About the Development program of tax administration for 2020 - 2025

According to provisions of article 15 of the constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Development program of tax administration for 2020 - 2025 and the Actions plan on program implementation of development of tax administration for 2020 - 2025 (appendices 1 and 2).

2. Under the Government of the Republic of Tajikistan together with the relevant ministries and departments, local executive bodies of the government to provide to the Tax Committee execution of the Development program of tax administration for 2020 - 2025.

3. To the Tax Committee under the Government of the Republic of Tajikistan together with the Ministry of Finance of the Republic of Tajikistan and the State committee on investments and management of state-owned property of the Republic of Tajikistan for the purpose of program implementation of development of tax administration for 2020 - 2025 to take necessary measures for attraction of grant means of the financial organizations.

4. To the Tax Committee under the Government of the Republic of Tajikistan annually to submit in the Government of the Republic of Tajikistan the report on the course of accomplishment of the Development program of tax administration for 2020 - 2025.

The development program of tax administration in the Republic of Tajikistan for 2020 - 2025

1. General provisions

1. The development program of tax administration for 2020-2025 (further - the Program) is the medium-term action program based on priorities of the National strategy of development for the Republic of Tajikistan to the period till 2030 and performed taking into account achievements of the international practice, for the purpose of simplification and availability of provision of services to taxpayers and increases in tax discipline of taxpayers, ensuring consecutive development of tax administration, implementation of digital economy and further improvement of the tax relations between taxpayers and tax authorities.

2. Development of tax administration as important element of economic reforms in the Republic of Tajikistan, it is directed to improvement of business environment and investment climate, strengthening of competitiveness of national economy and forming of digital economy.

2. The current provision of tax administration in the Republic of Tajikistan

In recent years in the Republic of Tajikistan number of reforms within program implementation of development of tax administration for 2011 - 2019, for the purpose of development of tax administration for assistance of sustainable development of various sectors of economy was carried out. In particular, as a result of implementation of the specified Program the following results were achieved:

- for the purpose of reorganization of structure and enhancement of functional obligations of tax authorities the Regulations on the Tax Committee in the new edition are developed and it is approved by the order of the Government of the Republic of Tajikistan of August 31, 2012 No. 456. In this regard, for the purpose of strengthening and upgrade of services for citizens and taxpayers, changes and in their structure are made to management structure about servicing of taxpayers, Tax Administrations of the Gorno-Badakhshan Autonomous Region, Sughd and Khatlon areas, the city of Dushanbe and tax authorities of the cities and areas of republican subordination departments of servicing of business entities and citizens are created;

- the data-processing center for increase in overall performance of the Tax Committee, enhancement of its management and providing territorial tax authorities with necessary information is created;

- between the Ministry of Finance and the Tax Committee the single network by means of which data on tax revenues in the budget are reported to tax authorities through the protected and other lines is created;

- halls of videoconferences in buildings of central office of the Tax Committee, tax authorities of the city of Kulob for territorial tax authorities of the Kulob area of Khatlon Region, Tax Administration in Gorno-Badakhshan autonomous area, Tax Administrations of Sughd and Khatlon areas for the organization of remote meetings with personnel and taxpayers are created;
