About approval of the professional standard "Employment Assistance (Jobcenter)"

According to Item 2-1 of Article 117 of the Labor code of the Republic of Kazakhstan of November 23, 2015, PRIKAZYVAYU:

1. Approve the enclosed professional standard "Employment Assistance (Jobcenter)".

2. To provide to development department of national system of qualification and forecasting of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the first vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Zhilkibayev E. Zh.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard "Employment Assistance (Jobcenter)"

Chapter 1. General provisions

1. The professional standard "Employment Assistance (Jobcenter)" is intended for determination of requirements to skill level and competence, and is applied to content, quality and working conditions on the services rendered by the state legal entities.

2. In this professional standard the following terms and determinations are applied:

1) social professional orientation - complex of the interconnected actions directed to rendering the practical help in the choice of professions, change of occupation and advanced training taking into account professional knowledge, skills, interests of the personality and requirements of the labor market;

2) qualification - degree of professional readiness of the worker, availability of knowledge, skills necessary for accomplishment of certain degree of complexity of work;

3) skill level - set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;

4) knowledge - result of assimilation of information by means of training and personal experience, set of the facts, the principles, theories and the practicians belonging to the sphere of training or work; qualification component which shall be exposed to assessment;

5) vacancy - free workplace (position) at the employer;

6) the labor market - the sphere of forming of the demand and supply on labor power;

7) labor function - enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

8) private employment agency - the physical person or legal entity rendering the labor mediation registered according to the procedure, established by the legislation of the Republic of Kazakhstan;

9) employer - physical person or legal entity with which the worker consists in employment relationships;

10) employment - complex of the organizational, economic and legal actions designed to promote employment of the population;

11) jobless person - the physical person performing job search and ready to get to work;

12) unemployment - the social and economic phenomenon caused by not demand in the labor market of part of labor power;

13) social protection from unemployment - package of measures, performed by the state according to the procedure, established by the legislation of the Republic of Kazakhstan on employment of the population;

14) the consultant - the employee of jobcenter of the population providing consultation to the addressed person;

15) profession - degree of professional readiness of the worker, availability of knowledge, skills necessary for accomplishment of certain degree of complexity of work;

16) professional subgroup - the set of professions created by complete set of labor functions and competences, necessary for their accomplishment;

17) professional training - training in the organizations of education or training centers under the organizations of the employers having the right to educational activities including professional training, retraining for the purpose of receipt of new specialties (professions) and advanced training within the measures of assistance of employment provided by the Law of the Republic of Kazakhstan "About employment of the population";

18) professional group - the set of professional subgroups having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;

19) competence - employee ability to apply knowledge, abilities and experience in professional and labor activity;

20) industry frame of qualifications - the structured description of the qualification levels recognized in industry;

21) employment of the population - the labor activity connected with satisfaction personal and public needs, which is not contradicting the legislation of the Republic of Kazakhstan, bringing in earnings or the income;

22) jobcenter of the population - the legal entity created by local executive body of the area, the cities of regional and republican value, the capital for the purpose of realization of active measures of assistance of employment, the organization of social protection from unemployment and other measures of assistance of employment;

23) active measures of assistance of employment of the population - measure of social protection from unemployment and employment of the population, the state support of citizens of the Republic of Kazakhstan and oralmans from among jobless, separate categories of the busy persons determined by the Government of the Republic of Kazakhstan, and also the other persons in the cases provided by the Law of the Republic of Kazakhstan "About employment of the population" performed according to the procedure, established by the legislation of the Republic of Kazakhstan on employment of the population;

24) the job seeker - the citizen who addressed to jobcenter of the population for receipt of consultation, information and behind assistance in labor mediation;

25) the job seekers specialist - the official of jobcenter of the population, authorized to perform labor mediation for job seekers, on consultation on active measures of assistance of employment, matching of suitable work and to involvement on training.

3. In this professional standard the following reducings are used:

KS - the job evaluation catalog of positions of heads, specialists and other employees;

NRK - national frame of qualifications;

ORK - industry frame of qualifications;

RK - the Republic of Kazakhstan;

TsZN - jobcenter of the population.

Chapter 2. Passport of the professional standard

4. Name of the professional standard: "Employment assistance (jobcenter)".

5. Purpose of development of the professional standard: development of single requirements to professional activity in the field of employment of the population, the system and structured description meeting modern requirements of the labor market, labor functions, relevant requirements to knowledge, abilities, skills and personal employee competences.
