About approval of the professional standard "Organization of Pension Payment, Benefits and Social Payments"

According to Item 2-1 of Article 117 of the Labor code of the Republic of Kazakhstan of November 23, 2015, PRIKAZYVAYU:

1. Approve the enclosed professional standard "Organization of Pension Payment, Benefits and Social Payments".

2. To provide to development department of national system of qualification and forecasting of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the first vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Zhilkibayev E. Zh.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard "Organization of Pension Payment, Benefits and Social Payments"

Chapter 1. General provisions

1. The professional standard "Organization of Pension Payment, Benefits and Social Payments" is intended for determination of requirements to skill level and competence of workers, and is applied to content, quality and working conditions on the services rendered by the state legal entities with participation of the state.

This professional standard will allow to create educational programs, including for personnel training, certification of workers and graduates of educational institutions, to solve wide range of tasks in the field of pension payment, benefits and social payments.

2. In this professional standard the following terms and determinations are applied:

1) social assignments - the obligatory payments paid to the State Social Insurance Fund, granting the right to the participant of system of compulsory social insurance for whom social assignments were made, and in case of loss of the supporter to the members of his family consisting in its dependence to receive social payments;

2) social payments - the payments performed by the State Social Insurance Fund for benefit of the receiver of social payment;

3) the receiver of social payment - the physical person for whom social contributions to the State Social Insurance Fund before case of social risk were made and concerning which the State Social Insurance Fund passes the decision on purpose of social payments and in case of the death of person who is the participant of system of compulsory social insurance for whom social assignments were made - members of the family of the dead (recognized by court is unknown absent or declared the dead) the supporter, consisting in its dependence;

4) qualification - degree of professional readiness of the worker, availability of knowledge, skills necessary for accomplishment of certain degree of complexity of work;

5) skill level - set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;

6) knowledge - result of assimilation of information by means of training and personal experience, set of the facts, the principles, theories and the practicians belonging to the sphere of training or work; qualification component which shall be exposed to assessment;

7) labor function - enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

8) pension - set of the state base retirement benefit and (or) retirement benefits on age and (or) retirement benefits for long service and (or) from the single accumulation pension fund, and (or) the Voluntary accumulation pension fund;

9) profession - degree of professional readiness of the worker, availability of knowledge, skills necessary for accomplishment of certain degree of complexity of work;

10) professional subgroup - the set of professions created by complete set of labor functions and competences, necessary for their accomplishment;

11) professional group - the set of professional subgroups having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;

12) competence - employee ability to apply knowledge, abilities and experience in professional and labor activity;

13) position - the functional place in system of organizational and administrative hierarchy of the organization, official position of the worker;

14) the State Social Insurance Fund - the legal entity making accumulation of social assignments and payment to participants of system of compulsory social insurance concerning whom there came the case of social risk including family members - dependents in case of loss of the supporter - the participant of system of compulsory social insurance;

15) industry frame of qualifications - the structured description of the qualification levels recognized in industry.

3. In this professional standard the following reducings are used:
