the servicing commercial bank, other part is transferred in the income of the republican budget of the Republic of Uzbekistan.

5. To the ministry of investments and foreign trade together with the Ministry of preschool education and the Ministry of Finance of the Republic of Uzbekistan to take measures for attraction in 2020-2021 of soft credits (loans) of the international financial institutions for creation of the non-state preschool educational organizations on the basis of public-private partnership.

6. To the ministry of preschool and school education of the Republic of Uzbekistan:

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to pay attention to creation of the non-state preschool educational organizations on the basis of public-private partnership in priority procedure in the cities of Tashkent and Nukus, the cities of regional subordination, and also the administrative centers of areas and areas;

study capacity and scope of the preschool educational organizations which are available in regions, to determine the need for occasional seats of the new and operating non-state preschool educational organizations proceeding from population, living in the respective region;

provide in 2020 and the next years the conclusion of agreements only within the means accumulated on specially opened treasurer personal account at the expense of the loans (loans) attracted from the international financial institutions and the principal debt repaid by the private partner in the credits which are earlier allocated for creation of the preschool educational organizations on the basis of public-private partnership.

7. To the Ministry of Finance of the Republic of Uzbekistan to adjust carrying out permanent monitoring of target and effective use of the credits allocated to private partners and also the budget subsidies allocated to the preschool educational organizations.

8. Make changes and additions to the resolution of the President of the Republic of Uzbekistan of April 5, 2018 No. PP-3651 "About measures for further stimulation and development of system of preschool education" according to appendix No. 2.

9. To the ministry of preschool education together with the interested ministries and departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution in a month.

10. Establish the following procedure for execution of this resolution:

- to the Minister of Finance D. A. Kuchkarov - to provide to the deputy prime minister of the Republic of Uzbekistan high-quality, full and timely execution of this resolution, to effectively organize and coordinate activities of the ministries, departments and organizations responsible for realization of the established measures, to quarterly accept reports of their heads on the carried-out work, to timely eliminate the revealed defects;
