About preschool education and education

Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of preschool education and education.

Article 2. Legislation on preschool education and education

The legislation on preschool education and education consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about preschool education and education then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

children with special educational needs are children with individual needs irrespective of, there is disability or not, the families needing special attention, teachers, specialists, society and the state;

the state preschool educational organization - the organization financed and managed by the state and providing preschool educational and educational services according to state standard of preschool education and education;

inclusive education and education - the process providing equal access for children to education and education taking into account their special educational needs and individual opportunities;

preschool age - age of children from the birth up to seven years, until provision to it educations in the organizations of general secondary education;

preschool education and education - the type of life-long education directed to training and education of children, their intellectual, spiritual and moral, ethical, esthetic and physical development, and also to training of children for general secondary education;

state standard of preschool education and education - set of mandatory requirements to amount, content and quality of educational and educational process, construction and equipment of the preschool educational organization, and also organization of healthy food and safety of children of preschool age;

the state educational program of preschool education and education - the document determining amount and content of the main knowledge, the skills which are subject to assimilation by the child, and also characterizing specifics of content of education and education, feature of the organization of educational and educational process;

the preschool educational organization - the state and non-state organization rendering educational and educational services in the field of preschool education and education;

the non-state preschool educational organization - the legal entity rendering educational and educational services in the field of preschool education and education based on license for activities in the field of rendering non-state educational services;

the professional standard of the teacher - set of the main requirements to personal professional qualities, knowledge, skills of the teacher of the preschool educational organization;

alternative form of education and education - model of the organization of innovative educational and educational process in system of preschool education and education.

Article 4. Basic principles of preschool education and education

The basic principles of preschool education and education are:

availability of preschool education and education to each child;

equality of conditions for development of inclinations, bents and capabilities of each child;

unity of training, education and improvement of children of preschool age, educational impact of family and preschool educational organization;

harmonization of education and education of children of preschool age;

the personal oriented approach to development of the identity of the child;

succession and continuity of preschool and general secondary education;

democratic and secular nature of education and education;

transparency and openness of educational and educational process;

compliance of content, level and amount of preschool education and education to features of development and state of health of children of preschool age.

Article 5. The main directions of state policy in the field of preschool education and education

The main directions of state policy in the field of preschool education and education are:

ensuring realization of the right of each child to preschool education and education;

creation of conditions for providing complete scope of children with preschool education and education;

rendering full assistance to family in development, receipt of preschool education and education of the child;

creation of conditions for obtaining by children, including children with special educational needs, quality preschool education and education;

creation and development of alternative forms of education and education;

state support of development of preschool education and education;

implementation and development of the mechanisms of public-private partnership directed to expansion of network of the preschool educational organizations;

implementation modern innovative and information and communication technologies for the purpose of all-round development of children of preschool age;

development of international cooperation.

Article 6. State guarantees for receipt of preschool education and education

Each child has the right to preschool education and education.

The state guarantees the right of each child to obtaining in the state preschool educational organizations of obligatory year preparation for general secondary education one year prior to its receipt in the organization of general secondary education.
