About Council of development of communities and territories

For the purpose of assistance to establishing effective interaction of state bodies with local government bodies in questions of development of priorities of the state regional policy and mechanisms of sustainable development of territorial communities taking into account standards of the European charter of local self-government and the latest approaches in the sphere of regional development, the solution of problematic issues of social and economic development of administrative and territorial units and according to Item I decide 28 parts one of article 106 of the Constitution of Ukraine:

1. Create Council of development of communities and territories as advisory advisory body in case of the President of Ukraine.

2. Approve Regulations on Council of development of communities and the territories it (is applied).

3. Regional, Kiev city to public administrations to form in accordance with the established procedure councils of development of communities and the territories as advisory advisory bodies headed by chairmen of the relevant local public administrations.

4. Recognize invalid:

The presidential decree of Ukraine of April 21, 2015 No. 224 "About Council of regional development";

Item 2 of Article 1 of the Presidential decree of Ukraine of May 5, 2015 No. 253 "About modification of Presidential decrees of Ukraine of April 29, 1996 No. 305 and of April 21, 2015 No. 224";

item 4 of Article 1 of the Presidential decree of Ukraine of October 5, 2016 No. 431 "About introduction of amendments to some acts of the President of Ukraine".

5. This Decree becomes effective from the date of its publication.

Regulations on Council of development of communities and territories

1. Council of development of communities and territories (further - Council) is advisory advisory body in case of the President of Ukraine.

2. Council in the activities is guided by the Constitution and the laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, other acts of the legislation, and also this Provision.

3. The main objectives of Council are:

1) studying and monitoring of the social and political and social and economic processes happening in the state at the regional level, development by results of the approved line item concerning priorities of the state regional policy and mechanisms of ensuring sustainable development of territorial communities and regions;

2) assistance to establishing effective interaction of state bodies, in particular local executive bodies, with local government bodies on enhancement of the state construction, development of the latest approaches in the sphere of regional development;

3) carrying out consultations on topical issues of development of territorial communities, ensuring the balanced social and economic development of administrative and territorial units, increase in their investment appeal and competitiveness;

4) assistance of effective realization of reform of local self-government, the territorial organization of the power and the administrative-territorial device, other reforms on decentralization of the power;

5) discussion of drafts of regulatory legal acts in the sphere of regional policy, drafts of the state target programs of economic, scientific and technical, social, national and cultural development and environmental protection for the purpose of accounting in such projects of interests of territorial communities;

6) studying and generalization of the international experience in the sphere of territorial development, development of local self-government and implementation of measures for its practical realization, including taking into account standards of the European charter of local self-government;

7) monitoring of condition of accomplishment of acts of the President of Ukraine concerning the state regional policy and preparation of offers on increase in level of performing discipline;

8) the analysis of the legislation of Ukraine concerning regional development, local self-government and the territorial organization of the power, preparation of offers on its enhancement;

9) the organization of work on forming of structure of delegation of Ukraine in the Congress of the local and regional authorities of the Council of Europe.

4. Council for accomplishment of the tasks assigned to it has the right in accordance with the established procedure:

1) to request and receive necessary information, documents and materials from state bodies, local government bodies and their All-Ukrainian associations, public associations, the companies, organizations, the organizations;

2) to create temporary work groups, other working bodies for development and detailed study of the single questions which are within the competence of Council, to determine procedure for their work, to involve in these groups of experts and specialists (according to their consent or in coordination with their heads), to coordinate and adjust work of the created temporary work groups, to hear their reports;

3) to invite to the meetings heads and representatives of state bodies, local government bodies and their All-Ukrainian associations, public associations, the companies, organizations, the organizations, domestic and foreign scientists, experts;

To attract 4) to consideration of the questions which are within the competence of Council, employees of executive bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts (from their consent);

5) to organize and hold conferences, round tables, meetings on the questions which are within the competence of Council.

5. Council in the course of accomplishment of the tasks assigned to it interacts with other consultative, advisory and other facilitative branches and services created by the President of Ukraine and also with state bodies, local government bodies and their All-Ukrainian associations.

6. Council is formed as a part of the Chairman, the executive secretary and other members participating in work of Council on a voluntary basis.

The chairman of the board is the President of Ukraine.

The executive secretary of Council is one of deputy managers of Office of the President of Ukraine to whose maintaining questions of regional policy are carried.
