About approval of Rules of marking of light industrial goods means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods

The government of the Russian Federation decides:

1. Approve the enclosed Rules of marking of light industrial goods by means of identification.

2. Determine that participants of turnover of goods of light industry according to the Rules approved by this resolution:

a) perform the registration in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further - information system of monitoring), within 7 calendar days from the date of emergence of need of implementation by participants of turnover of goods of light industry of the activities connected with input in turnover and (or) turnover, and (or) conclusion from turnover of the marked light industrial goods;

b) in time no later than 30 calendar days from the date of registration in information system of monitoring provide readiness of own software and hardware for information exchange with information system of monitoring and send the request for passing of testing of information exchange to the operator of information system of monitoring;

c) after registration in information system of monitoring send to the operator of information system of monitoring the request for provision of remote access to the issue registration device placed in infrastructure of information system of monitoring (electronically);

d) pass test of information exchange of own software and hardware and information system of monitoring according to the procedure posted on the official site of the operator of information system of monitoring on the Internet concerning marking of light industrial goods, input of light industrial goods in turnover, their turnover and conclusion from turnover according to the Rules approved by this resolution, in time no later than 60 calendar days from the date of readiness of own software and hardware for information exchange with information system of monitoring;

e) since January 1, 2021 according to the Rules approved by this resolution enter into information system of monitoring of the data on marking of light industrial goods, and also about input of light industrial goods in turnover, their turnover and conclusion from turnover (codes 14.11. 10, 14.14. 13, 14.13. 21, 14.13. 31, 13.92.12, 13.92.13 and 13.92.14 of the All-Russian Product Classifier by types of economic activity and codes 4203 10 000, 6106, 6201, 6202 and 6302 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union). At the same time if participants of turnover of goods of light industry put funds of identification for consumer packaging, or for light industrial goods, either label, or the label since the date of entry into force of this resolution, from the specified date they have the right to represent data on drawing means of identification to information system of monitoring;

e) in the presence as of January 1, 2021 the unrealized light industrial goods specified in the subitem "d" of this Item, introduced into circulation till January 1, 2021 till February 1, 2021 perform their marking by means of identification and represent data on marking of such light industrial goods means of identification to information system of monitoring according to the Rules approved by this resolution;

g) till February 1, 2021 perform marking of the light industrial goods specified in the subitem "d" of this Item, acquired till January 1, 2021 and issued by customs authorities after January 1, 2021 according to customs procedure of release for internal consumption to the offer of these light industrial goods for realization (sale) and enter into information system of monitoring of the data on marking of such light industrial goods means of identification according to the Rules approved by this resolution;

i) till September 30, 2024 has (inclusive) the right to perform storage and transportation being at them in ownership, and (or) use, and (or) the order of the light industrial goods specified in the subitem "z" of this Item as of April 1, 2024 (remaining balance of goods) and to perform their marking by means of identification for the purpose of the subsequent realization (sale) in case of observance of conditions, the stipulated in Item 54(2) Rules approved by this resolution.

If the participant of turnover of goods of light industry in time specified in Item 54 (2) will not enter the Rules approved by this resolution into information system of monitoring of the data on the specified remaining balance of goods, the stipulated in Item 54(2) Rules approved by this resolution codes of marking of such light industrial goods are cancelled.

At the same time turnover and conclusion from turnover of unmarked remaining balance of the goods specified in paragraph one of this subitem are allowed till June 30, 2024 (inclusive);

j) till May 31, 2024 (inclusive) perform marking of the light industrial goods specified in the subitem "z" of this Item, acquired till March 31, 2024 (inclusive) and issued by customs authorities since April 1, 2024 according to customs procedure of release for internal consumption or reimport to the offer of such light industrial goods for realization (sale) and till August 31, 2024 (inclusive) enter into information system of monitoring of the data on marking of such light industrial goods means of identification and introduce them into circulation according to the Rules approved by this resolution;

k) since March 1, 2025 enter into information system of monitoring of the data on marking of light industrial goods, and also about input of light industrial goods in turnover, their turnover and conclusion from turnover (codes 14.14. 12, 14.14. 14, 14.14. 22, 14.14. 24, 14.14. 25, 14.14. 30, 14.19. 11, 14.19.12.130, 14.19.12.190, 14.19. 13, 14.19.19.111, 14.19.19.112, 14.19.19.119, 14.19. 21, 14.19.22.130, 14.19.23.140, 14.19.23.190, 14.19.31.110, 14.19.31.120, 14.19. 42, 14.19.43 (except for 14.19.43.160, 14.19.43.170, 14.19.43.180), 14.31. 10, 15.20.40.130 and 32.30.15 (regarding mittens and mitts) the All-Russian Product Classifier by types of economic activity and codes 4203 21 000 0, 4203rd 29, 6107, 6108, 6109, 6111, the 6112th 31, the 6112th 39, the 6112th 41, the 6112th 49, 6114, 6115, 6116, 6117 10 000 0, 6117 80 100 9, 6117 80 800 1, 6117 80 800 9, 6207, 6208, 6209, 6211 11 000 0, 6211 12 000 0, 6212, 6213, 6216 00 000 0, 6217 10 000 0, 6406 90 900 0, 6504 00 000 0, 6505 00 and 6506 99th single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union);

l) during the period from July 31, 2025 to October 31, 2025 has (inclusive) the right to perform only storage and transportation being at them in ownership, and (or) use, and (or) the order of the light industrial goods specified in the subitem "l" of this Item as of March 1, 2025 (remaining balance of goods) and to perform their marking by means of identification for the purpose of the subsequent realization (sale) in case of observance of conditions, the stipulated in Item 54(3) Rules approved by this resolution.

If the participant of turnover of goods of light industry in time specified in Item 54 (3) will not send the Rules approved by this resolution to information system of monitoring of the data on input in turnover of the specified remaining balance of goods, codes of marking of such light industrial goods are cancelled.

At the same time turnover and conclusion from turnover of unmarked remaining balance of the goods specified in paragraph one of this subitem are allowed till July 31, 2025 (inclusive);

m) till June 30, 2025 (inclusive) perform marking of the light industrial goods specified in the subitem "l" of this Item, acquired till February 28, 2025 (inclusive) and issued by customs authorities since March 1, 2025 according to customs procedure of release for internal consumption or reimport to the offer of such light industrial goods for realization (sale), till September 30, 2025 (inclusive) enter into information system of monitoring of the data on marking of such light industrial goods means of identification and introduce them into circulation according to the Rules approved by this resolution.

3. Determine that participants of turnover of goods of light industry in the Russian Federation have the right to put funds of identification for consumer packaging, or for light industrial goods, either the label, or label from the effective date of this resolution.

Drawing funds of identification for consumer packaging, or on light industrial goods, either label, or the label of the light industrial goods imported on the territory of the Russian Federation or made in the territory of the Russian Federation according to the Rules approved by this resolution for the light industrial goods specified in the subitem "d" of Item 2 of this resolution is obligatory since January 1, 2021, for the light industrial goods specified in the subitem "z" of Item 2 of this resolution - since April 1, 2024, for the light industrial goods specified in the subitem "l" of Item 2 of this resolution - since March 1, 2025.

4. Registration in information system in which information support of carrying out experiment according to the order of the Government of the Russian Federation of June 22, 2019 No. 790 "About carrying out in the territory of the Russian Federation experiment on marking by means of identification of separate line items of products of light industry" and methodical recommendations for participants of experiment about marking by the means of identification and to monitoring of turnover of separate line items of products of light industry in the Russian Federation approved by the Ministry of Industry and Trade of the Russian Federation was performed of the legal entities and physical persons registered as the individual entrepreneurs who are as of the date of entry into force of this resolution participants of experiment is equated to registration in information system of monitoring.

If the data provided within the specified experiment by participants of turnover of goods of light industry to information system in which information support of carrying out experiment was performed do not meet the requirements of the Rules approved by this resolution, participants of turnover of goods of light industry enter missing and (or) urgent data in information system of monitoring till January 31, 2020 inclusive.

5. Determine that the operator of information system of monitoring provides:

a) provision to participants of turnover of goods of light industry of remote access to the issue registration devices placed in infrastructure of information system of monitoring on the conditions provided by the Rules approved by this resolution, in time no later than 90 calendar days from the date of obtaining from participants of turnover of goods of light industry of the request for receipt of remote access to them;

b) the organization of testing of information exchange of software and hardware of participants of turnover of goods of light industry and information system of monitoring in time no later than 30 calendar days from the date of obtaining from participants of turnover of goods of light industry of the notification of the readiness to information exchange with information system of monitoring;

c) provision to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "d" of Item 2 of this resolution, introduced into circulation till January 1, 2021, codes of marking of remaining balance of the goods necessary for forming of means of identification since the date of entry into force of this resolution;

d) provision to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "d" of Item 2 of this resolution, introduced into circulation till January 1, 2021, the codes of marking necessary for forming of means of identification since the date of entry into force of this resolution on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring;

e) provision to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "d" of Item 2 of this resolution, introduced into circulation after January 1, 2021, the codes of marking necessary for forming of means of identification on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring;
