About additional measures for increase in efficiency of public control over the undertaken reforms in the social and economic sphere, and also activity of citizens in implementation of democratic transformations in the country

Active involvement of the population in management of public and public affairs is the most important condition of increase in legal culture and legal literacy of the population, development of civil society, ensuring openness of activities of state governing bodies, effective decision making in case of development and realization of state policy in the respective spheres.

At the same time the accelerated rates of social and economic and social and political development of the country require increase in role of participation of citizens, non-state non-profit organizations and other institutes of civil society in administration of society and state, creation of additional terms for their vigorous activity in this direction taking into account the conventional principles and rules of international law.

For the purpose of raising on qualitatively new level of management decisions on the basis of the analysis of public opinion, expansion of participation of citizens in administration of the state and society, ensuring further openness of activities of state bodies and the organizations, and also according to the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Approve the offer of the Ministry of Justice on establishment of procedure according to which results of public discussion of drafts of the regulatory legal acts placed by the organizations - developers on the Single portal of interactive state services of the Republic of Uzbekistan, are brought in the Ministry of Justice (for legal examination) and the Cabinet of Ministers of the Republic of Uzbekistan (for consideration), as a rule, with obligatory specifying of results of consideration of the arrived offers.

2. Recommend to Legislative house of Oliy Majlis of the Republic of Uzbekistan to review in three-months time the Law of the Republic of Uzbekistan "About public control", having provided including:

implementation of widespread efficient forms of public control in the international practice;

detailed regulation of mechanisms of realization of forms of public control, their effective practical application;

questions of activities of public councils under state bodies and the organizations, their role and effective participation in improvement of the state of affairs in the corresponding industries.

3. Administration of the President of the Republic of Uzbekistan (R. S. Kasimov) to two weeks to introduce the draft of the resolution of the President of the Republic of Uzbekistan providing radical enhancement and financing of activities of Independent institute for monitoring of forming of civil society, having provided including:

annual introduction by institute of the report on condition and tendencies of development of civil society in Uzbekistan for consideration of the Advisory board on development of civil society in case of the President of the Republic of Uzbekistan with the subsequent informing the President of the Republic of Uzbekistan;

development by institute and approval of indicators of development evaluation of civil society, level of interaction of its institutes with state bodies and the organizations, and also their contribution to social and economic and political and legal development of the country, including within realization of Sustainable development goals of the UN for the period till 2030.

4. Lower since January 1, 2020 rates of the state fee collected for state registration of republican, interregional non-state non-profit organizations from the 4-fold size of basic settlement size to 3-fold, regional non-state non-profit organizations - from the 2-fold size of basic settlement size to 1-fold.

Establish since January 1, 2020 rate of the state fee for state registration of non-state non-profit organization which activities extend to the territory of the area (city), settlement, kishlak and aul, in the amount of 50 percent from basic settlement size.

5. Include in expenses of the republican budget of the Republic of Karakalpakstan, regional budgets of areas and the city budget of the city of Tashkent, and also budgets of areas and cities of funds for the state support of activities of non-state non-profit organizations and other institutes of civil society in the form of state grants, subsidies and the social order.

6. Determine that in all republican state bodies and the organizations, including law-enforcement, irrespective of sources of financing of their activities, their websites at the expense of non-budgetary sources of data of bodies and the organizations are without fail created.

For the purpose of further increase in openness and transparency of activities of state bodies and the organizations to the Agency of information and mass communications under Administration of the President of the Republic of Uzbekistan, to the National agency of project management in case of the President of the Republic of Uzbekistan and to the Ministry of development of information technologies and communications of the Republic of Uzbekistan in two-month time:

develop and provide the draft of the government decision on modification and amendments to the main requirements to the official website of state bodies and the organizations;

carry out inventory count of availability and functioning to the Internet of websites of all republican state bodies and organizations, including law-enforcement.

To submit results of inventory count within two-month term within the Cabinet of Ministers of the Republic of Uzbekistan for subsequent taking measures to creation new and upgrades of the existing websites of state bodies and the organizations, including law-enforcement, taking into account new requirements to them.

7. Approve the offer of National broadcasting company of Uzbekistan on creation on TV channel "O" zbekiston" the editorial office "Jamoatchilik fikri" providing preparation and broadcast of cycle of the telecasts directed to wide explanation and promotion of tasks in the sphere of development of civil society, the organization of permanent "discussion platform" with participation of scientists, sociologists, researchers, experts, public figures, women, youth and citizens for discussion of the topical issues concerning the population.

Determine that financing of the editorial office "Jamoatchilik fikri" is performed at the expense of own means of National broadcasting company of Uzbekistan, and also within the budgetary funds allocated broadcasting companies from the Government budget of the Republic of Uzbekistan.

To provide to national broadcasting company of Uzbekistan in two weeks creation on the central public TV channels on permanent basis of special telecasts for the purpose of discussion of the most important issues of social and economic and political and legal life of the country (public debate).

8. Form the Working group on preparation of the draft of the Code of the Republic of Uzbekistan about non-state non-profit organizations in structure according to appendix No. 1, having determined its main objective codification and systematization of the legislation on non-state non-profit organizations on the basis of studying of the best foreign practices and the created national law-enforcement practice.
