Regulations on procedure for holding energy efficient actions, cost recoveries on their realization

Chapter 1. General provisions

1. This Provision determines procedure for planning, realization and financing of energy efficient actions, compensations by owners of costs (parts of costs) for their realization, and also criteria of reference of citizens to category of needy and other socially vulnerable groups, procedure for adoption by local executive and administrative organs of decisions on establishment for such categories of citizens of other term of cost recovery (part of costs) for realization of energy efficient actions (further - cost recovery on realization of energy efficient actions).

2. For the purposes of this provision terms and their determinations in the values established in article 1 of the Housing code of the Republic of Belarus and also the following terms and their determinations are used:

the customer - the authorized person on management of common property of joint household or other state organization authorized by local executive and administrative organ on the conclusion of agreements on realization of energy efficient actions in the apartment apartment house;

general meeting - general meeting of participants of joint household, organization members of builders, copartners of owners on the issue of holding energy efficient actions;

owners are owners of residential and (or) non-residential premises, members of the organizations of builders;

energy efficient actions - the actions directed to effective and rational use of heat energy in apartment apartment houses.

Chapter 2. Procedure for planning of energy efficient actions

Planning of energy efficient actions is performed based on perspective programs of realization of energy efficient actions (further - perspective programs) and the current schedules of realization of the energy efficient actions (further - the current schedules) for one year in the forms determined by the Ministry of Housing and Public Utilities created and approved by district, city executive committees, local administrations of areas in the cities.
