ORDER OF THE MINISTER OF DEFENCE OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of accounting of staff of Armed Forces of the Republic of Kazakhstan

Based on subitem 19-46) of Item 21 of the Regulations on the Ministry of Defence of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of August 16, 2001 No. 1074 I ORDER:

1. Approve the enclosed Rules of accounting of staff of Armed Forces of the Republic of Kazakhstan.

2. To provide to department of organizational and mobilization work of the General Staff of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

3) submission to Legal department of the Ministry of Defence of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising deputy defense secretary of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of accounting of staff of Armed Forces of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of accounting of staff of Armed Forces of the Republic of Kazakhstan (further - Rules) determine accounting treatment for staff of Armed Forces of the Republic of Kazakhstan (further - AF of RK).

2. In these rules the following basic concepts are used:

1) military unit - the republican public institution which is organizational and independent unit of AF of RK, other troops and military forming to which it is appropriated conditional and (or) valid names;

2) the acting troops - bodies of military management, connection and the military units of AF of RK which are involved in fighting and military operations;

3) bodies of military management - strategic, operational and strategic, operational and territorial, operational and tactical, tactical and local authorities of military management;

4) accounting of staff - documentary maintaining and registration of personal, regular and official, quantitative data of the military personnel, faces of civil personnel in bodies of military management (military units) of AF of RK.

3. Are provided in these rules:

1) accounting of staff of AF of RK in peace time:

accounting of staff in divisions (platoon (avialink), company (the battery, squadron), battalion (division);

accounting of staff in body of military management (military unit);

features of accounting of staff in some military units and organizations;

accounting of the military personnel moved on service;

accounting of the died (died) staff;

accounting of the military personnel who self-willedally left military units;

accounting of officers and scientists in personnel bodies (divisions on work with personnel);

assignment by the serviceman and person liable for call-up of officers of personal numbers;

maintaining personal records of staff;

maintaining military IDs;

2) accounting of staff of AF of RK in wartime:

features of accounting of staff in wartime;

accounting of irretrievable losses of staff;

accounting of the military personnel exempted from captivity;

3) storage and transfer of accounting documents;

4) accounting and document creation of the military personnel of lists of sergeants (foremen), soldiers (sailors) of AF of RK:

document creation in case of appeal of young replenishment;

document creation in case of transfer to the reserve of the military personnel of conscription service;

document creation of contract servicemen of lists of sergeants (foremen), soldiers (sailors) during the moving and appointment, dismissal, assignment of military rank and the conclusion of the contract;

5) accounting and execution of orders on staff:

the edition, accounting and mailing of orders on staff;

creation of orders on staff.

4. The main requirements imposed to accounting of staff are:

1) its permanent maintaining, in any conditions of fighting situation, in forms and according to the procedure, established by these rules;

2) timely, reliable, complete and correct reflection regular, list and cash staff chislennost in bodies of military management (military units);

3) timely entering into accounting data on the happening personal, quantitative and high-quality changes on staff.

5. Accounting of staff will be organized and conducted based on states, orders on bodies of military management, military units, orders on staff and the documents provided by these rules.

On the purposes and tasks accounting of staff is subdivided into personal (inundated), regular and official and quantitative (statistical).

Personal (inundated) account is kept on each serviceman, faces of civil personnel separately and is intended for comprehensive study of their business, moral and other qualities necessary in case of movement and use of personnel.

Regular and official account is kept in body of military management (military unit) and for its data the analysis of completeness by staff on positions and specialties is constituted.

Quantitative (statistical) account is kept in bodies of military management (military units) and is intended for receipt of the digital data characterizing the quantitative and high-quality list of the military personnel and faces of civil personnel.

According to quantitative (statistical) accounting completion of troops by staff, their material logistics, arms and equipment, and also training and their distribution according to the available requirement is planned.

6. Concentration of general information about structure and number of staff is allowed in operational, organizational and mobilization and personnel bodies (divisions on work with personnel) headquarters of bodies of military management (military units).

7. Control of conducting personal, regular and official and quantitative accounting of staff is performed:

1) in divisions - commanders of divisions;

2) in bodies of military management (military units) - chiefs of headquarters;

3) in bodies of military management (military units) where the position of the chief of staff is not provided by the state - chiefs (commanders) of bodies of military management (military units).

Accounting of staff is performed by personnel and organizational and mobilization bodies, and in bodies of military management (military units) where the state does not provide the specified divisions, the order on body of military management (military unit) for accounting designates responsible persons in combination with the main position.

8. Management of practical activities of headquarters concerning accounting of staff for AF of RK is performed:

1) concerning officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) and civil personnel - the structural division of the Ministry of Defence of the Republic of Kazakhstan (further - MO RK) performing matching and arrangement of officer personnel, sergeants, privates of contractual service and civil personnel (further - personnel body of MO RK);

2) concerning the military personnel of conscription military service of list of soldiers (sailors) - the structural division of the General Staff of AF of RK (further - GSh of AF of RK) performing planning and completing of AF of RK by the military personnel of conscription service (further - organizational and mobilization body of GSh of AF of RK);

3) concerning students (undergraduates, doctoral candidates, cadets, cadets and uhlans, listeners and graduateds in a military academy) of military educational institutions - the structural division of MO RK performing management functions in system of the organization and ensuring preparation of military personnel (further - body of military education of MO RK).

9. The condition of accounting of staff in bodies of military management (military units) is checked by annually relevant commissions:

1) in the first quarter - in military units, types of military forces and regional commands, the appointed orders of commanders of the military units ordering types of military forces and troops of regional commands;

2) in the second quarter - in departments, managements, MO RK'S centers and GSh of AF of RK, head departments, in managements of types of AF of RK, management of the chief Tyl and arms, appointed by the order of the First Deputy Minister of Defence - the chief of GSh of AF of RK.

Results of work of the commission on check of condition of accounting of staff are drawn up by the inspection statement of condition of accounting of staff in form, according to appendix 1 to these rules and affirms the official who appointed the commission. Results of check of condition of accounting of staff are reported in writing on command.

Chapter 2. Accounting of staff of Armed Forces of the Republic of Kazakhstan in peace time

Paragraph 1. Accounting of staff in divisions (platoon (avialink), company (the battery, squadron), battalion (division)

10. In platoon (avialink) (further - platoon) account of staff is kept according to personalized lists of staff in form, according to appendix 2 to these rules.

Account of staff is kept by the commander of platoon.

11. In battalion numbering less than 50 people, company, the battery, squadron and it equal (further - company) personal and regular and official account of staff is kept:

1) in the book of accounting of staff in form, according to appendix 3 to these rules;

2) in front note, in form, according to appendix 3 to the Front charter of Armed Forces, other troops and military forming of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of July 5, 2007 No. 364.

For carrying out evening checkings of the military personnel of conscription military service, unplanned checkings of all staff during doctrines, field exits, military charges the personalized list of staff for evening checking in form, according to appendix 4 to these rules is kept.

Account of staff is kept by the commander of company.

12. In battalion, division, aviation squadron and it equal (further - battalion) regular and official and quantitative account is kept:

1) in the book of regular and official accounting of staff in form, according to appendix 5 to these rules;

2) in the book of accounting of staff of management of battalion;

3) in front note;

4) in the personalized list of staff for evening checking.

13. Account of staff in battalion is kept by the chief of staff.

Paragraph 2. Accounting of staff in body of military management (military unit)

14. In body of military management (military unit) personal, regular and official and quantitative account of staff is kept:

1) in the book of alphabetic accounting of staff in form, according to appendix 6 to these rules. In the book of alphabetic accounting of staff are considered:

military personnel of conscription military service;

variable structure;

the persons liable for call-up called on military charges;

faces of civil personnel.

The book of alphabetic accounting of staff is created separately on each category of the military personnel and faces of civil personnel.

2) in the book of alphabetic accounting of officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) in form, according to appendix 7 to these rules;

3) in the book of regular and official accounting of staff;

4) in front note;

5) in the book of accounting of temporarily absent and temporarily arrived staff in form, according to appendix 8 to these rules;

6) in accounting posluzhnykh cards in form, according to appendix 9 to these rules;

7) in personal cards of faces of civil personnel in form, according to appendix 10 to these rules and service records;

8) in the daily sheet in form, according to appendix 11 to these rules;

9) in personal records of officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors);

10) in register of movement of staff in form, according to appendix 12 to these rules;

11) in the sheet of completeness of lists of sergeants (foremen), soldiers (sailors) on positions, military specialties and terms of appeal in form, according to appendix 13 to these rules;

12) in the sheet of the quality characteristic of contract servicemen of list of soldiers (sailors) in form, according to appendix 14 to these rules;

13) in the information about the dismissed contract servicemen of list of soldiers (sailors) in form, according to appendix 15 to these rules;

14) in the sheet of the quality characteristic and completeness of contract servicemen of list of sergeants (foremen) in form, according to appendix 16 to these rules;

15) in the information about the called, dismissed and moved contract servicemen of list of sergeants (foremen) in form, according to appendix 17 to these rules.

Behind condition of accounting of staff it is controlled in the magazine of control of condition of accounting of staff in form, according to appendix 18 to these rules.

Accounting of staff in electronic and paper types, in relation to forms of these rules is allowed. Submission of reports to higher headquarters in forms of the reporting of accounting of staff is made in electronic form. In case of impossibility of sending the document in electronic form are allowed submission of reports in paper form.

15. The register and movements of service records of faces of civil personnel in form, according to appendix 19 to these rules, books of regular and official accounting of staff, accounting of temporarily absent and temporarily arrived staff and front note is conducted by personnel body (division on work with personnel).

16. Based on data of personal and regular and official accounting in body of military management (military unit) documents of quantitative (statistical) accounting of staff which treat are constituted:

1) data on regular and payroll number of staff in form, according to appendix 20 to these rules;

2) data on the actual number of staff on demographic signs in form, according to appendix 21 to these rules;

3) the sheet of completeness of lists of sergeants (foremen), soldiers (sailors) on positions, military specialties and terms of appeal;

4) sheet of the quality characteristic and completeness of contract servicemen of list of sergeants (foremen);

5) the information about the called, dismissed and moved contract servicemen of list of sergeants (foremen);

6) sheet of the quality characteristic of contract servicemen of list of soldiers (sailors);

7) data on the dismissed contract servicemen of list of soldiers (sailors).

Documents of quantitative (statistical) accounting of staff are constituted for body of military management taking into account the subordinate military units containing on the separate state.

At the same time, data on quantitative (statistical) accounting of staff are represented to higher body of military management on subordination by subordinate military units.

Types, head departments of AF of RK, departments, managements, the centers, military units of the central subordination of MO RK and GSh of AF represent RK:

1) in personnel body of MO RK:

the sheet of the quality characteristic and completeness of contract servicemen of list of sergeants (foremen) - quarterly to the 10th following quarter;

the sheet of the quality characteristic of contract servicemen of list of soldiers (sailors) - quarterly to the 10th following quarter;

information about the called, dismissed and moved contract servicemen of list of sergeants (foremen) - monthly to the 10th for the expired month;

data on the dismissed contract servicemen of list of soldiers (sailors) - monthly to the 10th for the expired month;

2) in organizational and mobilization body of GSh of AF of RK:

data on regular and payroll number of staff - monthly to the 5th as of 1 number of current month;

data on the actual number of staff on demographic signs - 2 times a year as of January 1 and on July 1 the current year to the 10th for the expired period;

the sheet of completeness of lists of sergeants (foremen), soldiers (sailors) on positions, military specialties and terms of appeal - 2 times a year as of January 1 and on July 1 the current year to the 10th for the expired period.

17. Transfer of staff in lists of body of military management (military unit) and exception of lists, statement and removal from providing types, stay on treatment and return from medical institution, release from accomplishment of service duties for health reasons, departure in business trips, leaves, for study and arrival, employment and dismissal of civil personnel, structure of daily details, and also entering into accounting documents of the changes which happened in personal accounting data of staff (except for educations, marriages, annulments of marriage, the births of children), are made by orders by front part of the chief (commander) of body of military management (military unit) in form, according to appendix 22 to these rules.

Data on education, marriage, annulment of marriage, the birth of children are introduced in accounting documents of staff based on documents (certificates, diplomas and certificates), granted by relevant organs.

Change of surname, name, middle name (in case of its availability), birth dates, nationalities of the serviceman and faces of civil personnel appears the order of the chief (commander) of body of military management (military unit) for staff based on supporting documents.

At the same time, records about change are entered in accounting documents

no later than three working days from the date of signing of the order.

18. Transfer in lists of body of military management (military unit) of the arrived staff is made in day of their arrival, the order of the chief (commander) of body of military management (military unit) by front part.

At the same time, transfer in lists of staff of body of military management (military unit) is made:

the military personnel and the faces of civil personnel appointed to vacancies;

the military personnel enlisted in the order of the chief (commander) of body of military management (military unit);

the faces of civil personnel which are temporarily appointed to not vacant post (when finding the main worker on leave non-paid on child care before achievement of age of three years by it).

The bases for the publication of the order on transfer of staff in lists of body of military management (military unit) are:

1) for contract servicemen - the instruction and the statement from the order (on staff) about position assignment;

2) for the military personnel of conscription military service - the personalized list and the statement from the order (order) of the chief of higher body of military management;

3) for faces of civil personnel - the application in person about employment with application of documents according to Article 32 of the Labor code of the Republic of Kazakhstan of November 23, 2015 (further - the Labor code RK).

Persons who are temporarily affiliated from other military units and also persons which temporarily arrived to body of military management (military unit) for the different reasons are not enlisted in lists of staff of body of military management (military unit) of the order of the chief (commander) of body of military management (military unit).

19. The exception of lists of staff of body of military management (military unit) for the persons dismissed from military service, appointed for service in other military units, in connection with transfer in state bodies, enlisted for study in military educational institutions is made by the order by front part of the chief (commander) of body of military management (military unit) in day of departure.

At the same time, the military personnel who are granted annual main leave are excluded from lists of the staff from the date of following behind day of the end of leave.

The military personnel who arrived in military educational institutions is excluded from lists of staff of body of military management (military unit) from the date of transfer for study in case of receipt of the statement from the order on transfer. The specified statements are sent in body of military management (military unit) no later than three working days from the date of the publication of the order on transfer.

Persons condemned to restriction or imprisonment, being by the time of the introduction of sentence in legal force under guards, are excluded from lists of body of military management (military unit) in terms:

1) from the date of the beginning of the serving sentence specified in the court verdict;

2) the same persons which are by the time of the introduction of the court verdict in legal force on freedom - from the date of receipt of military management by body (military unit) of the notice of court on the introduction of sentence in legal force.

Persons, the dead and the dead are excluded from lists of body of military management (military unit) from the next day after documentary confirmation of date of death (death) in the information system "Civil registrations" (further - IS the REGISTRY OFFICE).

20. Are not excluded from lists of staff of body of military management (military unit) before adjudgement of court and are considered as temporarily absent military personnel who self-willedally left body of military management (military unit). Their exception of lists of body of military management (military unit) is made by the order of the chief (commander) of body of military management (military unit) for staff after receipt of the notice on the introduction of the court verdict in legal force.

Military personnel and faces of civil personnel is not excluded from lists of staff of body of military management (military unit) and considered as temporarily absent:

1) directed to study in military educational institutions and teaching departments without release from posts;

2) directed to treatment in medical institutions of all types, irrespective of treatment term;

3) temporarily disposed from body of military management (military unit) for the different reasons (in business trip, leave, on the charges which are temporarily attached to other military units or state bodies);

4) being under examination or concerning which pre-judicial trial - before acceptance of the final decision on criminal case according to the notice in writing of criminal prosecution authorities is made.

21. In accounting of staff in body of military management (military unit) it is not allowed:

To enlist 1) in lists of staff the order of the chief (commander) of body of military management (military unit) of the military personnel who arrived without documents. Transfer of this military personnel in lists of body of military management (military unit) is made after establishment of their personality and receipt of the documents confirming the direction them in this body of military management (military unit) for passing of military service. Before receipt of supporting documents the military personnel is considered as temporarily affiliated;

To enlist 2) in lists of staff of body of military management (military unit) or to exclude them total number without inundated transfer in the order of the chief (commander) of body of military management (military unit) of each serviceman and faces of civil personnel;

To include 3) in documents of personal accounting or to exclude from them staff without publication of the order of the chief (commander) of body of military management (military unit);

To bring 4) in documents of personal and regular and official accounting of change and amendment according to the military personnel, faces of civil personnel without supporting documents.

22. In bodies of military management (military units) to operational and strategic body of military management account of staff is kept:

1) officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) and civil personnel - personnel body (division on work with personnel);

2) the military personnel of conscription military service of list of soldiers (sailors) - the structural division which is responsible for organizational and mobilization work.

In body of military management (military unit) where the state does not provide the specified structural divisions, the order of the chief (commander) of body of military management (military unit), for accounting of staff designates responsible persons in combination.

23. In operational and strategic body of military management account of staff is kept:

1) officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) and civil personnel - the structural division supervising questions of personnel work (work with personnel);

2) the military personnel of conscription service of list of soldiers (sailors) - the structural division supervising questions of organizational and mobilization work;

3) students (cadets and cadets) (in the presence in subordination of military educational institutions) - the structural division supervising questions of military education.

24. In body of military management (military unit):

1) account of staff is kept according to requirements of these rules;

2) the daily sheet and the established reports on staff are timely constituted and represented to the chief for the signature;

3) weekly on Friday, the reconciliation of data of accounting of divisions with data of accounting of body of military management (military unit) is made and entries in the relevant accounting documents are verified;

4) once a quarter in structural divisions is checked condition of accounting of staff and compliance of entries in military IDs of the military personnel with the actual accounting data. By results of checks log entries of control of condition of accounting of staff are made;

5) work on completion of positions of the military personnel and faces of civil personnel is constantly conducted;

6) are timely represented to higher bodies of the report on changes in accounting this military personnel and faces of civil personnel;

7) records about the changed accounting data on staff in the relevant accounting documents are regularly made;

8) lists of the military personnel who is subject to rotation, dismissal for health reasons and reached age limit are kept;

9) the staff of body of military management (military unit) is conducted, changes under orders of the higher headquarters are timely made to it and it is carried to the corresponding commanders and chiefs;

10) materials on the military personnel and the faces of civil personnel which are subject to movement and dismissal are drawn up.

The chief of staff of body of military management (military unit) performs matching and training of persons involved on accounting of staff.

Training of persons involved on accounting of staff in body of military management (military unit) where the state does not provide position of the chief of staff, for the decision of the chief (commander) of body of military management (military unit) is performed by one of his deputies in combination.

25. Organizational and mobilization bodies perform accounting of regular and payroll number of staff, completeness by staff on positions, military specialties, timely creation of the reporting on staff number for body of military management and subordinate military units.

26. Personal records and books of alphabetic accounting on officers, the military personnel of lists of sergeants (foremen), soldiers (sailors) and faces of civil personnel in bodies of military management (military units) to operational and strategic body of military management are inclusive kept by personnel body (division on work with personnel).

In peace time in all bodies of military management (military units) where the boiler allowance is not provided, the daily sheet is not kept.

If necessary conducting electronic accounting of the military personnel in relation to the established accounting forms is allowed.

27. In structural divisions of MO RK and GSh of AF of RK account of staff is kept in data on staff expense in form, according to appendix 23 to these rules. Personal records and books of alphabetic accounting, and also other documents on accounting of staff on officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) and faces of civil personnel are kept in body of personnel work of MO RK.

In division, responsible for administrative work the book of accounting of temporarily absent and temporarily arrived staff is kept.

Transfer of the staff which arrived for further passing of military service in lists of body of military management, is made by the order by front part in day of their arrival.

At the same time, transfer in lists of staff of body of military management is made:

the military personnel and the faces of civil personnel appointed to vacancies;

the military personnel enlisted in the order of the chief (commander) of body of military management (military unit);

the faces of civil personnel which are temporarily appointed to not vacant post (when finding the main worker on leave non-paid on child care before achievement of age of three years by it).

The bases for the publication of the order on transfer of staff in lists of body of military management are:

1) for the military personnel - the instruction, the statement from the order (on staff) about position assignment, the official report about acceptance of cases and position;

2) for faces of civil personnel - the application in person about employment with application of documents according to Article 32 of the Labor code RK.

The exception of lists of staff of body of military management is made after delivery of cases and position in the following terms:

1) for chiefs and deputy chiefs of structural divisions of body of military management - no more than one month;

2) for other military personnel of structural divisions of body of military management - no more than fifteen days.

The bases for the publication of the order on exception of lists of staff of body of military management are the official report about delivery of cases and position, the statement from the order on staff, bypass leaf.

Paragraph 3. Features accounting of staff in some military units and organizations

28. In military educational institutions accounting of officer and variable structures, contract servicemen of lists of sergeants (foremen), soldiers (sailors), military personnel of conscription military service and faces of civil personnel is conducted in personnel body (division on work with personnel).

In personnel body (division on work with personnel) the book of regular and official accounting of staff, the book of accounting of temporarily absent and temporarily arrived staff is also kept.

The front note is conducted by operations duty officers (on duty) on military educational institution.

29. On officers account is kept according to the scheme of accounting of officers in personnel bodies in peace time in form, according to appendix 24 to these rules:

1) according to the book of regular and official accounting of officers in form, according to appendix 25 to these rules;

2) according to the book of alphabetic accounting of officers;

3) according to personal records of officers;

4) in the automated system of accounting of staff.

30. Students in military educational institutions are considered separately from permanent structure according to the book of alphabetic accounting. Regular and official account on variable structure is kept according to the book of regular and official accounting of staff if the staff of educational institution provides content from among the variable list of commanders of departments, sergeants of platoons (deputy commanders of platoons). In other cases regular and official account on variable structure is not kept.

On each cadet instead of accounting posluzhnoy of card the personal record which contains the documents submitted in case of receipt to the military educational institutions of MO RK and documents constituted on them during training including office characteristics in case of transfer from rate into rate is processed.

31. In educational divisions (educational platoon, company, the battery, squadron, battalion, division, faculty), in divisions of ensuring educational process account of staff is kept according to Items 10-14 of these rules.

32. In medical institutions the variable structure is considered in register stationary and outpatients in form, according to appendix 26 to these rules and on register of movement of patients in form, according to appendix 27 to these rules. Account of staff in medical institutions is kept according to Items 14-22 of these rules.

Military personnel after treatment goes medical institutions to military units in the place of their service. Chiefs of medical institutions inform commanders of military units before their statement and exercise control of timely departure to duty stations.

33. In headquarters of the training centers and other military units having variable structure:

1) personal accounting of variable structure (regular and containing at the expense of parts) is conducted according to the book of alphabetic accounting separately from permanent staff. Regular and official account on variable structure is not kept;

2) in divisions of teaching departments account of staff is kept in the book of accounting of staff.

34. In military units numbering staff less than 40 people and the lists of sergeants (foremen), soldiers (sailors) staffed by contract servicemen, the daily sheet is not kept. Account of staff of the specified military units is kept in the book of alphabetic accounting of officers, lists of sergeants (foremen), soldiers (sailors) and the book of regular and official accounting of staff. If as a part of military unit there is military personnel of conscription military service, then also the book of alphabetic accounting of the military personnel of conscription military service is kept.

35. In divisions of departmental and sentry protection:

1) in groups, separate teams, groups, the staff is considered in the book of regular and official accounting of staff. Account is kept by chiefs of groups, separate teams and groups;

2) the book of alphabetic accounting of staff, personal cards and service records of faces of civil personnel are kept in body of military management to which they are subordinated.

36. Accounting of staff in local body of military management (further - MOVA) is conducted by division of personnel work (on work with personnel):

1) in the book of alphabetic accounting of officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors), the military personnel is considered in alphabetical order. Accounting of officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) is conducted separately on everyone categories;

2) on officers account is kept according to the scheme of accounting of officers in personnel bodies in peace time;

3) faces of civil personnel are considered according to the book of alphabetic accounting of staff.

In division of personnel work (on work with personnel) are conducted:

1) personal records of officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors) and faces of civil personnel;

2) book of regular and official accounting of staff;

3) the book of accounting of temporarily absent and temporarily arrived staff.

The front note is conducted by operations duty officers (on duty) on MOVA.

In managements (departments) for defense where the state does not provide divisions of personnel work, the order of the chief of organization, for accounting of staff designates responsible persons in combination.

Paragraph 4. Accounting of the military personnel moved on service

37. Sending the military personnel is made as a part of military echelons and teams. The military personnel who is personally moved on service from one military unit to another goes to the duty station odinochno.

38. When sending staff from one military unit to another in team's line-up the following documents are processed:

1) the personalized list of teams, the decreasing staff - at the chief (senior) is teams;

2) the military ID, the official ID, identity documents, military carriage documents or money on the drive - at each serviceman;

3) accounting послужная card (except officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors), the office card, the office characteristic and the medical book - at the chief is teams in sealed packet;

4) food, ware and cash certificates on each serviceman - at the chief is teams.

39. When sending odinochno, sent the instruction, the military ID, the official ID, the identity document, military carriage documents or money on the drive, food, ware and cash certificates and the medical book are issued.

Headquarters of military units and personnel bodies when sending the military personnel odinochno, inform on it commanders to whose order the military personnel, with indication of arrival term goes. For escort of the serviceman of conscription military service the senior is appointed. Control of staff in travel time behind arrival is imposed on the commanders performing sending the military personnel. In case of not arrival of the military personnel, commanders take measures to clarification of the reasons and circumstances of their absence and notify on it commanders to which order the military personnel and bodies of military police is sent.

In case of appearance of the military personnel in part with delay, clarification of the reasons of delay in conducting office investigation is assigned to the commander to whose order there arrived the serviceman.

40. The personalized list on the military personnel sent from one military unit of the sender to another by echelons or teams is constituted in triplicate. The first and second copies of the personalized list are handed to the chief (senior) of team, and the third copy is filed in cases of part.

The personalized list is signed by the chief of staff of part of the sender and certified by official stamp of military unit on code name.

By transfer of staff the first copy of the list is transferred accepting replenishment, and the second copy is signed handing over and accepting staff, certified by official stamp of the military unit accepting replenishment then together with the acceptance report returns to part from which there arrived the staff.

41. Transfer of the military personnel to representatives of military units is made under powers of attorney on the right of acceptance of the military personnel and drawn up by the act in which the number of the accepted (handed-over) military personnel, their sanitary condition, availability of documents, regimentals and other put property is specified.

Acceptance of replenishment is made by name, according to the list received from the chief of team. Accept the military personnel without inundated check it is not allowed.

42. For persons which lagged behind (removed) from echelon in the act their surnames, names and middle names (are entered in case of its availability) by what MOVA they are called when and where lagged behind or are removed from echelon to whom and when it is told. The statement is drawn up in duplicate to which personalized lists of the military personnel, and on the military personnel removed from echelon, the certificate of the removal reasons are attached. The officials who accepted and handed over the military personnel report on it on command.

The commander of part reports about the military personnel of conscription military service who arrived odinochno in the place of their former service.

43. In the headquarters of the military unit which accepted replenishment, the arrived military personnel is distributed on divisions.

Personalized lists and instructions on the arrived military personnel are stored in the headquarters of military unit. In personalized lists opposite to surname everyone arrived it is specified to what division it is sent for service.

44. By transfer (re-deployment, resubordination) of military units from one regional command in structure of other regional command commanders of military units in the order by front part announce regular and payroll number of staff and represent to the respective headquarters in the place of the previous and new dislocation (subordination) the report on structure and number of the decreased (arrived) staff, and to the headquarters of the previous subordination - the certificate of movement of staff for the accounting period, constituted in any form.

Paragraph 5. Accounting of the died (died) staff

45. In bodies of military management (military units) personal accounting of irretrievable losses of officers, the military personnel of lists of sergeants (foremen), soldiers (sailors) and faces of civil personnel is conducted in personnel body (division on work with personnel).

46. The commander of military unit informs on death or death of the serviceman or face of civil personnel the telegram or by phone family or the nearest relations of the died (dead) and MOVA at the place of residence of family of the died (dead) on the same day. In the telegram or in the message date and cause of death, and also date of sending body of the died (died) serviceman, faces of civil personnel or burial is by phone specified.

47. The military personnel who died of diseases or the dead as a result of incidents, accidents and natural disasters and also it is unknown absent, are excluded by the order by front part from lists of staff according to the Law of the Republic of Kazakhstan of February 16, 2012 "About military service and the status of the military personnel" (further - the Law).

In the order by front part of the serviceman it is specified each dead (the dead, it is unknown absent):

1) position;

2) military rank;

3) surname, name and middle name (in case of its availability);

4) year and birthplace;

5) date of appeal;

6) what MOVA it is called since what time in AF of RK for what reason and when died (died) and whether death is connected with fulfillment of duties of military service;

7) position, military rank, surname, name and middle name (in case of its availability) the representative of part to whom delivery of body is charged;

8) the place address where the body for burial goes;

9) in the absence of the close relatives or other persons requesting body for burial or in case of refusal of close relatives of receipt of body for burial - where and when it is buried;

10) on it is unknown absent - since what time it is excluded from lists of military unit;

11) surname, name and middle name (in case of its availability) wives (the father, mother or other close relative) and their residential address.

48. The order by front part is the basis for dispatch in MOVA of the notice on death (death) of the serviceman, face of civil personnel of sending personal belongings, values and documents of the died (dead), and also for entering into accounting documents of data on time and the reason of exception of the serviceman, face of civil personnel from lists of military unit.

49. The notice on death (death) of the military personnel is constituted in triplicate in form, according to appendix 28 to these rules.

The first and second copies of the notice together with the death certificate received from IS the REGISTRY OFFICE and the statement from the order by front part on exception of lists of staff are transferred by the representative of military unit MOVA at the place of residence of family (relatives) of the serviceman.

In case of absence of the close relatives or other persons requesting body for burial or in case of refusal of close relatives of receipt of body for burial together with the specified documents are sent in MOVA of the photo of places of burial of the died (died) military personnel, no later than day of the burial following behind day. The notice is signed by the commander and the chief of staff of part and certified by official stamp on code name of military unit. The third copy of the notice on death (death) is stored in cases of military unit.

50. On the died (died) military personnel and faces of civil personnel, along with dispatch of the notice in MOVA the personalized list of irretrievable losses of staff in form, according to appendix 29 to these rules is sent to the higher headquarters.

On the died (died) officers, besides, the report on death (death) in form, according to appendix 30 to these rules is submitted on command. On it is unknown the absent officers - the petition for exception of lists of officers of AF of RK in any form, with appendix of the copy of the judgment to them. Reports and petitions are constituted in duplicate. The first copies are represented on command, the second - are stored in cases of military unit.

51. Based on the order by front part in books of alphabetic accounting entry about date and cause of death (death) of the serviceman, faces of civil personnel, the place of burial, number of the order on exception of lists of staff, when to whom and what reference number the notice on death (death) is transferred is made. On officers, number and date of the order on staff on exception of lists of officers of AF of RK registers.

52. On personal belongings, values and documents of the died (dead) the statement of availability of personal belongings, values and documents of the died (dead) in duplicate in form, according to appendix 31 to these rules is drawn up. The act is signed by the commission appointed by the order by part and affirms the commander of military unit. The first copy goes to family of the died (dead), and the second copy remains in military unit.

53. Military IDs, official IDs, accounting послужные cards, documents on cash allowance and other documents of the military personnel are transferred to MOVA at the place of residence of family of the died (dead), and in the absence of family (relatives) - to MOVA in the place of appeal. These documents before sending are checked according to the latest accounting data and on their first page the mark about date of death (death) of the serviceman becomes.

Counters with personal numbers of officers are attached in the first copy of the personal record.

The first copies of personal records on the dead (the dead, missing persons) of officers are sent to MOVA at the place of residence of families of the dead, dead, missing officers, the second and subsequent copies of personal records - to the Central archive of MO RK (further - the Central archive).

Official IDs of officers, military IDs of contract servicemen of lists of sergeants (foremen), soldiers (sailors) are liable to destruction.

54. The personal belongings and values which are subject to transfer to family or relatives of the died (dead) before sending are carefully checked on the first copy of the act, packed together with the first copy of the act, sealed by sealing wax seal on code name of military unit and transferred under list in the second copy of the act to the wife (the husband, the father, mother) or one of other close relatives of the died (dead).

The second copy of the act is stored in military unit.

55. In medical institution concerning the died military personnel from among being on treatment (variable structure) the chief of medical institution immediately reports commanders of military units in which this military personnel served. In messages the military rank, surname, name and middle name (is specified in case of its availability) the dead, date and cause of death.

Notices on the death of the military personnel who was on treatment in medical institutions go to MOVA together with body of the dead and his personal belongings, values and personal papers commanders of military units in which the died military personnel served.

56. In MOVA the alphabetic book of accounting of irretrievable losses of the military personnel and award of pension to their families which families live in the territory of this area (city) in form, according to appendix 32 to these rules is kept. Record in the book is made based on the received notices, death certificates and other documents.

57. The head of department (managements) for defense represents to department for defense of the information about the died (died) serviceman.

In case of the request of relatives for receipt of the repeated notice (in case of loss, spoil of earlier received notice or for permission of civil, family and other legal relationship) the duplicate (copy) of the notice is issued.

Authentic notices and other documents on death (death) of the military personnel are hemmed and stored in MOVA.

58. Accounting of the died (died) military personnel and faces of civil personnel is conducted according to personalized lists of irretrievable losses of staff:

1) in MOVA - for the serviced administrative and territorial units according to the notice of commanders of military units of AF of RK;

2) in bodies of military management of AF of RK - for body of military management and subordinate military units;

3) in organizational and mobilization body of GSh of AF of RK - for bodies of military management and military units of AF of RK.

59. Chiefs of bodies of military management of AF of RK, departments for defense monthly to the 5th represent to organizational and mobilization body of GSh of AF of RK the personalized list of irretrievable losses of staff for the expired month about the died (died) military personnel and faces of civil personnel.

Accounting of the died (died) military personnel and faces of civil personnel of AF of RK is conducted within five years in organizational and mobilization body of GSh of AF of RK by years, separately on everyone categories of the military personnel. After five years organizational and mobilization body of GSh of AF of RK personalized lists of irretrievable losses of staff are given in the Central archive.

Paragraph 6. Accounting of the military personnel who self-willedally left military units

60. The military personnel who self-willedally left military units is considered in headquarters of military units in the book of accounting of the military personnel who made unauthorized leaving of military unit in form according to appendix 33 to these rules. In headquarters of bodies of military management account is kept for subordinate parts, in Head department of military police of AF of RK for AF of RK - in personalized lists of the military personnel who self-willedally left military units.

61. The military personnel who self-willedally left military unit (including with weapon) appears the order by front part on making of unauthorized leaving of part and acts from all types of allowance. Based on the order by front part in Section 6 of the book of alphabetic accounting of staff the pencil makes entry about date of unauthorized leaving of part and number of the daily order.

62. The military personnel who timely did not arrive from leave, treatment, study, business trip and in the absence of substantiating vouchers about the reasons and terms of delay is considered as the military personnel who self-willedally left military unit what it is reported in bodies of military police about.

63. In case of return of the serviceman who self-willedally left part or in case of receipt of the order about its transfer, or dismissal based on the order by front part in Section 6 of the book of alphabetic accounting entry about date of return or sending out on business (dismissal) and number of the order by front part is made.

64. And in Item 23 accounting послужной cards in special marks are dated by the serviceman who allowed unauthorized leaving of military units in Section 6 of the military ID unauthorized leaving of part and return, and number of orders by front part. Record is certified by the signature of the chief of staff of part and official stamp of part on code name.

Paragraph 7. Accounting of officers and scientists in personnel bodies (divisions on work with personnel)

65. In tactical bodies of military management personal, regular and official and quantitative account of the military personnel of officers is kept:

1) according to the book of regular and official accounting;

2) according to the book of alphabetic accounting;

3) according to personal records;

4) in the automated system of accounting of staff.

66. In operational and tactical and operational territorial authorities of military management personal, regular and official and quantitative account of the military personnel of officers is kept:

1) according to the book of alphabetic accounting, for body of military management;

2) according to regular and official cards in form, according to appendix 34 to these rules;

3) according to obedient cards in form, according to appendix 35 to these rules. Cards in alphabetical order unite in obedient card-indexes.

4) according to personal records;

5) in the automated system of accounting of staff.

67. In operational and strategic bodies of military management, personal, regular and official and quantitative account of the military personnel of officers is kept:

1) according to the book of alphabetic accounting, for body of military management;

2) according to regular and official cards;

3) according to obedient cards;

4) according to personal records;

5) in the automated system of accounting of staff.

68. In strategic bodies of military management personal, regular and official and quantitative account of the military personnel of officers is kept:

1) according to regular and official cards;

2) according to obedient cards;

3) according to personal records;

4) in the automated system of accounting of staff.

In head departments of AF of RK which are not issuing orders on staff, regular and official account of the military personnel of officers is kept according to books of regular and official accounting of the military personnel of officers in form, according to appendix 36 to these rules.

69. For the purpose of operational receipt of the statistical data characterizing quantitative and high-quality structure of officer personnel, personnel bodies (divisions on work with personnel) all levels are constituted and the following documents are constantly maintained:

1) data on completeness of positions of officers on specialties in form, according to appendix 37 to these rules;

2) data on number and structure of officer personnel on specialties according to the departmental sheet of urgent reports;

3) the information about national structure of officer personnel according to the departmental sheet of urgent reports;

4) the control list of the termination of contracts, assignments of military ranks, the military personnel reaching age limit in form according to appendix 38 to these rules;

5) the list of the officers who were involved in fighting, accomplishment of tasks in the conditions of emergency or warlike situation and also in the conditions of armed conflicts, in peacekeeping peace support operations and safety, in anti-terrorist operations in form, according to appendix 39 to these rules;

6) the list of the dead and the died officers in form, according to appendix 40 to these rules;

7) the list of the officers transferred from military service to the reserve in form according to appendix 41 to these rules;

8) the list of officers concerning whom criminal cases and the criminal offenses condemned for making according to the departmental sheet of urgent reports are brought;

9) the list of contract servicemen of lists of sergeants (foremen), soldiers (sailors) appointed to officers positions according to the departmental sheet of urgent reports.

70. Statistical (quantitative) recording of the military personnel of officers will be organized on the basis of data of personal and regular and official accounting and conducted:

1) in personnel bodies (divisions on work with personnel) body of military management - on officers for body of military management and subordinate military units;

2) in body of personnel work of MO RK - on the military personnel of officers of AF of RK.

Types of the statistical reporting under officers, terms of its representation, regulation by which it is constituted are determined by the departmental sheet of urgent reports. In case of need and terms of submission of the reporting can be changed by personnel body of MO RK of form.

Accounting of staff in electronic and paper types, in relation to forms of these rules is allowed. Submission of reports to higher headquarters in forms of the reporting of accounting of staff is made in electronic form. In case of impossibility of sending the document in electronic form are allowed submission of reports in paper form.

Documents of quantitative (statistical) accounting of staff are constituted for body of military management taking into account the subordinate military units containing on the separate state.

71. In personnel bodies (divisions on work with personnel) it will be organized and recorded the disposed officers:

1) in personnel bodies (divisions on work with personnel) body of military management of tactical level and it equal - according to books of alphabetic and regular and official accounting;

2) in personnel bodies (divisions on work with personnel) bodies of military management from operational and tactical level and it equal to strategic level inclusive - on obedient and regular and official card-indexes.

Electronic accounting, maintaining obedient and regular and official cards of the military personnel of officers is determined by body of personnel work of MO RK.

72. In personnel bodies (divisions on work with personnel) from regional command the second copies of personal records of the military personnel of officers according to the departmental list of the officials having the right to issue orders on staff (further - the List) are conducted above.

Maintaining personal records (timely replenishment by necessary documents, the certification and characterizing materials, photographs and other accounting materials), refining of the records which are available in them, reconciliation with the first copies, and also control of timely transfer of personal records is imposed on personnel bodies (divisions on work with personnel) all instances which are engaged in studying and personnel recruitment.

Filing of documents, accounting, storage and transfer of personal records, maintaining obedient card-indexes, is assigned to persons who are engaged in accounting.

73. Reports on changes in accounting this military personnel of officers are sent consistently to higher personnel bodies (divisions on work with personnel), at the same time reports on election of the military personnel of officers in state bodies, are sent separately from other reports.

Reports on assignment or confirmation to officers of qualification of the military translator are constituted by personnel bodies (divisions on work with personnel) in the place of assignment or confirmation of qualification and sent in military units in the place of their service and in the personnel bodies (divisions on work with personnel) conducting the second copies of personal records.

74. In the personnel bodies (divisions on work with personnel) conducting the second copies of personal records statements are sent from orders on assignment, confirmation or decrease in cool qualification.

75. The military personnel of officers is considered in personnel bodies (divisions on work with personnel) according to books or obedient maps in day of receipt of the order on appointment. Before receipt of personal records of officers personnel bodies (divisions on work with personnel) military units in day of arrival of officers based on the identity document, statements from orders on staff and instructions make filling of the corresponding columns in books of alphabetic accounting, and personnel bodies (divisions on work with personnel) regional commands above - in regular and official and obedient cards. Missing data in the book of alphabetic accounting, in regular and official and obedient cards register after receipt of personal records.

76. In military units personal account of scientists according to accounting card of the scientist in form, according to appendix 42 to these rules is kept.

In personnel bodies (divisions on work with personnel) head departments, regional commands of types and types of military forces account of scientists is kept according to control lists for body of military management and subordinate military units.

Irrespective of post and kind of work treat the scientists who are subject to accounting:

1) in research establishments all persons, irrespective of availability at them academic degree or academic status, the holding positions:

chiefs of research (scientific and test) organizations and their deputies, except deputies on material or to material logistics;

chief specialists (chief engineers, chief designers, chief chemists);

chiefs of research (scientific and test) managements and their deputies, chiefs of computer centers and their deputies;

scientific consultants;

scientific secretaries;

chiefs of research (scientific and test) departments, laboratories, departments, sectors and groups;

deputy chiefs of research (scientific and test) departments and laboratories;

chiefs of publishing departments of military and technical information;

research associates;

all persons which are systematically conducting research work

according to the approved plan of research works, irrespective of post and availability at them academic degree or academic status;

2) in military educational institutions all persons holding positions:

chiefs of military educational institutions and their deputies, except deputies for the back, material, to material logistics, engineering air service or technical part;

chiefs of departments educational, research, military and technical information and their deputies;

chiefs of publishing and scientific and computing departments;

chiefs of faculties and their deputies;

chiefs of departments and their deputies;

chiefs of research laboratories, departments and groups;

chiefs of military and scientific or research groups;

managers of departments irrespective of whether they conduct scientific and scientific and pedagogical work and whether have academic degree or academic status;

all persons conducting research work in research divisions of military educational institutions and at departments, to the approved plan of research works (research associates, engineers, doctors), irrespective of post and availability at them academic degree or academic status;

3) in bodies of military management, military units (except research establishments and military educational institutions) - the military personnel and the faces of civil personnel of AF of RK having academic degree or academic status irrespective of post and kind of work.

77. The accounting card of the scientist is filled in on each scientist with personnel body (division on work with personnel) in the place of its work. On the scientific workers-officers having academic degree or academic status, the accounting card is filled in in duplicate, one of which till ten working days is sent in body of personnel work of MO RK.

In research establishments and military educational institutions accounting cards of scientists are stored in special card-index.

In the central bodies of military management, managements of connections (except research establishments and military educational institutions) accounting cards of the scientists having academic degree or academic status are stored in military units:

1) on officers - in the first copies of their personal records;

2) on persons of civil personnel - in personal records or together with personal cards.

In structural division of MO RK, supervising questions of military science electronic account of the scientific workers-officers having academic degree or academic status is kept. Completeness of data is annually specified according to control lists of scientists in form, according to appendix 43 to these rules.

78. All changes in accounting this military personnel of officers are entered into the automated system of registration of personnel within three working days. When holding organizational and regular actions changes in regular structure of military units are made within 10 working days from the date of receipt of the state to part.

Paragraph 8. Assignment by the serviceman and person liable for call-up of officers of personal numbers

79. Personal numbers which remain behind them for all the time of condition on military service and stay in inventory are assigned to the military personnel of officers who is in the military service and to reserve officers.

Personal number of the officer consists of the capital letter of the Latin alphabet designating series and six-digit number. Personal number is stamped on metal counter.

80. Assignment of personal numbers by the serviceman and person liable for call-up is made by orders on staff.

The headquarters of military units which are drawing up the military personnel to assignment of the first rank of officers represent to the relevant personnel organs (divisions on work with personnel) certification documents. Personal numbers of this military personnel are determined by body of personnel work of MO RK. After assignment of officer rank and personal number the body of personnel work of MO RK sends in military units counters with personal numbers for delivery to officers.

The personnel body of MO RK determines the range of counters with personal numbers for issue to officers of Armed Forces, other troops and military forming of the Republic of Kazakhstan.

Cards of number-specific accounting of reserve officers in form according to appendix 44 to these rules unite in card-indexes and are conducted MOVA. Are allowed maintaining card of number-specific accounting in electronic and paper types.

81. Assigned personal numbers register in all documents of personal accounting of officers which are kept in headquarters of part and personnel bodies (divisions on work with personnel), in official IDs, military IDs, and also are specified in all orders on staff.

In documents of personal accounting, in official IDs, military IDs of reserve officers personal numbers register in the column provided by the document form in case of lack of such column - after the officer's middle name (in case of its availability).

82. After assignment of officer ranks by the serviceman official IDs and counters with personal numbers are issued. The serviceman enlisted after assignment of officer ranks in inventory, counters are not issued.

To the reserve officers determined on military service, counters with personal numbers are handed in military units along with issue of official IDs.

Issue to officers of counters with personal numbers is made under list in the lower part of the title page of the record of service of the first copy of the personal record with indication of date of issue. Officers store the received counters in case of themselves.

The choice and change of numbers of counters is not allowed.

83. The officers dismissed from military service at the same time with the official ID hand over in MOVA in the place of military accounting counter with personal number for attachment it to root of the personal record.

84. Counters with personal numbers of the officers excluded from lists of officers of AF of RK in connection with death or deprivation of military rank of officers are attached to roots of the second copies of personal records and sent together with them to archive.

85. Commanders and chiefs of all levels, chiefs of personnel bodies (divisions on work with personnel) periodically check availability at officers of counters with personal numbers. In case of loss of counter personal number assigned to the officer is not replaced. The officer reports the official report on circumstance of loss of counter, and the duplicate behind the same number is produced.

The counters with personal numbers lost by personnel bodies (divisions on work with personnel) and MOVA, are not subject to write-off. Instead of the lost counters their duplicates at the expense of means of the officials guilty of loss are produced.

86. In case of sending out on business of officers from AF of RK and transfer of reserve officers on service in other troops and military forming, and also in case of transfer of officers from other troops and military forming in AF of RK and dismissal them in inventory, behind them personal numbers assigned in the place of former service or accounting in case of stay in inventory remain.

87. Providing with counters with personal numbers is performed on a centralized basis by personnel body of MO RK according to requests of departments for defense and military educational institutions.

When obtaining from dovolstvuyushchy bodies of counters with personal numbers personnel bodies (divisions on work with personnel), departments for defense verify compliance of quantity, series and numbers of counters with the data specified in the cover letter. In case of detection of discrepancies the statement in duplicate is drawn up. The second copy of the act is sent in body of personnel work of MO RK.

88. 89. Personal records of the military personnel which gives the first military ranks of officers are kept:

1) on the cadet graduating from military educational institution - personnel body (division on work with personnel) military educational institution in duplicate;

2) on the cadets who graduated from military educational institutions of the foreign states - personnel bodies (divisions on work with personnel) military units on arrival of officers to the duty station. The second copies of personal records in time no later than one month after arrival of officers to the duty station are sent in the relevant personnel organs (divisions on work with personnel) the higher headquarters for subsequent their accounting and maintaining.

90. Personal records of the officers called from inventory - are kept by personnel bodies (divisions on work with personnel) military units in duplicate.

91. In case of determination on military service under the contract personal records are constituted:

1) on the military personnel of conscription military service - in military unit;

2) on persons liable for call-up - in MOVA.

Personal records of contract servicemen of lists of sergeants (foremen), soldiers (sailors) are constituted in one copy, on officers in duplicate.

In case of assignment by the serviceman of the first military ranks of officers personal records are submitted to personnel body (division on work with personnel) military units in the place of their service. For personnel body (division on work with personnel) the higher headquarters the second copies of personal records for subsequent their accounting and maintaining are sent.

The serviceman in case of creation of the record of service register only the last military rank.

Also, in case of assignment by the serviceman of the first military ranks of officers in case of creation of the obedient card only the last military rank registers.

92. In bodies of military management and military units to operational and strategic body of military management inclusive personal records on officers, contract servicemen of lists of sergeants (foremen), soldiers (sailors), the military personnel of conscription military service and faces of civil personnel are constituted and kept by personnel body (division on work with personnel).

In bodies of military management (military units) where the state does not provide the specified structural divisions, of the order of the chief (commander) of body of military management (military unit), for creation and maintaining personal records designates responsible persons in combination.

93. The personal record consists of the record of service, the autobiography, picture (further - photograph), certification and additional materials.

The main document of the personal record is the record of service in form, according to appendix 47 to these rules.

94. The first and the subsequent copies of the record of service are filled by hand or printed based on the authentic documents or their notarized copies shown to the military personnel and with own hand written autobiography. For confirmation of correctness of the data which are written down in the record of service and in all cases of refining of data of the record of service the serviceman undersigns for the place which is specially provided for this purpose at the end of the list in the first and the subsequent copies. In case of transfer of the serviceman from one military unit in another, and also in case of transfer to the reserve at the end of the record of service of record about passing of military service are certified:

1) on officers - the chief of personnel body (division on work with personnel);

2) on contract servicemen of lists of sergeants (foremen), soldiers (sailors) - the chief of staff.

In subsequent (in case of the solution of questions of movement on service, before departure to the new duty station, representation to dismissal) the officials responsible for maintaining personal records specify reliability and completeness of entries in the record of service of personal records with the military personnel.

95. In the record of service of record are made in relation to model of their filling:

1) in Item 1 of the record of service the number, month and year of birth of the serviceman is specified;

2) in Item 2 of the record of service the birthplace of the serviceman is specified.

After primary creation of records of service correction of records about the birthplace in connection with change of administrative-territorial division is not made;

3) in Item 3 of the record of service the serviceman's nationality is specified;

4) in item 4 of the record of service individual identification number is specified;

5) in Item 5 of the record of service education is specified:

in the subitem 1) the record of service - civic education of the serviceman (in consecutive procedure - the name of educational institutions and year of their termination, the name of faculties of higher educational institutions, education is got internally or in absentia, in case of unfinished education - how many classes or rates ended, in what year);

in the subitem 2) the record of service - military (military and special) education (in consecutive procedure - the name of educational institutions, specialty and number of military specialty, and to the officers who graduated from military academies - the name of specialty, educational institution and year of the termination).

To the officers who ended rates of retraining or enhancement of the military personnel of officers the name of educational institution, courses name and term of training at rates registers.

The serviceman names of the ended educational divisions, duration of training and number of the received military specialty register;

6) in Item 6 of the record of service foreign language skills and in what degree are specified;

7) in Item 7 of the record of service the academic degree, academic status and when it is appropriated is specified;

8) in Item 8 of the record of service it is specified what has scientific works and inventions. In case of large number of works and inventions continuation of their records is made on single sheets which are filed in the Section of the personal record "Additional Materials";

9) in Item 9 of the record of service the independent labor activity to service in AF of RK is specified in chronological procedure. In this column also the work in other organizations, the ministries and departments which is not relating to military service registers.

In independent labor activity study time at comprehensive schools and the educational institutions equated to them, stay in quality of pupils of military units is not considered;

10) in Item 10 of the record of service it is specified:

passing of military service in Armed Forces, other troops and military forming of the Republic of Kazakhstan where the military service is provided;

at the beginning of the column data on primary revenues to military service (are specified in case of appeal in AF of RK, revenues to military service under the contract or in military educational institution) and acceptance date of the military oath;

to the officers called from inventory, MOVA entry about date of appeal by what MOVA it is called and in whose order it is enlisted is made it (is appointed), with reference to legal acts of the Republic of Kazakhstan;

data on the termination of military academies, military educational institutions (including about examination external), graduate military course, officer rates, with indication of the name of the ended educational institution (graduate military course) and the profession, and also about assignment and the reasons of expel from educational institutions;

arrival on service in the areas granting the right to calculation of length of service to pension on favorable terms and departure from them (in the first copy of the personal record) with indication of the name of the area and days of arrival (departure);

service in the strengthened regions of the military personnel keeping the watch in constructions of defensive line items as a part of combat crews with reference to orders on the strengthened area. At the same time the reference to the relevant resolutions or orders the regulatory legal acts establishing preferential terms of service in these areas and on the order of the commander of part on transfer in lists of part and exception of them is necessary;

passing by officers of training in military units (ships) or in military educational institutions if the admission to execution of positions is drawn up by the order on staff;

assignment, confirmation and decrease in cool qualification. At the same time records about issue of the breastplate and about confirmation of cool qualification are not made (issue of breastplates of military educational institutions with indication of date of issue of breastplates, records are made only in the first copies of personal records);

the admission to independent ship-handling;

data on the admission to the state secrets;

conclusion of the contract;

dismissal from military service;

exception of contract servicemen of lists of sergeants (foremen), soldiers (sailors) of lists of staff of military units, and officers of lists of officers of AF of RK in connection with dismissal from military service, with death (death) or deprivation of military rank.

All records in Item 10 of the record of service (except dates of appeal and adoption of the military oath) are made based on orders of chiefs (commanders) of bodies of military management (military units) for staff.
